Labor welfare is comprehensive term including various services benefit & facilities employers offer to employees.
Welfare means efforts to make life worth living for workmen which include health safety and general well being.

LABOR WELFARE MEANING: IN SIMPLE WORDS

Welfare is also the voluntary efforts on the part of

employers to improve the condition of the employment


in their factories.

Welfare such as industrial health insurance, provident fund, gratuity, maternity benefits, workmens compensation, retirement benefits etc.

CONDITION OF LABOR
The labor class , because of illiteracy, ignorance & un-education was deprived of various benefits. The industrial scenario -- Employers exploiting the workers. Unavailability of sufficient employment opportunities. Laissez-faire

OBJECTIVE OF LABOUR WELFARE


To give expression to philanthropic and paternalistic feeling To win over employees loyalty and increase their morale. To combat trade unionism and socialist ideas. To build up stable labor force, to reduce labor turnover and absenteeism To develop efficiency and productivity among workers

He is the person who supervise the provision of welfare amenities in respect of the law & in matters of safety, health, housing , recreation facilities, sanitary services grant of leave with wage etc. He also act as a counselor in personal matter and problem of adjustment, rights and privileges. His duty are essentially supervisory.

RECOMMENDATIONS REGARDING THE ROLE OF WELFARE OFFICER


His post should continue as a statutory regulation.

The central model rule ,1957 laid down certain


duties for labor welfare officer

At present the labor welfare officer duties are


confined to welfare work.

He should have the minimum qualification or


equivalent as required by the state from time to time.

RECOMMENDATIONS REGARDING THE ROLE OF WELFARE OFFICER

The state is empowered to prescribe duties,


qualification and condition of services. Welfare officer is required to be employed where 500 or more workers are working which can be brought down to 250 in industries which is a machine incentive.

Any mines employing 250 or more workers should have


welfare officer.

The welfare officer should be entitled to such


protection etc, as any other member of the management.

Term social security came into use after 1935.


US passed the social security act introducing the old age pension system. It was administrated by the federal government.
