Maintenance of EN 13480
A‘ Introduction |
Because of the complexty ofthe saves of European Standards EN 1240 (s stated bythe numberof Fes, |
tables, and equatons), CENVTC 267 has establed a working gcUp in oder to regula Update EN 13480 and to
ewer queries fom were ofthe standard.
‘This Annex gives the scope of working for this Maintenance working group and gives indications to users of the
standards on how to submit queries and the process for dealing with thei queries.
‘This is separate from the normal CEN process for amending standards,
A.2 Scope and composition of the Working Group
‘The scope of this Maintenance working group is limited to corrections and interpretations related lo EN 13480. In
‘orcer ta complete the maintenance of EN 13480, this group should
~— be a central point to collect any queries from users of the standard
— be able to answer in a very short time the queries;
— be able to glve authorised answers, accepted by the “authors” ofthe standard, within the remit of catficaion and
correction;
— have means and methods for ensuring that a query is properly dealt with
In order to be able to ensure a refable and efficient follow-up the evolutions and interpretations given on EN 13480, this |
‘working group is composed of European experts also involved in the preparation of this standard or in its revision.
I
A3 Methods of Maintenance
A3.1 Administration tools
{In ordor to comply with the above, the working group “Maintenance" is provided with an offcient adminictrative
‘secretariat and too}s,Inlended to register, trace and issue the answer for every query as quickly as possible.
“The website where to submit quesies can be found at
bbtowiportalgcoune afnor fuoublic_espacenormalsaiion/GENTCZ67WG8
1s intended 10 factate users of EN 13480 by providing in an accelerated fashion oficial answers to questions
regarding the application of this European Pressure Equipment Standard as well as updated information about the
evolution ofthe standard.
In order to facitate the editing of the requests the website includes a downloadable form for questions and
Instructions on how to submit a question.

A32 Submission of queries and consultation of the experts
The electronic template available on the web site includes all the necessary indications in order to keop track of the
request such as date, name and occupation of the enguiror, part ofthe standard concerned, et.
‘The Administrative Secretaria of the Maintenance working group, when receiving the question, sends a confirmation of
receipt of the question tothe enquirer and registers the question in the data base with an identification number (which
‘consists of the part number, a serial number folowed by the ful clause numper) and then consuls the working group
experts.
Afr subject experts have agreed on an answer, the information on the results of the consultation will be
‘communicated to the questioner.
AA Results of the consultation
In addition to the base standard, there are several types of documents in which the consultation can result
— interpretation sheet which gives interpretation and clarification of the rules within the standard ;
— correction which corrects errors or ambiguities inadvertently intoduced in either drafting or printing
— dra amendment for the updating andlor the altering of technical provisions, proposed to CEN/TC 267 for
approval
Each reply made to an enguter wil depend on the type ofthe result,
‘AAA Practical provisions for interpretations
Every “simple” interpretation is put as question/answer on the Maintenance working group website with ditect lok
‘fom CEN website,
When approved by the Maintenance working group, "complex" interpretations can be transmitted to the Technical
Committee CEN/TC 267 for publication as a CEN Technical Report.
‘These interpretations are periodicelly ravised by the TC to decide whether to incorporate the interpretation sheet a en
‘amendment fo the main text, to Keep the interpretation sheet, or to wiinaraw
‘AA2 Practical provisions for corrections
Comectons are issued 8 corrected pages of EN 13480 and are given specific issue number and issued by CEN.
according fo CEN Rules. They are prepared in the form forthe reissue af the concemed page(s), with an adapted
\dentifcaton system (dentiication ofthe isoue number, page and correction mar
tt may also happen that the corections ofa speci issue donot apply to all language versions
‘A separate Jog of all pages fr each language version is maintained by the Secretariat and made avaliable on the
website
Important corrections, for which it Is advisable to inform potential users without waiting forthe availablity of the next
Issue, are put on the website with information about the date ofthe issue of the corrected page.

‘Adverse effects can aise from:
~ manutacturing processes: 0.9. degroe of cold forming, heat treatment;
= operating conditions: 0.g. hydrogen embrittlement, orresian, scaling, ageing behaviour after cold forming,
42.1.2 Lameliar tearing
Where lameiiar tearing due to the joint design and loading nesds to be addressed (see EN 13480-9:2002, 7.2.3.3),
steels shall be used which have Improved deformation properties perpendicular to the surface shall be specified and
‘orlied in aacordance wit EN 10164,
NOTE For guidance sve prEN 1011-2.
4.2.2 Design temperature above 20°C
42.2.1 A matettal shall only be used for pressure parts within the range of temperatures for which the material
properties required by EN 13480-3 are defined in the technical specification for the material. i the technical dolvery
‘condition does nt contain the specific material values required for the design temperature f, the values requited in
EN 13480-3 for the design shall be determined by linear interpolation between the two adjacent values. Valves shall
rt be rounded up.
For other than austenitic and austenii-fertic stainlose steels, the specified value of Ray (Riaz) at room
temperature may be used for temperatures loss than or equal to 60 °C, Intrpotation for design temperatures
between 50 °C and 100 °C shall be performed with tre values of Ry at room temperature and at 100 °C, and using
20 °C as the starting point for interpolation. Above 100°C linear Interpolation shall be performed betwean the
{abulated values given in the appropriate material standards.
Inthe case of creep rupture strength values or strength values for plastic strain in a given time, tinar intepokation
‘shal be permissibe onl if the ctterence between the two temperatures serving as starting points forthe interpolation
Is equal 0 or loss than 10°C.
422.2 Matorieis in the creep range shell not be used unless the creep rupture strength values or erength valuos for
plastic eran needed for design are specified in the base material specication. The manufacturer of the piping system
instalation shall be assured by the material supplier thatthe material supplied is capable of complying witn spectied
Droperties (within the normal scatter band) by a statement thet the manufacturing processes have remained
‘equivalent o those forthe stect for which the test results were obtained.
4.2.8 Prevention of brite fracture
‘The requirements given in Annex B shal apply.
4.24 Specific requirements tor fasteners
Fasteners includes bolts, studs and nuts
Froe cuting stool shal not bo used. Fastonors made of carbon steal or low alloyed ferric steel with > 8,5 % nickel
‘shal not be used above 300°C.

Hydrogen embrittement, fatigue or relaxation propertas shall be taken ino account where appropriate.
NOTE Detaled requirements on the surface condtion and intemal soundness of the bar can be necessary for some
applcations
4.2.5 Lined piping
‘The pressura containing stae! of fined industial piping need not be suitable for the internal fuid if the lining
provides leek tight containment during operation.
43. Technical delivery conditions

44° Marking
‘The marking of te products or detvery unis shal ensure traceability between the product or delivery unit and the
Inspecton documents.
For European standardized materials, the marking shal ull he requirements of the relevant standard, For materials
‘not contained in a European standard the marking shall at east contain
— the material specication (reference, material designation);
— the manufacturer's name or mark:
— the stamp of the inspection representative if epplicable,
For material supplied with speciic inspection the marking shall incude an identification which permits the
Correlation between the product or delivery unit and the relevant inspection document.
5 Requirements for materials to be used for non-pressure parts
For nompressure parts, 6.9. supporting lugs, sks, baflles and simlar paris wekied to industrial piping, and for
