La CE1 (CommissionElectrotechniqueInternationale)estuneorganisationmondialedenormalisation
composee de l'ensemble des comites Blectrotechniques nationaux (Comitbs nationaux de la CEI). La CE1 a
pour objet de favoriser la cooperation internationale pour toutes les questions de normalisation dans les
domaines de I'electricite et de I'electronique. A cet effet, la CEI, entre autres activitbs, publie des Normes
internationales. Leur elaboration est confi6e B des comitbs d'btudes. aux travaux desquels tout Comit6
national intBress6 par le sujet trait6 peut participer. Les organisations internationales, gouvernementales et

Full information on the voting for the approval of this standard can be found in the report

IEC 143 consists of the following parts, under the general title: Power capacitors:
- 143: 1992,Series capacitors for power systems (when revised, this standard will become
IEC 143-1);
- 143-2: 1994, Series capacitors for power systems - Part 2: Protective equipment for series
capacitor banks.
Section 1 : Généralités
La presente partie de la CE1 143 concerne les materiels de protection pour les batteries
de condensateurs serie, de puissance superieure a 10 Mvar par phase. Le materiel de pro-
tection est defini comme &ant l’appareillage du circuit principal et du materiel auxiliaire,
qui font partie de l’installation des condensateurs serie, mais qui sont A I’exterieur de la
partie constituee par les condensateurs eux-memes. Les recommandations concernant les
condensateurs eux-mêmes sont donnees dans la CE1 143. Le materiel de protection est
indique aux articles 1.3 et 7.6 de la CE1 143.
Le materiel de protection, vise par la presente norme, comprend les materiels indiques
ci-dessous:

Section 1: General
This part of IEC 143 covers protective equipment for series capacitor banks, with a size
larger than 10 Mvar per phase. Protective equipment is defined as the main circuit appa-
ratus and ancillary equipment, which are part of a series capacitor installation, but which
are external to the capacitor part itself. The recommendations for the capacitor pari are
givenin IEC 143. Theprotectiveequipment is mentionedinclauses 1.3 and 7.6 of
IEC 143.

1.3 Definitions
For the purpose of this part of IEC 143, the following definitions apply:
1.3.2 bank protection: General term for all protective equipment for a capacitor bank,
or part thereof.
1.3.4 by--pass device: Device such as a switch or a circuit-breaker used in parallel with
a series capacitor and its overvoltage protector to shunt line current for a specified time,
or continuously. Besides by-passing the capacitor, this device may also have the capabil-
ity Of inserting the capacitor into a circuit and carrying a specified current.
1.3.6 by-passfaultcurrent:Currentflowingthroughtheby-passedseriescapacitor
bank caused by a fault on the line.
1.3.8 by-pass interlocking device: Device that requires all three poles of the by-pass
device to be in the same open or closed position.
1.3.1 O capacitor platform: Structure that supports the capacitodrack assemblies and all
associated equipment and protective devices, and is supported on insulators compatible
with phase-to-earth insulation requirements.
1.3.12 continuous operating voltage (COV MCOV) (U,)(of a varistor): The (Maximum)
Continuous Operating Voltage, COV, is the designated permissible r.m.s. value of power

1.3.1 6 external fault: Line fault occurring outside the protected line section containing
the series capacitor bank.
1.3.17 fault within the capacltor bank: Fault appearing within the capacitor bank (for
example changes of the capacitance within a segment, platform fault, etc.). Such faults
should be handled by the protection of the series capacitor bank and cleared without the
interruption of the transmission line.
1.3.19 insertion: Opening of the by-pass device to place the series capacitor in service
with or without load current flowing.
1.3.20 insertion current: Steady-state root-mean-square current that flows through the
series capacitor after the by-pass device has opened.
1.3.22 internal fault: Line fault occurring within the protected line section containing the
series capacitor bank.
1.3.23 insulation level: Combination of test voltage values (both power-frequency and
impulse) whichcharacterizestheinsulation of thecapacitorbankwithregardto its
capabilityofwithstandingtheelectricstressesbetweenplatformandearth,between
phases, between terminals of all equipment and between platform-mounted equipment and
the platform.

power-frequencycurrentusedtodeterminethereferencevoltage of thevaristor. It is
chosen in thetransition areabetweentheleakagecurrentandtheconductioncurrent
region, typically in the range 1 mA to 20 rnA for a single varistor column (see figure 3 in
section 3).
1.3.44 reference voltage (of a Varistor): The peak value of power-frequency Voltage
divided by -measured at the reference current of the varistor.
NOTE - Measurement of the referencevoltageisnecessary for theselection ofcorrecttestsamples in
the type testing.
1.3.47 reinsertion voltage: The transient voltage appearing across the series capacitor
during reinsertion.
1.3.48 residual voltage (of a capacitor): The voltage remaining between terminals of a
capacitor at a given time following disconnectionof the supply.
1.3.49 residual voltage (of a varistor): The peak value of voltage that appears between
the terminals of a varistor during passageof current.
1.3.52 series disconnector: Devices to disconnect the by-passed series capacitor from
the line, for example for maintenance.

1.3.54 sustained by-pass current protection: A means to detect prolonged current flow
through the overvoltage protector and to initiate closingof the by-pass device.
1.3.57 thermal section (of a varistor): A section assembled in a suitable housing with
the same heat transfer capability as the actual varistor.
1.3.59 thermal stability (of a varistor): Varistor condition after a temperature rise, due
to an energy discharge and/or temporary overvoltage, when the varistor is energized at its
COV underspecifiedambientconditionsandthetemperature of thevaristorelements
decreases withtime.
1.3.60 trigger circuit: A device to ignite the main gap at a specified voltage level or by
external command.
1.3.62 varistor element: A dense ceramic cylindrical body, with metallized parallel end
surfaces, constituting the smallest activecomponent used in larger varistor assemblies.
1.3.63 varistor column: A column comprising "n" varistor elements connected in series.
1.3.65 varistor group: Single-phase group of varistor units connected in parallel and/or
in series, carefully matched together, to form an overvoltage-limiting device for a series
capacitor.

2.1 Overvoltageprotector
a} Purpose
The overvoltage protector is a quick-acting device which limits the instantaneous voltage
across the series capacitor to a permissible value when that value would otherwise be
exceeded as a resultof a power-system fault or other abnormal network condition.
b) Classification
- single-protectivesparkgap;
- two different set single-protective spark gaps forming a dual-gap system;
- non4inearresistor;
- non-linear resistor with by-pass gap.

Pour des raisons pratiques, on pourrait realiser separement certains essais sur I’Bclateur
principal etsur le circuit de declenchement. Cependant un essai de type sur 1’6clateur dans sa I
totalite est kgalement necessaire. L’essai doit permettre de vdrifier que 1’6clateur complet,
comprenant I’eclateur principal et I’bclateur de declenchement fonctionne correctement.
2.1.1.3.1.1 Essaisdetype
2.1 .I .1 Purpose
The main purpose of the protective spark gap is to act as overvoltage protector for the
capacitor (type K, type L). In certain applications, the purpose of the spark gap is to act as
back-upprotectionforthecapacitor(type K) orprotectionforthenon-linearresistor
(type M). Reference is made to subclause 7.6.2 of IEC 143.
2.1 .I .2 Classification
Theprotectivesparkgapscanbeclassified as follows,withregardtotheworking
principle:
With regard to triggering principles, ¡.e. how spark over of the main gap is initiated, the
following two principles can be distinguished:
- self triggering;
- forcedtriggering

.1.3 Tests
For practical reasons, certain tests could be performedon the main gap and trigger circuit
separately. However, a type test on the total gap assembly is also necessary. The test
shall verify that the complete gap, comprising main gap and trigger gap operates correctly.

capacitor in service is expected to be subjected to frequent discharges, the number of
discharges may, by agreement, be increased to 20 (see IEC 143, clause 2.13, note 2);

magnitude(s) and duration(s) corresponding to external line faults andlor internal line
faults. The withstand voltage versus time for the gapshall be recordedat specified time
intervals;

taking into account the trigger circuit, to allow the capacitor to be reinserted after a
successful line auto reclosure.
The gap shall be able to reinsert the capacitor at 150 % of rated current within four cycles.

2.1.2.3 Tests
Unless othewise stated all type tests shall be performed on three sections of new varistor
elementswhichhavenot beensubjected to any previoustestsexceptforevaluation
purposes.
The scale factors in voltage, current and energy usedto determine representative stresses
to be applied on the test samples are further describedin section 3.
The aim of the residual voltage type test is to establish the ratio between residual voltages
at given impulse currents for the voltage level checked in the routine test. See section3.
The power-frequency residual voltage test shall be performed on sections with a reference
voltage ofat least 3 kv. The sections shall consist of onesingle varistor column.The
varistor elements may not be encapsulated in any form and shall be exposed to open air
at an ambient temperature of (23rt 5 ) "C.
The residual voltage for the varistor group is determined according to 2.1 -2.3.1.2 for the
section with the highest residual voltage.
The test shall be performed onsections with a reference voltageof at least 3 kv. The sections
shall consist of one single column of varistor elements, which need not be encapsulated in
any form and shall be exposedto open air at an ambient temperature of (23 f 5 ) "C.
The sections are subjected to a voltage and current impulse with a virtual front time of the
voltagewave of 1 ms f 10 %. The timetohalf-valueis not criticaland may haveany
value.Thecurrentamplitudeischosen to approximately 0 , 5 , 1 ,O and 1,5 timeçthe
maximum prospective currentof the varistor group divided by the current scale factornc.

The purpose of this test is to verify that the varistor can withstand the current and energy
duties for which it is designed, keeping any possible changes of the characteristic within
tolerable limits.
The test shall be performed on sections with a reference voltage of at least 3 kv. The
sections shall consist of.one single column of varistor elements which are not encapsulated in
any form and shall be exposed to open air at an ambient temperature of (23 f 5) "C.
A power-frequency voltage shall be applied to the section giving an energy injection equal
to maximum prescribed varistor energy taking into account the energy scale factor, nw.
The voltage shall be applied for a time duration not longer than the shortest operating time
giving maximum energy for the varistor group.
The test shall be repeated 20 times with a time interval between operations sufficiently
long to permit the section to cool to ambient temperature.
Prior to the repeated energy withstand test the following measurements shall be made:
- referencevoltagemeasurement;
- residual voltage measurement with current amplitude 500 A and waveshape 8/20 PS.

This test is considered equivalent if the energy absorption is the same as if the duration of the rectangular
current wave i s notlonger than the time during which apower-frequency current issupposed to flow
through the varistor.
The test shall be performed on sections with a reference voltage of at least 3 kv. The
sections shall consist of varistor elements encapsulated in such a way that the section
represents a true thermalmodel of the varistor group.
If the varistor group contains units with several parallel columns of varistor elements the
prorated sections shall have the same number of parallel columns.

The energy withstand and power-frequency voltage stability test starts with a preheatingof
the test sections to (60k 3) "C in an oven.
Within 5 min after removing the test section from the heat source a power-frequency volt-
age shallbeapplied to the sectiongivinganenergyinjectionequaltomaximum
prescribed varistor energy taking into account the energy scale factor, nw.

The voltage shall be applied during a period not longer than the shortest operating time
giving maximum energy for the varistor group.
As soon as possible and in less than 5 S after the energy injection a power-frequency volt-
age equal to continuous operating voltage of the varistor group taking into account the
voltagescalefactor, nv, shall be applied and maintained for 30 min. During the 30 min
thermalstabilityshallbedemonstrated ¡.e. resistivecomponent of theleakagecurrent
and/orthetemperature of the varistorelementsand/orthepowerlossesshallbe
measured and show a steady decrease.
If a temporary overvoltage sequence is specified for the varistor group after an energy
absorption, the same or equivalent sequence shall be applied to the test sections taking
the voltage scale factor into account.
If the temporary overvoltage is very high, the temperature may increase during this period.
However, when the voltage is reduced to continuous operating voltage or a level which
can be maintained during hours thermal stability shall be proved. For example after a fault
sequencethe capacitor voltage can be 35 % higher than continuous operating voltage
for 30 min followed by an overload of 17 O h for an additional 24 h. The varistor shall then
bethermallystableaftermaximumenergyand 35 Yo overloadduring 30 min. ¡.e. the
varistor shall be able to cool down when subjected to the 24 h overload voltage.
NOTES
1 Thepower-frequencyvoltagegivingtheenergyinjection may bereplaced by a distributedconstant
generator if the same requirements as discussed in note 2 of 2.1.2.3.1.4 are valid.
2 The COV should, if necessary, be adjusted according to the result of the accelerated ageing procedure

In order to prove that the section is a true thermal model of the varistor group, the cooling
curve of thesectionshallbecomparedtothecoolingcurve of thelongestunitinthe
varistor. The two cooling curves shall be determined from approximately 150 "C down to
the ambient temperature. The heating of the section and of the varistor unit shall be made
by theapplication of apower-frequencyvoltage.Theheatingperiodshallbeapproxi-
mately the same for both thesection and the unit.
If it is chosen to check the temperature of one single varistor element, an element located
between 1/2 to 1/3of the unit length from the top shall be chosen.

performances satisfaisantes pendant sa duree de vie.
2.1.2.3.1.7 Pressure-relieftest
In IEC 99-1 pressure-relief test procedures valid for conventional arresters are prescribed.
The intention of these tests is to show that an internal short-circuit of the arrester will not
causeexplosiveshattering of thehousingwhich might causeaccidentaldamage to
surrounding or personnel equipment.
In the absence of an alternative procedure, pressure-relief tests with both high and low
current shall be performed as per IEC standards.
For varistor units of the same type differing from each other only in insulator length, a
successful test on the longest unit is regardedas valid also for all the shorterones.

This is a sample test performed on individual varistor elements taken at random from each
manufacturingbatch.Samplesshall be energizedatan a.c. voltageatan elevated
temperature of 120 "C during some weeks. The number of samples shall be agreed upon
betweenpurchaserandmanufacturer. The imposedvoltageshallatleastbeequal to
1,05 times the COV of the varistor element. The power losses of the varistor elements at
theend of thetestingperiod are not allowedto exceedaprescribedvalue.Thistest

2.2 Disjoncteurshunt
Le
but
d’un
disjoncteur shunt est de court-circuiter et d’inserer
deliberement le
condensateur serie. L’insertion d’un condensateur est realisee en ouvrant le disjoncteur
shunt. En casdedefautset de perturbations on peutaussiutiliser un shuntage
automatique. On doit faire tres attention au courant d’appel A haute frequence quand le
condensateur est court-circuite. Dans certains cas, le disjoncteur est relie en serie avec
un eclateurdeprotection, et utiliseuniquementpourl’insertion(type K avec deux
Bclateurs). Voir CE1 143, paragraphe 7.6.2.
2.2.2 Classification
The protective level for the varistor group at actual current waveshape and amplitude is
then determined by the type test and the ratio between the residual voltage at routine test
current and the residual voltage of the type test sections at the same current wave.
2.1.2.3.2.3 Leakagetest
Completely assembled units with sealed housings shall be subjected to a suitable leakage
test.
2.1.2.3.2.4 Referencevoltagetest
The reference voltage shall be measured on each varistor unit. The measured values shall
be within a range specified by the manufacturer.
2.1.2.3.2.5 Leakagecurrenttest
A power-frequency voltage equal to the COV for each varistor unit shallbe applied and the
leakage current checked to be within guaranteed data. (At this voltage level the leakage
current is almost purely capacitive.)
2.1.2.3.2.6 Partialdischargetest
2.1.2.3.2.7 Current-sharingtest
A maximumaccepteddeviationincurrentsharingbetweenparallelcolumns of varistor
elements within a complete varistor has to be specified by the manufacturer. Further, the
manufacturershallpresent the routine test procedure to demonstratethat the current
sharing will be within giventolerances.
2.2.1 Purpose
The purpose of the by-pass circuit-breaker is to deliberately by-pass and insert the series
capacitor. Capacitor insertion is accomplished by opening of the by-pass circuit-breaker. It
may also be used for automatic by-passing in case of faults and disturbances. Due regard
shall be taken to the high-frequency inrush current when the capacitor is by-passed. In
some cases the by-pass circuit-breaker is connected in series with a protective spark gap,
and used for insertion only (type K with two gaps). See IEC 143,subclause 7.6.2.
2.2.2 Classification
By-pass circuit-breakers can be classified in differentways.

2.2.3 Tests
The following tests shall be performed. Coordination shall be made with IEC 56 and IEC 694.
The test conditions as stated in table VIII, IX and X are to be adjusted according to the
differentratedvoltagesacrossthebreakingelementsandfrombreakingelementsto
earth.
- tests may be performed on one pole of the by-pass circuit-breaker in both closed
and open positions;
- theappliedvoltagesaretobeadjustedaccordingtothedifferentratedvoltages
across the breaking elements and from breaking elementsto earth.
Temperature-rise tests

and to provide a sufficient damping of capacitor discharge oscillations upon operation of

The damping equipment consists of a damping reactor and a damping resistor in parallel
with the reactor. The damping resistor may be connected continuously into the circuit or
may be connected only during the operation of the by-pass device. In some applications
the damping resistor is not used. See section 3.

Inductance measurement
The inductance shall be measured at rated frequency. Instead of 50 Hz, the measurement
with 60 Hz is acceptable (and vice versa).
Resistance measurement
Because the losses of an air core reactor are very low, the losses cannot be measured
accurately. The losses can be calculated using the a.c. resistanceandnominalcurrent
(see section 3).
It is recommended, that the impulse voltage test is performed as a routine test. It should
be repeated three times.
Theimpulsevoltagetestvalueshallbechosentakingtheprotectivevoltagelevelinto
account. See IEC 143, subclause 7.7.1.
Because of the low inductance value of the damping reactor the waveshape of the impulse
may be shorter than 1,2/50 ps and the wave may be distorted. This should be accepted.
2.4.3.2 Current-limitingdampingresistor
2.4.3.2.1 Type tests
The resistor shall be tested to verify that the energy withstand, the high-frequency current
withstand and the power-frequency fault current withstand is according to the specification.
The energy absorption capability shall be tested by discharging a capacitor bank through
theresistor.Thetestshallberepeated 10 times.The energy shallbeagreedupon
between the manufacturer and purchaser (see section 3). The future extension of the bank
should be taken into account.

A low-voltage d.c. measurement is sufficient, if the ratio between this d.c. measurement

The auxiliary spark gap, if any, shall be subjected to a spark over voltage test.
2.4.3.3Current-limitingdampingcircuit(typetest)
The current-limiting action of the total damping circuit may be demonstrated either by a
low-voltage discharge or by measurement of components and calculation.
2.5.1 But

2.5 Dischargereactor
2.5.1 Purpose
The discharge reactor, may be required for spark-gap protected series capacitors.
2.5.2 Classification
The discharge reactor is normally designed as an oil-insulated reactor with an iron core,
that shall not saturate during normal operating conditions of the series capacitor. When
exposed to a d.c. voltage, the iron core saturates, and rapidly discharges the capacitor.
2.5.3 Tests
The following tests shall be carriedout. Coordination shall be made withIEC 289.
The purpose of the test is to verify, that the total discharge time from 100Yo to 10 o/o of the
capacitor voltage (100 Yo corresponds to the protective level), is within the guaranteed
value. As a guidance, the total discharge time, is usually specified to be less than the
dead time of automatic line circuit-breaker reclosure ¡.e. 400 ms to 800 ms.
The test shall preferably be carried out by charging a capacitor with a d.c. voltage, and
then discharging the capacitor through the discharge reactor. The charged voltage of the
capacitor segment shall correspondto the protective level.
2.5.3.1.2Dischargecurrenttest
The purpose of the test is to verify, that the reactor can electrically and mechanically,
withstand the dynamic currentat a capacitor discharge.
The test shall preferably be carried out by charging a capacitor with a d.c. voltage, and
thendischargingthecapacitorthroughthedischargereactor.Theamplitude of the
discharge current shall be 110 O h of the actual discharge current of the installation, when
the capacitor is charged to at least the protective level. The test shall be repeated 1O times.
No damage to the winding and the terminalsof the reactor shall occur.

The test shall preferably be carried out by charging a capacitor with d.c.-voltage, and then
discharging the capacitor through the discharge reactor. Each shot shall have an energy

discharges. The test shall be repeated five times with a cooling period in between tests
consistent with actual operating practice.
No excessive temperature rise nor any damage to the discharge reactor shall occur

2.8 Signalcolumn
2.8.1 Purpose
The purpose of the signal transmission system is to feed information and/or commands
from the platform level down to the control cabinet inside the control building. Also the
commands from the control cabinet up to the platform level (for instance forced triggering
command) are sent through the signal transmission system.
Thesignal
transmission system consists of three main
sub-components:platform
electronics, fibre optic signal column and fibre optic cable on ground level. The platform

Subharmonic protection
The protection may be capable of working for example within the frequency range 5 Hz
to 25 Hz at 3 % to 20 % of the rated capacitor current. The protection may after by-pass
give a delayed reinsertion of the bank. Only two phases need to be provided with this
protection.
Should the by-pass circuit-breaker fail to close, and the fault still exists, a closing order is
sent to the by-pass disconnectoror an opening command issent to the line circuit-breaker.

There are two main types of spark gaps in use: spark gap with repetitive arc (type L} and
spark gap with sustained arc (type K). The spark gaps can be self-triggered or forced-
triggered.
The spark gap with repetitive arc flashes over when the voltage across it reaches the
spark over setting of the gap. The capacitor segment is discharged through the spark gap
and the discharge current is limited and damped by the damping circuit. When the line

3.4.1 GBn&alit&
Le but d’une varistance est de limiter la surtension temporaire aux bornes du condensateur
en Bcoulant la surintensite du reseau, habituellement provoquee par des defauts du reseau,
ce qui, dans le cas contraire, provoquerait une tension excessive aux bornes du condensa-
teur. Cette condition se produit A chaque demi-p6riode pendant la duree des surintensitbs.

In the varistor scheme it is not possible to use the spark gap with repetitive arc because
the overheating of the varistor requires by-passing. The bank can be reinserted only after
thevaristorhascooleddownsufficiently or temperaturedifferenceswithinthevaristor
have vanished.
The spark gap with sustained arc flashes over when the voltage across it reaches the
spark over setting of the gap. The arc continues to burn until it is extinguished either by
closing the by-pass circuit-breaker or by opening the line circuit-breakers. The capacitor
segment is discharged through the damping circuit and gap only once or twice. Therefore
the stress on the capacitor units and damping circuit is much lower than in the case of the
spark gap with repetitive arc.
The spark gap used for the conventional series capacitor is the self-triggered type spark
gap. It sparks over when the voltage across its terminals reaches the spark over setting.
The self-triggered spark gap shall have an accurate spark over voltage tolerance in the
order of 3 oo/ to 6 %.
In the varistor scheme, the self-triggering voltage of the spark gap is adjusted to be higher
than the limiting voltage Yim. The sparkgap is triggered by a forced triggering control
circuit in case the thermalcapability of the metal oxidevaristor is exceeded.
3.4.1 General
The purpose of the varistor is to limit the temporary overvoltage across the capacitor by
conducting the excess transmission line current, usually due to power-system faults, that
would otherwise cause excessive capacitor voltage. This condition occurs on each half-
cycle during the duration of the overcurrent condition. See figure 4. The maximum voltage
that results across the series capacitor is dependent upon the non-linear voltage-current
characteristics of thevaristor andthe magnitude of theexcess-current.Becausethe
varistor voltage increases with current, the maximum protective level is usually defined at
the maximum expected varistor current during a power-system fault. See figure 3 further.

A commonly used philosophy to reduce the energy requirements and hence the cost of a
varistor is to allow fast by-passing of the varistor by means of the triggered gap for faults
on the compensated line section (internal faults). However, the varistor shall be designed
to withstandtheenergyfromspecifiedfaultdutycyclesoutsidethecompensatedline
section (external faults) without fast by-passing. See table l .

U, is used in the designation of the varistor. In the routine test of all assembled varistor
units it should be checkedthat the referencevoltageisequal to or higherthan UMRef
in order to secure that no varistor unit with too high power losses is accepted.

The aim of the residual voltage type test is to establish the ratio between residualvoltages
at given impulse currents for the voltage level checkedin routine tests.
Example
All varistor elements for a specific varistor are classified at 500 A with a current pulse of
8/20 ps (virtual front time 8 ps, time to half value 20 ps). A specified number of varistor
elements are then stacked in series. As many stacks of elements as required to obtain the
number of parallel column of the varistor are built. The maximum residual voltage at the
routine test current of 500 A - 8/20 ps for any column, given by the sum of the residual
voltages of the individual varistor elements, is prescribed to a certain value ( U M ) .
A testsectionchosenforresidualvoltagetests is at firsttestedatthesamecurrent
of 500 A - 8/20 ps giving a residual voltage of UTM.
Regarding the accelerated ageing procedure there is an agreement between the IEC and
IEEE' workinggroupspreparingstandardsfortesting of a.c. arresters about themain
principles of the testing procedure. Since there are no other essential differences these
main principles can also be applied for varistors in series capacitor applications. For a.c.
arresters the voltage distribution along the arresters due to stray capacitances to earth is
considered. This is done by using a formula in which the height of the arrester is included.
However, most of the varistors for series capacitors are short. Further the great number of
parallelunitswillsecurealinearvoltagedistribution.Thereforethisconsideration of
arrester height is omittedfor metal oxide varistors.

3.4.4.6 Unitedevaristancedereserve
Ondoittireruneautreconclusiondesessaisdepartagedecourant; en considerant
I’extreme non-linearit6, meme de petites modifications, relatives aux tensions residuelles
comprises dans les tolerances normales pour les mesures, peuvent affecter la repartition
du courant entre les colonnes paralides. I I est alors recommande de toujours installer et
mettre sous tensionleseventuellesunitesdevaristancedereserveparmilesautres
unites, cela des la date de reception. Cela assurera un vieillissement uniforme de toutes
les unites de varistance, y compris les unites de rechange, et cela maintiendra fixes les
tolerances sur le partage du courant. Notons que chaque phase aura son propre histo-
rique 6lectrique et que, par consequent il n’est pas recommande de melanger les unites

To meet high energy requirements parallel columns of varistor elements may have to be
used in surge arresters. For the application as protection of series capacitors this is the
usualcase.Metaloxidevaristorswithasmanyas400parallelcolumnshavebeen
commissioned. Of 'greatest importance is to secure a good current and energy sharing to
avoidanuneconomicaldesign.Takenintoaccounttheextremenon-linearity of the
material even rather small differences in residual voltages between parallel columns may
prevent a satisfactory current sharing almost completely.
The required energy capability for varistors usually means, that the decisive currents per
varistor element will fall within this interval. For higher currents as due to lightning, which
have to be considered for surge arresters the factor a is smaller, about 11 at a current
of 10 kA. Because the residual voltage is usually routinely measured at this current, the
spread is smaller, about 1 Yo to 2 %, and thus the current sharing is better even if no
specialstepsareundertaken. Wit,h a equalto 11 anda 2 o/o difference in discharge
voltages a current ratio of 1 :1,24 is obtained.
Another conclusion which shall be drawn from the current-sharing tests is that considering
the extreme non-linearity even small changes in residual voltages within normal measuring
tolerancesmayaffectthecurrentdistributionbetweenparallelcolumns. Itistherefore
recommended to always install and energize possible spare varistor units right from the
commissioning date among the other units. This will assure uniform ageing of all varistor
units including the spare units and the current sharing tolerances will be maintained. Note,
that each phase will have its own electrical history, and therefore it is not recommended to
mix spare units from different phases. Each phase shall have its own spare units.
3.5 By-passcircuit-breaker
The by-pass circuit-breaker is normally ground mounted on its own support structure with
each breaking unit in parallel with the series capacitor and protective equipment in each
phase or segment. The by-pass circuit-breaker shall normally be phase interlocked such
that closing of the pole or poles in one phase shall cause closure of the corresponding
poles in allphases. Each circuit-breaker shall be similarly interlocked for opening operation.
The circuit-breaker shall be capableof opening to insert the capacitors in the circuits when
the system conditions are such that the capacitors would load to their emergency 112 h
overload rating and when these loadings may result in a transient insertion voltage across
the poles equal to the protective level.

3.6 Sectlonneurs

sectionneurs serie sont fermes, le sectionneur shunt est ouvert et finalement le disjoncteur
shunt est ouvert.
Le sectionneur shunt doit avoir des possibilites de coupure suffisantes pour remplir sa
fonction pour une charge de reseau importante et Bventuellement sur plusieurs segments.
The circuit-breakers shall be restrike free and shall withstand inrush current from frequent
capacitor discharges from rated voltage (crest value) and rare discharges from a voltage
equal to the protective level.
3.6 Disconnectors
Upon energizing the capacitor for example after maintenance the series disconnectors are
closed,theby-passdisconnectorisopenedandfinallytheby-passcircuit-breakeris
opened.
When opening the by-pass disconnector the current has to commutate to the by-passed
capacitor bank (see figure 1). Opposite to the usual use of a disconnector (¡.e. opening of
a line which means interrupting a capacitive current), in this case an inductive current has
to be switched off.
The by-pass disconnector shall have sufficient interrupting capability to perform this duty
at high-line loading and possibly several segments.
In additionto the normal function, the by-pass disconnector may be used as an emergency
closing device, as back-up for the by-pass circuit-breaker. Due to the fact, that disconnectors
usually are closing slowly, pre-arcing and heavy welding of the contacts is to be expected.
Especially chosen contact materials may minimize damages.
Fordimensioningthisequipmentoneshoulddistinguishbetweencurrent-limitingand
damping.Therequiredcurrent-limiting is normallydeterminedbythepeakcurrent
capability of the by-pass circuit-breaker, whereas the damping of the current oscillation is
related to capacitor fuse requirements (/*t).
Two examples of damping circuits shown in figure 5 below may clarify these facts:

In the damping circuit almost all losses during the discharge are in the parallel connected
resistor. In some designs this resistor is connected in the circuit only during the operation
of theby-passdeviceandthusthere are hardly no losses at allwhenthe bankis
by-passed permanently. I
The amplitude of the discharge current may be high, for example in the order of 80 kA
to 1 O0 kA'peak value.
As the discharge frequency usually lies between 500 Hz and 1 500 Hz it is generally not
possible to provide such current values for testing the device (except if a whole segment
of the capacitor bank is erected).

peuvent être faites pour n’importe quel courant et corrigeespour le courant permanent
assigne. Pour la correction de temperature, se referer A la CE1 76-1.
Une bobine A noyau d’air sans &ran genere un champ magnetique autour de la bobine.
Ce champ magnetique alternatif peut induire des courants dans les parties m6talliques si-

manent, et des efforts sur celles-ci lors d’un courant de decharge ou pendantla circulation
d’un courant de court-circuit.
II existe quelques regles 616mentaires pour estimer les effets magnetiques autour de la
bobine:

la bobine. Pour plus de details il est judicieux de consulter le fabricant des reactances.
The number of consecutive discharges during the tests is determined in connection with
thefaultscenarios, so that the discharge current-limiting damping equipment is able to
withstand the total energy applied to it at the worst case of the faults.
The measurement of the losses of a current-limiting damping reactor requires special care
due to the low-power factor. It is customary to require measurement of the reactor loss
resistance at thefundamental,power-frequencyandatthedischargefrequency, for
example at 500 Hz to 1 500 Hz. An appropriate method (wattmeter, bridge or other) shall
be adopted by the manufacturer. Since these reactors usually do not contain any magnetic
material the measurement may be made at any current and corrected to rated continuous
current. For temperature correction refer to IEC 76-1.
An unshielded air core reactor generates a magnetic stray field which occupies a space
around the reactor. This alternating magnetic field can induce currents in nearby metallic
geometries, causing heating effects during continuous current loading and forces on them
during discharge current or short-circuit current flow.
There are some simple rules of thumb for estimating magnetic clearances around the reactor:
Clearance to small metallic parts not forming closed loops should be at least one half the
coil diameter from the edges of the reactor. Larger geometries or closed loops should be
located at least one coil diameter from all the surfaces of the reactor. For more detailed
information it is advisable to consult the manufacturer of the reactors.
3.8 Dischargereactor
Thedischargereactorisnormallydesignedwithanironcore,whichisnotsaturated
during normal operation of the series capacitor. When the discharge reactor is exposed to
a d.c. voltage, the iron core saturates, and a rapid dischargeof the capacitor takes place.

The energy stored in the series capacitor bank is absorbed by the reactor winding at a
discharge. If theinternalfaultscenariocomprises no protective-gapsparkovers but
several line circuit-breaker reclosures (rapid and delayed), the discharge reactor shall be
designed and tested for the total energy of a specified number of consecutive discharges.
As an example, if the line circuit-breaker cycle at an internal fault scenario is: (C)-100 ms
fault-(O) - 400 ms dead-time - (C) - 100 ms fault - (Odefinitively ), the discharge reactor
shall be designed for totally two consecutive energy injectlons.
Since the discharge time is relatively short (< 400 ms), the discharge current amplitude
through the discharge reactor, may be quite high. The reactor windings shall be designed
to mechanically withstand this current.
3.9 Voltagetransformer
It is essential, that the voltage transformer (magnetic type) is designed to withstand the
mechanicalandthermalstressesthatoccurduringaseriescapacitordischarge.The
insulationlevel of the voltagetransformershallbecoordinated withthat oftheseries
capacitor installation.
3.10 Currenttransformer
Each current transformer in the series capacitor installation (see annex B in IEC 143) shall
be specified and designed for its individual duty. It is important to consider not only the
fault current (thermal stress) but also the large surge current stresses (dynamic stress)
that may occur during series capacitor discharges. For instance, the platform transformer
shall be designedtowithstandthe high-amplitude,high-frequencydischargecurrent
resulting from a flashover to the platform.
The insulation level of the current transformer, shall be coordinated with that of the series
capacitor installation.
Redundant optical fibres and relay protection equipment together with self monitoring may
be considered.
3.12 Precommissioningtests
When the series capacitor is installed, but before it is energized, the following procedure
is recommended:

3.13 Commissioningtests
When a series capacitor bank is energized, some field tests are to be made before the
bank is put into commercial operation:
- low-load test: Theline is energized from one end, with the other end open. The
bank is connected to the line. Line current and voltageare measured.
- sub-harmonic test: The line, with the series capacitor included, is energized from
one end. A reactor or an unloaded power transformer is connected to the other end.
Line current and voltage are recorded by an oscillograph, and content of sub-harmonic
components is observed.
- high-load test: Thelinewiththeseriescapacitorisloadedbyconnectionto the
power system. Transient and stationary capacitor current and voltage are recorded, at
opening and closing of the by-pass circuit-breaker.
- thermovisloncontrol: Temperatures of connections of capacitor units
and
apparatus are observed by a thermovision camera, at as high line current as possible.
