Chronologie de la construction europenne

1948 7-11 mai Congrs de La Haye: plus de mille dlgus venus d'une vingtaine de pays europens discutent de nouvelles formes de coopration en Europe. Ils se prononcent en faveur de la cration d'une "Assemble europenne". 1949 27 et 28 janvier la suite du congrs de La Haye, le Conseil de l'Europe est cr. Il sigera Strasbourg. Cette mme anne, il commence rdiger la convention europenne des droits de l'homme. Signe Rome en 1950, elle entrera en vigueur en septembre 1953. Progressivement, presque tous les pays du continent sont devenus membres du Conseil de l'Europe. 1950 9 mai Robert Schuman, ministre franais des affaires trangres, propose, dans un discours inspir par Jean Monnet, la mise en commun des ressources de charbon et d'acier de la France et de la Rpublique fdrale d'Allemagne dans une organisation ouverte aux autres pays d'Europe. Puisque cette date peut tre considre comme la naissance de l'Union europenne, le 9 mai est devenu une fte annuelle: la "Journe de l'Europe".

1951 18 avril Les Six signent Paris le trait instituant la Communaut europenne du charbon et de l'acier (CECA). Elle entrera en vigueur le 23 juillet 1952, pour une priode de cinquante ans. 1955 1er et 2 juin Runis en confrence Messine, les ministres des affaires trangres des Six dcident d'tendre l'intgration europenne toute l'conomie. 1957 25 mars Signature Rome des traits instituant la Communaut conomique europenne (CEE) et l'Euratom. Elles entreront en vigueur le 1er janvier 1958.

1960 4 janvier Signature de la convention de Stockholm crant, l'initiative du Royaume-Uni, l'Association europenne de libre-change (AELE), comprenant plusieurs pays europens qui ne sont pas tats membres de la CEE.

1962 30 juillet Entre en vigueur d'une politique agricole commune (PAC). 1963 14 janvier Le gnral de Gaulle annonce, au cours d'une confrence de presse, que la France met son veto l'entre du Royaume-Uni dans les Communauts europennes. 20 juillet Signature, Yaound, de la convention d'association entre la CEE et dix-huit pays africains. 1965 8 avril Signature du trait de fusion des excutifs des trois Communauts instituant un Conseil et une Commission uniques. Il entrera en vigueur le 1er juillet 1967. 1966 29 janvier Compromis dit "de Luxembourg". la suite d'une crise politique, la France accepte de reprendre sa place au Conseil en contrepartie du maintien de la rgle de l'unanimit lorsque des "intrts trs importants" sont en jeu. 1968 1er juillet limination, avec un an et demi d'avance, des derniers droits de douane intracommunautaires pour les produits industriels, et mise en place du tarif extrieur commun. 1969 1er et 2 dcembre Sommet de La Haye. Les chefs d'tat ou de gouvernement dcident de pousser plus loin l'intgration europenne. 1970 22 avril Signature, Luxembourg, du trait permettant le financement progressif des Communauts par des ressources propres et sur l'extension des pouvoirs de contrle du Parlement europen. 1972 22 janvier Signature, Bruxelles, des traits d'adhsion des nouveaux membres des Communauts europennes (Danemark, Irlande, Norvge et Royaume-Uni).

24 avril Constitution du "serpent" montaire. Les Six dcident de limiter 2,25 % les marges de fluctuation de leurs monnaies entre elles. 1973 1er janvier Entre du Danemark, de l'Irlande et du Royaume-Uni dans les Communauts europennes (rfrendum ngatif en Norvge). Les Communauts comptent neuf tats membres. 1974 9 et 10 dcembre Sommet de Paris, o les neuf chefs d'tat ou de gouvernement dcident de se runir rgulirement en Conseil europen (trois fois par an), proposent d'lire le Parlement europen au suffrage universel et dcident la mise en uvre du Fonds europen de dveloppement rgional. 1975 28 fvrier Signature, Lom, d'une convention (Lom I) entre la CEE et quarante-six tats d'Afrique, des Carabes et du Pacifique. 22 juillet Signature du trait renforant les pouvoirs budgtaires du Parlement europen et crant la Cour des comptes europenne. Il entre en vigueur le 1er juin 1977. 1978 6 et 7 juillet Sommet de Brme. La France et la Rpublique fdrale d'Allemagne y proposent une relance de la coopration montaire par la cration d'un systme montaire europen (SME) devant se substituer au "serpent". Le systme commence fonctionner le 13 mars 1979. 1979 28 mai Signature de l'acte d'adhsion de la Grce aux Communauts. 7 et 10 juin Premire lection au suffrage universel des 410 membres du Parlement europen. 1981 1er janvier Entre de la Grce dans les Communauts europennes. Les Communauts comptent dix tats membres. 1984 28 fvrier Adoption du programme Esprit, programme de recherche et de dveloppement dans le domaine des techniques de l'information. 14 et 17 juin Deuximes lections directes du Parlement europen. 1985 7 janvier Jacques Delors devient prsident de la Commission (1985-1995).

12 juin Signature des actes d'adhsion de l'Espagne et du Portugal aux Communauts europennes. Du 2 au 4 dcembre Conseil europen Luxembourg. Les Dix s'accordent pour rviser le trait de Rome et relancer l'intgration europenne, par la rdaction d'un "Acte unique europen". Il prvoit la cration du march unique avant 1993. 1986 1er janvier Entre de l'Espagne et du Portugal dans les Communauts europennes. Les Communauts comptent douze tats membres. 17 et 28 fvrier Signature Luxembourg et La Haye de l'Acte unique europen. Il entre en vigueur le 1er juillet 1987. 1987 15 juin Dbut du programme Erasmus qui fournit un soutien aux jeunes europens dsireux de poursuivre leurs tudes dans d'autres pays de l'Europe. 1989 15 et 18 juin Troisimes lections directes europennes. 9 novembre Ouverture du mur de Berlin. 9 dcembre Conseil europen de Strasbourg dcidant la convocation d'une Confrence intergouvernementale sur l'approfondissement de la construction politique et montaire europenne. 1990 19 juin Signature de l'accord de Schengen, qui vise abolir les contrles aux frontires entre les pays membres des Communauts europennes. 3 octobre Runification allemande. 14 dcembre Ouverture, Rome, des Confrences intergouvernementales sur l'Union conomique et montaire (UEM) et sur l'Union politique. 1991 9 et 10 dcembre Le Conseil europen Maastricht adopte un trait sur l'Union europenne. Il prvoit une politique trangre et de scurit commune, une coopration plus troite dans les domaines de la justice et des affaires intrieures et la cration d'une Union conomique et montaire, y compris une monnaie unique. La coopration intergouvernementale dans ces domaines ajoute au systme communautaire existant cre l'Union europenne (UE). La CEE est rebaptise "Communaut europenne" (CE).

1992 7 fvrier Signature du trait sur l'Union europenne Maastricht. Il entre en vigueur le 1er novembre 1993. 1993 1er janvier Mise en place du march unique. 1994 9 et 12 juin Quatrimes lections europennes. 24 et 25 juin Conseil europen Corfou: signature des actes d'adhsion l'Union europenne de l'Autriche, de la Finlande, de la Norvge et de la Sude. 1995 1er janvier Entre de l'Autriche, de la Finlande et de la Sude dans l'Union europenne (rfrendum ngatif en Norvge). L'UE compte quinze tats membres. 23 janvier Entre en fonction de la Commission prside par Jacques Santer (1995-1999). 27 et 28 novembre Confrence euro-mditerranenne de Barcelone, engageant un partenariat entre l'UE et les pays du sud de la Mditerrane. 1997 16 et 17 juin Le Conseil europen d'Amsterdam adopte un trait qui donne l'UE de nouvelles comptences. 2 octobre Signature du trait d'Amsterdam. Il entre en vigueur le 1er mai 1999. 1998 30 mars Lancement du processus d'adhsion des nouveaux pays candidats. Ce processus va englober Chypre, Malte et dix tats d'Europe centrale et orientale. 3 mai Le Conseil europen de Bruxelles dcide que onze tats membres (la Belgique, l'Allemagne, l'Espagne, la France, l'Irlande, l'Italie, le Luxembourg, les Pays-Bas, l'Autriche, le Portugal et la Finlande) remplissent les conditions ncessaires pour l'adoption de la monnaie unique au 1er janvier 1999. La Grce suivra. 31 dcembre Adoption de taux de conversion fixes et irrvocables entre chacune des devises participantes l'euro.

1999 1er janvier Dbut de la troisime phase de l'UEM: les onze monnaies des tats participants disparaissent au profit de l'euro. La monnaie commune est introduite sur les marchs financiers. La Banque centrale europenne (BCE) est dsormais responsable de la politique montaire qui est dfinie et excute en euros. 24 et 25 mars Le Conseil europen de Berlin adopte les perspectives financires pour 2000-2006 dans le cadre de l'Agenda 2000. 3 et 4 juin Sommet europen de Cologne. La dcision est prise de confier la rdaction d'une Charte des droits fondamentaux une convention compose de reprsentants des chefs d'tat ou de gouvernement, du prsident de la Commission. Nomination d'un "haut reprsentant pour la politique trangre et de scurit commune" (PESC), Javier Solana. 10 et 13 juin Cinquimes lections europennes. 15 septembre Entre en fonction de la Commission prside par Romano Prodi (1999-2004). 15 et 16 octobre Conseil europen de Tampere consacr la ralisation d'un espace europen de libert, de scurit et de justice. 10 et 11 dcembre Conseil europen de Helsinki consacr principalement l'largissement. La Turquie est reconnue comme candidate l'UE; la dcision est prise de confirmer le processus de ngociations avec les douze autres pays candidats. 2000 23 et 24 mars Le Conseil europen de Lisbonne dfinit une nouvelle stratgie de l'Union visant renforcer l'emploi, la rforme conomique et la cohsion sociale dans une conomie fonde sur la connaissance. 7 et 8 dcembre Nice, le Conseil europen adopte le texte d'un nouveau trait qui rforme le systme dcisionnel de l'UE dans la perspective de l'largissement. Les prsidents du Parlement europen, du Conseil europen et de la Commission proclament solennellement la Charte des droits fondamentaux de l'Union europenne. 2001 26 fvrier Signature du trait de Nice. Il entre en vigueur le 1er fvrier 2003. 14 et 15 dcembre Conseil europen de Laeken. Adoption d'une dclaration sur l'avenir de l'Union ouvrant la voie la future grande rforme de l'Union et convocation d'une Convention, prside par Valry Giscard d'Estaing, afin de prparer une Constitution europenne. 2002 1er janvier Mise en circulation des pices et des billets en euros.

31 mai Les quinze tats membres ratifient simultanment le protocole de Kyoto (l'accord international sur la rduction de la pollution atmosphrique). 21 et 22 juin Conseil europen de Sville. Accord pour une politique europenne d'immigration et d'asile. 13 dcembre Conseil europen de Copenhague. Accord sur l'adhsion de dix pays candidats (la Rpublique tchque, l'Estonie, Chypre, la Lettonie, la Lituanie, la Hongrie, Malte, la Pologne, la Slovnie et la Slovaquie) au 1er mai 2004. L'adhsion de la Bulgarie et de la Roumanie est prvue l'chance 2007. Dcision est prise que, en dcembre 2004, si le Conseil europen, sur la base d'un rapport et d'une recommandation de la Commission, dcide que la Turquie rpond aux "critres de Copenhague", des ngociations pourront tre ouvertes. 2003 16 avril Signature Athnes des traits d'adhsion de la Rpublique tchque, de l'Estonie, de Chypre, de la Lettonie, de la Lituanie, de la Hongrie, de Malte, de la Pologne, de la Slovnie et de la Slovaquie. 10 juillet Conclusion des travaux de la Convention sur l'avenir de l'Europe; adoption d'un projet de trait constitutionnel. 4 octobre Ouverture de la Confrence intergouvernementale charge de rdiger le trait constitutionnel. 2004 1er mai Adhsion l'UE de la Rpublique tchque, de l'Estonie, de Chypre, de la Lettonie, de la Lituanie, de la Hongrie, de Malte, de la Pologne, de la Slovnie et de la Slovaquie. 10 et 13 juin Siximes lections europennes 2007 chance prvue par le Conseil europen de Copenhague en 2002 pour l'adhsion de la Bulgarie, la Roumanie, la Croatie et la Turquie l'Union europenne.

Le drapeau europen est le symbole non seulement de lUnion europenne, mais aussi de lunit et de lidentit de lEurope dans un sens plus large. Le cercle d'toiles dores reprsente la solidarit et lharmonie entre les peuples dEurope. Le nombre d'toiles nest pas li au nombre dtats membres. Il y a douze toiles, car ce chiffre est traditionnellement un symbole de perfection, de plnitude et dunit. Ainsi, le drapeau reste le mme, indpendamment des largissements de l'Union europenne.

L'histoire du drapeau
L'histoire du drapeau remonte l'anne 1955. cette poque, l'Union europenne n'existait que sous la forme de la Communaut europenne du charbon et de l'acier et n'tait constitue que de six tats membres. Cependant, un autre organisme rassemblant un plus grand nombre de membres, le Conseil de l'Europe, avait t cr plusieurs annes auparavant; celui-ci veillait dfendre les droits de l'Homme et promouvoir la culture europenne. Le Conseil de l'Europe cherchait un symbole pour le reprsenter. Aprs maintes discussions, il a adopt le motif actuel : un cercle de douze toiles dores sur fond bleu. Dans diffrentes traditions, douze est un chiffre symbolique reprsentant la compltude. Il correspond aussi bien entendu au nombre de mois de l'anne et au nombre d'heures sur le cadran d'une montre. Quant au cercle, il est entre autres un symbole d'unit. Le Conseil de l'Europe a ensuite invit les autres institutions europennes adopter le mme drapeau, et en 1983, le Parlement europen a opt pour cet emblme. Finalement, en 1985, le drapeau a t adopt par tous les chefs d'tat et de gouvernement de l'UE comme l'emblme officiel de l'Union, qui cette poque s'appelait les Communauts europennes. Depuis le dbut de l'anne 1986, le drapeau sert de symbole toutes les institutions europennes. Le drapeau europen est l'unique emblme de la Commission europenne, l'excutif de l'UE. D'autres institutions et organes de l'UE ont, en plus du drapeau europen, un emblme qui leur est propre.
