SUMMARY
This enactment amends the Canada Elections Act to provide that (a) nomination contests are to be held by a partys electoral district association; (b) proof of the partys endorsement of a prospective candidate is to be provided by the nomination officer of the partys electoral district association; (c) a nomination officer is appointed by a majority vote of the electoral district association; and (d) an application for registration of a political party must include an extract of the party by-laws that sets out the process for leadership review. It also amends the Parliament of Canada Act to provide for the expulsion and readmission of a caucus member and for the election and removal of a caucus chair.

SOMMAIRE
Le texte modifie la Loi lectorale du Canada afin de prvoir ce qui suit : a) les courses linvestiture sont tenues par lassociation de circonscription du parti; b) lagent linvestiture de lassociation de circonscription du parti doit dmontrer quil soutient une personne qui dsire se porter candidat pour le parti; c) lagent linvestiture est nomm la majorit des voix de lassociation de circonscription; d) la demande denregistrement dun parti politique doit comporter les extraits des rglements administratifs du parti prvoyant le processus dexamen de la direction. Il modifie galement la Loi sur le Parlement du Canada afin de prvoir les modalits relatives lexpulsion et la radmission dun dput dun groupe parlementaire ainsi qu llection et la destitution du prsident dun groupe parlementaire.

Preamble

Whereas Members of Parliament are elected by their constituents to represent them in the Parliament of Canada; Whereas the leadership of political parties must maintain the confidence of their caucuses; 5 And whereas, in Canada, the executive branch of government is accountable to the legislative branch in accordance with the concept of responsible government, which is the foundation of the Westminster system of 10 parliamentary democracy;
