THE CONCEPT OF DEVELOPMENT AND ENVIRONMENTAL PROTECTION

The Concept of Sustainable Development in Malaysia


Development of a country is essential to meet the needs of its people and to provide people with the latest infrastructure, high rising buildings and recreation facilities. However, it appears that many environmental problems will arise from poorly planned development activities.

As a result, the world community started to think about protecting the environment while implementing development activities. Therefore, to protect the environment sustainable development has become an important agenda in many countries.

Definition of Sustainable Development (SD)


Development that meets the needs of the present without compromising the ability of the future generations to meet their own needs. (Brundland Report, 1987: Our Common Future, by the World Commission on Environment and Development)

Third Malaysia Plan
(1976-1980) Sixth Malaysia Plan (1991-1995)
The Plan was the first to seriously give cognition on the integration of environmental protection as an element of sustainable development. The plan was the first to seriously address the environment in the context of development.

Eighth Malaysia Plan


(2001-2005) Tenth Malaysia Plan (2011-2015)

The integration of the economic, social and environmental dimensions of development was strengthened to promote sustainable development.

The government has introduced the AFFIRM framework, which outlines the government approach towards creating a comprehensive ecosystem for environmental sustainability.

The Plan was the first to seriously address the environment in the context of development

SD & THIRD MALAYSIA PLAN (1976-1980)


The Ministry had been restructured to strengthen its role in the conservation of natural resources and protection of environment This seriousness coincided with the establishment of Ministry of Science, Technology and the Environment and the Department of Environment

The National Development Council (NDC) was expended to include the Minister of Science, Technology and the Environment.

SD & SIXTH Malaysia PLAN (19911995)


Both these structures are part of the organizational mechanism to ensure the systematic adoption of environmental criteria into the development planning process The National Development Planning Committee was extended to include the Secretary General of the Ministry and the Director General of the Department of Environment.

The government gave high priority to research and development as one of their strategy for SD.

SD & EIGHTH Malaysia PLAN (20012005)


Construction Industry Development board Malaysia (CIDB) calls upon the researchers and practitioners to reassess the process of construction to develop good construction planning and management to safeguard the environment. Section 19 of the Plan was devoted to integrate environmental consideration into development planning

SD & TENTH MALAYSIA PLAN


The introduction of the AFFIRM framework
The Prime Minister introduced the AFFIRM framework of Awareness, Faculty, Finance, Infrastructure, Research and Marketing to develop a complete ecosystem for environmental sustainability.

Developing climate resilient growth strategy


Adaption of strategies to protect economic growth and development factors from the impact of climate change Mitigation strategies to reduce emission of greenhouse gases (GHGs)

Enhancing conservation of the nations ecological assets


Enhancing forest and wildlife conservation efforts Ensuring sustainable and safe utilization of resources
