How to keep track of our inventory?

Our Operations Manager would keep track of our equipment by utilizing a check in/out system. This means that whenever any staff takes any equipment out to work, they are to write their name, equipment set, time and sign on the check in/out booklet. Failure to do so would result in deducting 50% of the staffs salary for the day. Operations Manager would do a weekly count of our equipment and check if they are in good condition. our company would give out $200 every month to the best housekeeper of the month
