ADMINISTRATIVE ARRANGEMENTS

1.0 INTRODUCTION
The information contained in this document is for use by participants attending the
COMESA Policy Organs and Summit meetings, which will be held in the Republic of
Madagascar from the 10th to the 19th October 2016.

2 .0 DATES OF THE MEETINGS

The detailed programme for the meetings and other social events will be
communicated to delegates in due course.

3.0 VENUE OF THE MEETINGS

All the Policy Organs meetings will be held at the Ivato International Conference
Center in Antananarivo, Madagascar.

The Nineteenth Summit of Heads of State and Government will be also held at the
Ivato International Conference Center.

4.0. TRANSPORT

4.1. Heads of State and Government

The Host Government will provide the visiting Heads of State and Government with
appropriate transportation according to its security protocols. This will include the First
ladies who may accompany the Head of State.

4.2. Ministers/ Heads of Delegation

The Government of the Republic of Madagascar will provide one VIP car for the
Minister from the COMESA Coordinating Ministry as well as one VIP car for the
Minister from the Ministry of Foreign Affairs. In the case that this is one and the same
person, then only one car will be provided. The COMESA Secretariat will provide
vehicles for any other Ministers who will attend the Summit as well as any Official who
is a Head of Delegation during the Council Meeting.

4.3. Transportation for other delegates

Regular shuttle transport will be available to and from the Ivato International Airport,
designated hotels and the Conference Centre for all participants.

Additional transport may be hired by delegations at their own expenses.

4 .4 Protocol

The Government of the Republic of Madagascar will attach a Protocol Liaison Officer
to each delegation. In addition, there will be Protocol Officers at the Airport to assist
delegations with customs and immigration formalities.

To enable the host to make the necessary arrangements for the reception of
delegations, it is important that all member States communicate the relevant
information to the Ministry of Foreign Affairs; Department of Protocol at the following

5. 0 DOCUMENTATION

The working documents for the meetings will be dispatched by the COMESA
Secretariat in advance to give participants an opportunity to study them. Delegates
are requested to bring along with them copies of all the documents received in their
respective countries. Documents previously circulated by the COMESA Secretariat
may not be available in Madagascar.

6.0 BANQUET AND RECEPTIONS

A State Banquet will be hosted by the Host Government on the 18th October 2016.
This will be strictly by invitation.

Any other receptions that might be held will be announced during the meetings.

7.0 ACCOMMODATION

7.1 Heads of State and Government

The Host Government will accommodate the visiting Heads of State and Government
on a one plus two basis according to its security protocols. This will be from the 17th –
20th October 2016.

Hospitality will include bed and breakfast. All other incidental costs will be at the
expense of the delegation.

7.2 For other of Delegations

The Other Delegates will be responsible for making their own bookings and settling all
expenses during their stay. A list of designated hotels in Antananarivo is annexed to
this booklet.

Please note that transport to the Conference venue will be from the designated Hotels
only and the Secretariat will not be responsible for delegates who choose to stay in
non-designated Hotels.

8.0 LIAISON OFFICERS

The respective COMESA Member States are expected to assign Liaison Officers to
facilitate communication between the National Organizing Committee and delegations
of respective Member States.

9.0 COMMUNICATION FACILITIES

The Conference centre will be adequately wired with Wi-Fi. Therefore internet
Services will be available throughout the complex.

A web presence will be maintained during the meetings of the Policy Organs and the
Summit to provide continuous press briefings and press releases to the international
media and the international community which follow COMESA activities online via its
website and social networks.

Daily Summit newsletters on the deliberations and outcomes of meetings of the Policy
Organs and the Summit will be communicated to the media.

10.0 SECURITY

The Republic of Madagascar undertakes to provide the necessary security and


precautions against injury, damages and/loss of delegates and their property during
the meetings, provided that the Host Government will not be liable for claims from
such injuries, damages and loss of property.

Delegates are advised to arrange their own insurance cover for any such injuries,
damages or loss of property.

All respective COMESA Member States’ will be required to provide the duly completed
firearms registration form of the Security officers accompanying Heads of State or
Government to the Host Government, under a cover of a Note Verbale, fifteen (15)
days before the arrival of their respective delegations. They should provide the
detailed information on firearms and ammunitions they carry in accordance with the
security procedures of the Host country as indicated in Annex I.

It should be noted that each delegation is allowed to bring two (2) handguns into
Madagascar.

11.0 ARRIVAL CEREMONY AND PROCEDURE

Upon arrival at Ivato International Airport, the Heads of State and Government and the
Ministers will be received by high-ranking Government officials of the Republic of
Madagascar. All protocols will be observed accordingly.

Other delegates will be assisted in the necessary airport formalities by Protocol


officers.

12.0 AIRPORT ACCESS FOR DIPLOMATS AND COMMUNITY


MEMBERS

A maximum number of 3 Diplomats and members of the community of the respective


missions in the Republic of Madagascar shall be given access to the Airport to
welcome their Heads of State and Ministers on arrival.

In this regard, member States are required to communicate to the Ministry of Foreign
Affairs, Department of Protocol in advance, the names of diplomats and members of
the community who will be designated to welcome their Heads of State and Ministers
on arrival.

13.0 VISA AND HEALTH FORMALITIES

All participants coming for the COMESA Policy Organs Meetings will be assisted to
obtain visas at the airport, should they require them. However, delegates are
encouraged to apply for Visas from the Malagasy Embassies in their home countries,
where they exist. Entry Visas during the Policy Organs meetings shall be issued gratis
for holders of diplomatic and service passports.

Delegates who wish to get the visas at the Ivato International Airport are required to
have an official letter issued by the Ministry of Foreign Affairs of the host country
indicating that they are in Madagascar to attend the COMESA meetings. Their names
should also have been sent in advance to the Host Government and to the COMESA
Secretariat as required.

All participants should be in possession of a valid health certificate for yellow fever.

All participants are advised to carry along a valid Medical Insurance cards.

14.0 MEMBERS OF THE PRESS

Members of the International Press are welcome to cover the COMESA meetings. The
List of members of the press and professional equipment to be brought into the
country should be communicated to the Sub-Committee in charge of Communication
of the National Organizing Committee of the host country below well in advance of the
meetings.

For the media accreditation, the Members of International Press wishing to cover the
Summit must also address their requests to the Public Relations Unit of the COMESA
which will forward the information to the host country.

A Media Centre will be provided at the conference Centre for members of the press
who will cover the sessions. For any other press and related matters, members of the
press are advised to contact the COMESA Public Relations Unit at pr@comesa.int.

15.0 REGISTRATION AND ACCREDITATION OF DELEGATES

The National Organizing Committee will register the staff of the COMESA Secretariat
and all participants to the Policy Organs meetings in accordance with the Note Verbale
of accreditation submitted by the respective Member States and the COMESA
Secretariat.

An online registration and accreditation system will be made available for Member
States and the COMESA Secretariat from 1st September 2016, at the following
website: https://comesa.diplomatie.gov.mg.

The login and password of each Member State and the COMESA Secretariat will be
emailed to their respective Focal Point.

The Member States and the COMESA Secretariat are invited to send via this platform,
the list of the members of their delegation with the passport size photograph (50mm x
70mm) and the passport copy (second page of the passport) of each delegate, under
cover of a Note Verbale before September 10th, 2016.

16.0 ACCESS BADGES

Access into the Conference Centre will be highly restricted and all delegates are
required to be accredited and to have the appropriate access badge in order to gain
access.

a. General access

 COMESA Coordinating Ministers/ Heads of delegation will be issued


with special badges, which will give them access to the relevant venues
and events;
 All other delegates and members of the press will be issued with
security badges that will give them access to the Conference Centre
and other designated areas.

b. Plenary Sessions

 Delegates and members of the press with the required conference


badges will have access to the Conference Centre to attend the
plenary sessions.
 Owing to the limited number of seats available during the official
opening and closing ceremonies, each member state will receive
conference badges to allow them to occupy seats in the Plenary Hall.

c. Closed sessions

 Each Member State will be given 4 special conference badges for the
closed sessions. The seats available to delegates for the Closed
Sessions are:

 One seat for the Head of Delegation


 Four seats for members of each delegation,

17.0 CAR PASSES

Car passes have to be obtained for all vehicles to have access to the relevant venues
such as the Conference Centre. Rented vehicles should also obtain car passes to
have access to Ivato International Airport and other designated venues.

The passes shall be collected from the Ministry of Foreign Affairs, Department of
Protocol. For this purpose, the type, plate numbers and names of drivers of vehicles
shall be communicated in advance to department of protocols address listed above.

18.0 PHOTOGRAPHERS/CAMERAPERSONS

Journalists, photographers and camerapersons accredited to the meetings will be


authorized to enter only during the opening and closing ceremonies of the meeting.

19.0 PROVISIONAL PROGRAMMMES

Detailed provisional programmes for the opening and closing ceremonies of the
COMESA meetings will be made available in due course.

20.0 HOTEL RESERVATIONS

A list of designated hotels in Antananarivo is annexed herewith. (Annex II)

21.0 DEPARTURE

The Republic of Madagascar will take all the necessary measures for the smooth
departure of the delegations. In order to avoid inconveniences, each delegation is
expected to provide information regarding the departure date and time of the
delegation to the Office of State Protocol and the COMESA Secretariat well ahead of
time.

22.0 OTHER INFORMATION

Weather conditions during the Meetings


The Madagascar climate is hot and sub-tropical, with a disparity between the regions:
The Highlands are characterized by a mild climate; the West is hot and dry. The East
Coast is rainy, so is the hot North, while the South is semi arid.

The dry season or southern winter runs from April to October. For October, the
temperatures are between 13°C and 26°C. In terms of clothing, to cope with the
Malagasy climate, lightweights should be worn during the summer. Warmer clothes
are advised for during the evenings.

Time: The time in Antananarivo is GMT +3.

International Dialing Code: +261

Currency and Banking: The currency in Madagascar is the Malagasy Ariary (MGA)
and 1 United States dollar is equivalent to approximately 3,153 Ariary.

Major Banks have a cash dispenser (ATM), accepting Visa and Mastercard. Foreign
currencies can be exchanged at the banks and exchange agencies.

Banking Hours: The banks are opened from 8 AM to 4 PM from Monday to Friday,
and then from 08 AM to 12 PM on Saturdays for several agencies.

Medical services

Medical services for minor ailments will be provided at the Conference Center.

The main hospitals in the capital, as listed in Annex II, are available to provide care
when needed. Hospital care and the necessary additional tests will be borne by the
participants' health insurance or by the participants themselves.

Business and shopping hours

Offices and shops are generally open from 8 AM to 5 PM from Monday to Friday and
8:30 AM to 4 PM on Saturday. The shopping malls are opened from 9 AM to 7 PM.

Electricity supply

The electricity supply in Madagascar is 220/240 volts - AC. The sockets use a two pin
plug and it is advisable to bring your own adapter and transformer if necessary.

Health Advisory Note

The updating of routine vaccinations such as diphtheria, tetanus, pertussis,


polio and hepatitis B is recommended. Depending on the circumstances,
other vaccinations are also recommended as typhoid and hepatitis A.

To date, no confirmed cases of Zika virus disease has been notified to


Madagascar.

It is advisable to consult a physician or contact a Travel Health center few


weeks before departure.

It is also advisable to carry around the health record with the blood group and
kindly take with you sufficient supply of medications if you are on any routine
medication (s).

A medical service, for first aid will be available at International Conference


Center. If necessary, support will be provided in the University Hospital
Centers at participant's expense.
