APPEL A CANDIDATURE POUR RECRUTEMENT D'UNE

AGENCE /REGIE DE COMMUNICATION POUR LE SIARC

Dans le cadre de l'organisation de son évènement biannuel d'envergure dénommé

Salon International de l'Artisanat du Cameroun « SIARC >>, le Ministère des Petites et
Moyennes Entreprises de l'Economie Sociale et de l'Artisanat (MINPMEESA) lance le
présent appel à candidatures en vue de la sélection d'une Agence/ Régie de
communication spécialisée dans l'évènementiel.

Placé en général sous le Très Haut Patronage du Président de la République, cet

évènement dont la 8è*'Edition se tiendra en2024 à Yaoundé au Cameroun, regroupera
environ 1000 artisans du Cameroun et d'ailleurs qui présenteront, pendant une semaine,
leur savoir-faire. En plus de l'exposition-vente des produits artisanaux, le Salon sera
enrichi de plusieurs activités intellectuelles, de benchmarking, d'interaction, de
réseautage, et d'animations diverses. Il drainera un grand nombre de visiteurs/acheteurs
dont l'affluence est tributaire de la communication efficace et efficiente construite
autour de l'évènement.

Les Agences/Régies candidates doivent soumettre un projet événementiel

original susceptible de valoriser le Salon International de l'Artisanat du Cameroun, de
drainer des sponsors et des mécènes, et de renforcer sa visibilité. En outre le projet dewa
promouvoir l'image et les activités autour du SIARC, et assurer sa grande fréquentation
par les visiteurs et acheteurs. A cet effet, l'Agence/Régie travaillera à la fois de manière
autonome, et en étroite coordination avec le Ministère des Petites et Moyennes
Entreprises de l'Economie Sociale et de l'Artisanat.

PREREQUIS POUR POSTULER

Les Agences/ Régies de Communication candidates au présent appel devront

nécessairement avoir les prérequis suivants :

-Expérience dans le domaine du présent appel à candidature ;

-Existence d'un statut juridique (au moins deux années d'existence légale à la date du
dépôt du dossier) ;

 -Dossier fiscaux à jour;
-Non existence d'un contentieux entre l'Agence/Régie et l'administration
camerounaise/le fisc ;

- Localisation de l'AgencelRégie dans l'une des villes du Cameroun (la localisation à

Douala ou Yaoundé est un avantage) ;

- Maîtrise des langues officielles : anglais et français ;

- Capacité de pré'préfinancement (20% du montant final) et de gestion rigoureuse des

fonds alloués le cas échéant;

- Capacité à intéresser et à conquérir des mécènes et des sponsors pour l'évènement ;

-Engagement à verser directement sur le compte du Ministère des PMEESA les

bénéfices générés par les mécènes et les sponsors bien que 5% desdits fonds soient
reversés à l'Agence /Régie ;

- Expérience professionnelle avérée et prouvée en événementiel, en management des

média et réseaux sociaux, en marketing ;

- Volonté de soumission à un auditeur externe pour la vérification des dépenses ((avec

un audit final dont le coût doit être intégré au budget prévisionnel du projet).

CALENDRIER

. L2 avril 2023: Lancement de I'appel à candidatures

. 04 mai 2023 : Date limite de soumission des dossiers de candidatures physiques
contre décharge au service du courrier du MINPMEESA, porte 16T10, Immeuble
Ministériel No 1. Yaoundé.
. 18 mai 2023: Annonce de la Short List après évaluation des dossiers de candidatures
et précision du cahier de charge

.26 mai2023: Annonce résultat définitif et contractualisation.

§! : Les autres candidats retenus dans la Short List pourraient être sollicités pour
accompagner de façon pérenne le MINPMEESA dans l'organisation de ses autres
évènements majeurs annuels, ier de charge sera précisé en opportun.

CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A

COMMUNICATION/ADVERTISING AGENCY FOR SIARC

Within the framework of the organisation of its biannual event called the Intemational
Handicraft Exhibition of Cameroon "SIARC", the Ministry of Small and Medium-sized
Enterprises, Social Economy and Handicraft (MINPMEESA) is launching this call for
applications with a view to select an events-oriented Communication/Advertising Agency.

Generally placed under the Very High Patronage of the President of the Republic, this
event whose 8th Edition will be held in 2024 in Yaoundé, Cameroon, will bring together
about 1000 craftspeople from Cameroon and elsewhere who will showcase, during one
week, their know-how. In addition to the exhibition and sale of handicraftproducts, the show
will be enriched with several intellectual activities, benchmarking, interaction, networking,
and various animations. It will attract a large number of visitors/buyers whose attendance is
dependent on the effective and efficient communication built around the event.

Candidate Agencies must submit an original event project likely to enhance the value
of the International Handicraft Exhibition of Cameroon, to attract sponsors and donors, and
to strengthen its visibility. In addition, the project should promote the image and activities
around SIARC, and ensure its large attendance by visitors and buyers. To this end, the
Agency will work both autonomously and in close coordination with the Ministry of Small
and Medium-sized Enterprises, Social Economy and Handicrafts.

PREREQUISITES TO APPLY

Communication/Advertising Agencies applying for this call must have the following
prerequisites

- Experience in the field of the present call for applications is required;

- Existence of a legal status (at least two years of legal existence at the date of submission
of the application);

- Up-to-date tax file;

- No litigation between the Agency and the Cameroonian administration/tax authorities;

- Location of the Agency in one of the cities of Cameroon (location in Douala or Yaounde
is an advantage);

- Proficiency in the official languages: English and French;

- Ability to pre-finance (20o of the final amount) and rigorously manage the funds allocated
if necessary;
- Ability to attract and win sponsors for the event;

- Commitment to pay directly into the account of the Ministry of SMESEH, the profits
generated by the sponsors although 50Â of the said funds will be paid back to the Agency;

- Proven professional experience in event management, media and social media

management, marketing;

- Willingness to submit to an external auditor for expense verification (with a final audit to
be included in the project budget).

TIMETABLE

- 13 April 2023: Launch of the call for applications

- 04 May 2023: Deadline for submission of physical application files against receipt at the
MINPMEESA mail service, door 16T10, Ministerial Building No.1, Yaoundé.
- 18 May 2023 Release of the Shortlist after evaluation of the application files and details
of the Specifications
- 26May 2023: Release of the final result and signing of the contract.

NB: The other shortlisted candidates may be solicited to support MINPMEESA in the
organisation of its other major annual events, for which the Specifications shall be detailed
in due course.
