1. Purpose
This General Specification defines the minimum technical requirements applicable to light vehicles, light
commercial vehicles, heavy goods transport vehicles, and heavy collective transport vehicles.
It applies to :
 Vehicles used by Total personnel;
 Contractor vehicles (for contracts of more than 6 months):
- Driving vehicles used in connection with a transportation contract (transport of goods or
personnel);
- Driving light vehicles or light commercial vehicles that are entirely dedicated to the
execution of the contract.
This General Specification does not apply to courier type transportation such as a postal service.

3. Light Vehicles and Light Commercial Vehicles

3.1 Vehicles Concerned


(in accordance with CEE - ONU - ECE/TRANS/WP.29/78)
The following requirements apply to these types of motor vehicles:
 M1: vehicles which are used for the carriage of passengers and comprising not more than eight
seats in addition to the driver's seat;
 N1: vehicles which are used to transport goods not exceeding a maximum mass of 3.5 tonnes .

3.2 General Requirements


All new light vehicles and pick-ups that become part of the fleet need to meet at minimum, the requirements
NCAP (New Car Assessment Program) 5 star (NCAP 5*)1.
The vehicle must be approved within the country (or countries) of use and accepted and put into service in
accordance with the regulations.
All of the seats must be fitted with an approved 3-point seat belt and a head restraint.
Seats that are perpendicular to the direction of travel are not permitted.
The vehicle must be fitted with driver- and passenger-side wing mirrors.
The front seats must be equipped with front and side airbags.
Braking must comply with Regulation 13H of the United Nations Economic Commission for Europe (CEE-
ONU), the Federal Motor Vehicle Safety Standard (FMVSS), the Australian Design Rules, or other
equivalent regulations.
The vehicle must be fitted with an anti-lock braking system (ABS).
The vehicle must be equipped with an Electronic Stability Control system.
Radial-ply tires must be mounted on to the wheel rims. The brand, type and dimensions of the tires on the
same axle must be identical.
Vehicles traveling in isolated areas must be equipped with a spare wheel or Runflat tires. All other vehicles
must at minimum be equipped with a repair kit.
Tires must be adapted to the climate of cold weather countries (winter tires, snow tires, tire studs). Vehicles
classified as « executive cars »2 are not impacted by this requirement.
The following equipment should be present on board the vehicle:
 1 warning triangle;
 1 reflective vest;
 In countries with extreme climates, a suitable survival kit.
For vehicles transporting hazardous goods, the vehicles must bear markings that comply with ADR
regulations (unless otherwise specified by regulations).

3.3 Recommendations
The following additional items are recommended for all vehicles:
 Rear-seat side airbags;
 An ABC extinguisher with a minimum capacity of 2 kg, designed to fight electric or automobile fires;
 First-aid kit;
 Flashlight;
 Heat side-view wing mirrors for cold countries.
The following additional items are recommended for all off-road vehicles:
 4x4 transmission with differential lock;
 Anti-rollover protection;
 Protective grilles for the headlamps.

4. Heavy Goods Transport Vehicles

4.1 Vehicles Concerned


(According to : CEE - ONU - ECE/TRANS/WP.29/78)
The specifications apply to:
 The following types of motor vehicle:
- N2: carrying vehicle which is designed and built to carry goods and has a maximum mass
of more than 3.5 tonnes but not more than 12 tonnes;
- N3: carrying or towing vehicle which is designed and built to carry goods and has a
maximum mass of more than 12 tonnes.
 The following types of road trailer:
- O3: trailers with a maximum mass of more than 3.5 tonnes but not more than 10 tonnes;
- O4: trailers with a maximum mass of more than 10 tonnes.

4.2 General Requirements


The vehicle must be approved vehicle in the country (or countries) of use and initially accepted and put into
service in accordance with the regulations
The Gross Train Weight (GTW) that appears on the registration certificate must be that of the country of
registration. The GTW must not be exceeded.
The Maximum Permissible Laden Weight of the trailer must comply with the Authorized Gross Vehicle
Weight (AGVW) of the vehicle that shall tow the semi-trailer.
The number of axles must meet the regulatory requirements of the country of registration, particularly with
regards to the maximum admissible load.
The chassis should be compatible with the driving conditions. If is to be used under severe conditions, the
vehicle must comprise a chassis frame that has reinforced side members and cross members.
The type and serial number of the vehicle must be cold-stamped by the manufacturer on to a side member
on the front right-hand side of the chassis or on to a non-removable part of the chassis. This information
must be easy to read.
Single-piece wheel rims with radial-ply tires. The brand, type and dimensions of the tires on the same axle
must be identical.

Braking must comply with Regulation 13 of the United Nations Economic Commission for Europe (CEE-
ONU), the FMVSS, the Australian Design Rules or other equivalent regulations.
The vehicle must be fitted with an anti-lock braking system.
For trailers :
 Two-line air braking system: supply line and control line.
 The parking brake system should either comprise spring-loaded valves that are fitted to the axles
or, in the case of a chassis fitted with service-brake chambers, a manual control system (steering
wheel ratchet lever, etc.) connected to the brake levers of one or more axles by a cable.
Protection bars (cyclist protection bars) must be installed on side sections that are not protected by a piece
of equipment (fuel tank, spare wheel, etc.) of the tractor/straight truck and of the trailer.
Rear protection: the whole of the rear of the vehicle must be fitted with an approved rear underrun protection
device. Note: this requirement does not apply to road tractors.
The superstructure of the cabin must comply with Regulation 29 of the United Nations Economic
Commission for Europe (CEE-ONU), the FMVSS, the Australian Design Rules 59, or other equivalent
regulations.
The driver and passenger seats must be fitted with an approved 3-point seat belt and a head restraint.
The vehicle must be fitted with standard wing mirrors (class II) and wide-angle wing mirrors (class IV).
A front parabolic mirror (front-view mirror, class VI) must be installed in the top middle section of the
windscreen.
The passenger door must be fitted with a side wing mirror (blind spot mirror, class V) or a mirror with convex
glass on the lower section to make cyclists, motorcyclists and pedestrians visible.
The minimum power of the engine must be compatible with the AGVW. The minimum power shown in the
tables is recommended:

An ABC powder extinguisher with a capacity of two or three kg, designed to fight automobile fires, must be
present and accessible in the cab.
Additionally, two 6kg ABC powder extinguishers must be installed on the chassis on the outside of the
vehicle.
Two wooden, aluminum or plastic wheel chocks, whose dimensions are appropriate for the vehicle's
maximum admissible gross weight and the diameter of the wheels, must be installed.
The maximum age of the vehicle is as follows :
 For high driving risk countries:
- Tractor/truck ≤ 10 years.
- Semi-trailers/trailers ≤ 15 years.

 For moderate driving risk countries:


- Tractor/truck ≤ 15 years.
- Semi-trailers/trailers ≤ 20 years.
Note: Each branch is free to set more restrictive rules.

4.3 Additional Requirements for Vehicles Carrying Hazardous Flammable Goods (Class
2 and 3)
The engine propelling the vehicle shall be so equipped and situated to avoid any danger to the load through
heating or ignition.
In the event of leakage, the tank fuel must be able to flow to the ground without coming into contact with
the hot parts of the vehicle (in particular any additional tanks installed).
Exhaust device: must be positioned or protected in such a way as to avoid any danger to the load through
heating or ignition (including the exhaust pipes).
A switch that turns off the electric circuits must be fitted as close to the battery as possible. If a single-pole
switch is used, it must be placed on the power cable and not on the earth cable.
The batteries must be inserted into a vented battery compartment and closed with an insulated cover.
Screw-cap light bulbs are forbidden.
The tanks and associated equipment must comply with the requirements of the ADR, the DOT (CFR Title
49, Section 178), the Australian Code for the Transport of Dangerous Goods by Road & Rail, or other
equivalent regulations.
In the case of a chassis that shall carry a tank, the overall width of the ground-level bearing surface (distance
between the outer points of contact with the ground of the right-hand tire and the left-hand tire of the same
axle) shall be at least equal to 90% of the height of the center of gravity of the laden vehicle.
Tanks installed on chassis shall be electrically bonded to the structure of the chassis. The electrical
resistance between the tank and the chassis must not exceed 10 Ὠ
Equipotential bonding terminals, placed horizontally, installed on each side of the tank (under no
circumstances will the terminals be connected directly to the tank.

This symbol must be placed above each equipotential bonding terminal.


Unless regulations specify otherwise, the vehicle must bear markings that comply with ADR regulations.

4.4 Additional Requirements for Tractors and Semi-Trailers – Coupling Device


A semi-oscillating fifth wheel designed to receive a 2" or a 3.5" semi-trailer kingpin, in compliance with
standards ISO 337 or ISO 4086.

4.5 Additional Requirements for Straight Trucks with a Trailer – Coupling Device
The capacity of the rear cross member of the chassis must be compatible with the trailer's GTW.
A (rotating) hook on the straight truck + (non-rotating) pintle eyes on the trailer, compatible with the GTW
of the trailer whose axle diameter will be 40 mm or 50 mm.

4.6 Additional Requirements for Container-Ship Vehicles


The Twist-Lock bolts will comply with standard ISO 1161. Their installation on the chassis must allow two
20ft containers or one 30ft container or one 40ft container to be loaded in compliance with the axles'
maximum admissible load.

5. Heavy Collective Transport Vehicles

5.1 Vehicles Concerned


(according to CEE - ONU - ECE/TRANS/WP.29/78)
The following requirements apply to these types of motor vehicles:
 M2: vehicles used for the carriage of passengers, comprising more than eight seats in addition to
the driver's seat, and having a maximum mass not exceeding 5 tonnes.
 M3: vehicles used for the carriage of passengers, comprising more than eight seats in addition to
the driver's seat, and having a maximum mass exceeding 5 tonnes.

5.2 General Requirements


The vehicle must be approved vehicle in the country (or countries) of use and initially accepted and put into
service in accordance with the regulations.
The type and serial number of the vehicle must be cold-stamped by the manufacturer on to the chassis or
on to a non-removable part of the chassis. This information must be easy to read.
The number of axles must meet the regulatory requirements of the country of registration, particularly with
regards to the maximum admissible load.
Single-piece wheel rims with radial-ply tires. The brand, type and dimensions of the tires on the same axle
must be identical.
Braking must comply with Regulation 13 of the United Nations Economic Commission for Europe (CEE-
ONU), the FMVSS, the Australian Design Rules, or other equivalent regulations
The vehicle must be fitted with an anti-lock braking system (ABS).
The superstructure of the cabin must comply with Regulation 66 of the United Nations Economic
Commission for Europe (CEE-ONU), the FMVSS, the Australian Design Rules (ADR 59), or other
equivalent regulations.
The cab will not include an upper floor.
The seats must be fitted with an approved seat belt and a head restraint.
The vehicle must be fitted with standard wing mirrors (class II).
The passenger door must be fitted with a side wing mirror (blind spot mirror, class V) or a mirror mounted
on the lower section to make cyclists, motorcyclists and pedestrians visible.
The passenger access doors must be located on the side of the vehicle and opposite the driver's seat.
There must be at least two passenger access doors (two service doors or one service door and one
emergency door)
Passenger emergency exits (door or window) must be clearly indicated; there must be at least three
passenger emergency exits for a 15-seater vehicle and there must be at least one additional exit for every
15 additional seats. They must be distributed on both sides of the vehicle and distributed over its length.
The size of the emergency windows must be at least 500 x 700 mm.
In addition to the vehicle's emergency exits, the roof of the vehicle must be fitted with escape-hatches. A
vehicle that does not carry more than 30 passengers must have one escape-hatch; all other vehicles must
have two escape-hatches. These escape-hatches must be installed in parts of the roof that do not represent
a hazard when they are used. The size of the escape-hatches must be at least 600 x 700 mm.
Emergency window hammers must be located close to the windows.
An ABC powder extinguisher with a capacity of 6 kg, should be located close to the driver and indicated by
a pictogram.
