• Valorisation relative des devises les unes par rapport aux autres : il doit y avoir au
moins un perdant.
• Le marché des devises est le lieu de confrontation de flux financiers très importants.
L’équilibre apparent est du à l’opposition de forces puissantes (4.000 mds USD par
jour).
• Pas de dévaluation mais recherche de la non appréciation. C’est une guerre pour
importer de la croissance et exporter du chômage. C’est pour l’heure une guerre
budgétaire et monétaire sans effet significatif sur les devises.
• « La vérité doit s’imposer sans violence ». Il n’y a pas de vérité quant à la valorisation
des devises.
• Le partage de la croissance est plus simple lorsque celle-ci est forte. En sortie de
crise quand les outils budgétaires et monétaires ont été utilisés, le taux change
apparaît comme la dernière variable d’ajustement.
• Actuellement : rendements financiers faibles dans le G7 mais élevés dans les pays
émergents. L’afflux de capitaux vers ces pays devrait pousser les devises de ces
pays à la hausse.
• Travail du G20 pour coordonner les devises les plus importantes, de l’OCDE sur les
flux de capitaux.
• les entreprises évoluent dans des marchés financiers matures qui permettent de
couvrir de nombreux risques: leur exposition est moindre.

The Seoul Action Plan composed of comprehensive, cooperative and
country-specific policy actions to move closer to our shared objective.
The Plan includes our commitment to enhance the Mutual Assessment
Process to promote external sustainability. […] To support our efforts
toward meeting these commitments, we call on our Framework Working
Group, with technical support from the IMF and other international
organizations, to develop these indicative guidelines, with progress to
be discussed by our Finance Ministers and Central Bank Governors in the
first half of 2011. The first assessment, to be based on the above-
mentioned indicative guidelines, will be initiated and undertaken in due

We agreed on a set of indicators that will allow us to focus, through an
integrated two-step process, on those persistently large imbalances which
require policy actions. To complete the work required for the first step, our
aim is to agree, by our next meeting in April, on indicative guidelines
against which each of these indicators will be assessed, recognizing the need
to take into account national or regional circumstances, including large
commodity producers. While not targets, these indicative guidelines will
be used to assess the following indicators: (i) public debt and fiscal
deficits; and private savings rate and private debt (ii) and the
external imbalance composed of the trade balance and net
investment income flows and transfers, taking due consideration of
exchange rate, fiscal, monetary and other policies.(Communiqué,

the functioning of the international monetary system (IMS). We
look forward to discussing at our next meeting in April (2011) a report
from the IMF on the strengthening of the IMS and reports by the World
Bank and the RDBs building on experiences, on actions to strengthen
local capital markets and domestic currency borrowing in emerging
and developing economies. In addition, we will benefit from the work
of OECD on capital flows, and from the contributions of other relevant
