SUBJECT: Implementation of NAV CANADA Level of Service Policy for Aeronautical Information
Management Services
‘The purpose of this letter is to provide information on the new NAV CANADA Level of Service Policy
for Aeronautical Information Management Services.
NAV CANADA is designated by the Civil Air Navigation Services Commercialization Act as the sole
authority in Canada for providing aeronautical information services, under Annex 4 and 15 of the
Chicago Convention. These services include receiving andior originating, collating of assembling,
editing, formatting publishing, storing and distributing aoronautical information/data for Canada and
areas assigned jurisdiction. However, NAV CANADA is not tne sole authority for the development and
maintenance of instrument procedures that support air operations.
Prior to the publication of the subject policy, the NAV CANADA Level of Service (LOS) Policy did not
address the issue of responsibilty for design and maintenance of instrument procedures and no policy
was officially transferred to NAV CANADA at commercialization. NAV CANADA initiated consultation in
summer 2012 regarding a new policy to deal with this deficiency and provide clarity to customers and
stakeholders, including extemal design organizations (EDO). The consultation has now concluded and
the new Policy is attached in addition to being available on the NAV CANADA website.
The amendment to the LOS Policy sets out the conditions and criteria under which NAV CANADA will
bear the cost for the design and maintenance of instrument procedures. For airports that do not qualify
‘under this policy, the airport authority or other stakeholder requesting new instrument procedures or
ongoing maintenance of existing instrument procedures has the option to hire an EDO. Othorwise, the
instrument procedure(s} could be removed from the instrument procedure inventory and Canada Air
Pilot (CAP) andlor Restricted Canada Air Pilot (RCAP).

will work with you regarding the instrument procedures currently published in the CAPIRCAP in order
to achieve a smooth transition and ensure that you have sufficient time to make the necessary
arrangements,
During the transition, NAV CANADA will continue to support existing instrument procedures including
any regulatory review due for those with an expiry date up to and including 22 June 2017. For any
procedures expiring after 22 June 2017, NAV CANADA wil continue to provide maintenance only up to
the regulatory review date. Any mainienance thereafter will need to be completed by an external
design organization, Upon completion of the expiry of NAV CANADA’s maintenance responsibilities,
should you desire, NAV CANADA will make available the existing design data fies:
