Note :
1. Only those drugs shall be purchased which are not readily available with railway at the site of accident

6. Purchases will be co-ordinated by senior most medical officer at site and subsequently proper accountal to be made in the central/divisional sub-divisional
hospitals falling in the jurisdiction at the accident sites.

7. In terms of item 33 of High Level Committee Report on Disaster Management, Station Master/Station Superintendent/ Station Manager both Non-gazetted and
gazetted ranks are authorised to requisition needed medical assistance from non-railway (Civil Side) keeping in view the magnitude and gravity of the accident.
Immediate payments if required shall be arranged by withdrawing from station earnings till reaching the Railway Doctor(s) at site and all these details are to be
handed over by him to co-ordinating medical officer at site for proper accountal as indicated vide note (3) of item 3. They are also authorised to make spot
purchase of essential items including medicines/drugs or any life saving medicines which are required to arrange for first-aid/treatment by them and payment is
to be made form station earnings/cash imprest if any sanctioned to them. Proper accountal of such purchases is to be ensured and details to be handed over to
nodal officer of respective Departments of the division present at accident site for post-facto accountal at appropriate Records of Division. In case of Station
Master/Station Superintendent! Station Manager of non-gazetted rank, withdrawal from station earning will require post-facto regularisation by nodal officers
'of respective deptt. of the division present at site in addition to post-facto accountal at appropriate Records of division.
Station earnings /Cash Imprest shall also be used to hire cell phanes by Station Master/Station Manager/Station Superintendent both non-gazetted and gazetted
ranks in case of a passenger train accident at a station/block section which has a cell phone connectivity in terms of item 44 of high level committee report on
disaster management. Adequate number of cell phones shall be hired and stranded passengers and their family members/relations/ near and dear shall be allowed
to use hired cell phones free of charge. However, for post-facto accountal and post-facto regularisation in respect of withdrawal of station earnings by Station
Master/Station Superintendent/. Station Manager of non-gazetted rank instruction contained vide above para will be followed.

 Accounts & Commercial Department Joint Procedure Order for Withdrawal of Cash from Station Earnings
JPO No. 1 of 2004
1. Withdrawal from the Station Earnings - In terms of powers conferred under Para-1904 (III) of Accounts Code, Vol.-I of 1983 edition for the withdrawal from /Station
Earnings, GM in consultation with F A&CAO has decided that for under-noted occasions withdrawal of station earnings is permitted.
(a) For hiring of Vehicles for rescue and relief operations (Item No. 30 of High level committee Report on Disaster Management of Railway Board-2003).
(b) Procurement of additional live saving drugs from the market by Medical Officers at accident site, for requisitioning the medical assistance from civil side by
station master/station Manager including spot purchase of essential items by them & hiring of Cell Phones for use of stranded passengers and their family
members/relations/near & dear. (Item No. 31, 33 & 44 of High level committee Report on Disaster Management of Railway Board-2003).
(c) Making on Spot payments to Private Hospitals for treatment of injured. (Item No.32 of High level committee's Report on Disaster Management of Railway Board-
2003).
(d) Withdrawal of Station Earning is also permitted under the circumstances as specified vide Para-1405 of Engg. Code-1999 edition and para 2425 of commercial
code-II and also specified vide Item 7(C) of S.O.P. works matters of E. C. Railway.
2. These withdrawal will be subject to the conditions as detailed in SOP of Disaster Management of E.C. Railway. These powers will be exercised by officials who have
been detailed in the delegation itself.
3. The procedure as detailed below will be adhered to
a. Withdrawal will be made through the Station Pay Order duly signed by officials as detailed in E.C. Railway Powers of Delegation. In respect of withdrawal of
station earning by the Station Master/Station Superintendent! Station Manager of non-gazetted rank for exercising the power delegated vide note (7) of item 2 of the
delegation, pay order should also be countersigned by the concerned officer.
b. The Pay Order will bear the dated acknowledgement of the payee, and in the case of payment made to a person other than the payee, the latter's authority for
payment to his agent is endorsed or attached to it.
c. Receipts stamps, where necessary, are affixed.
d. The head ofaccount chargeable is given.
e. Full particulars of the transaction giving rise to the issue of the pay order are recorded.
f. Detailed Accounts against each withdrawal will be rendered by the authority withdrawing the cash to the Divisional Finance Manager of the concerned Division at
the earliest possible opportunity.

 The delegation of power on Disaster Management to be exercised/ensured along with the checks as
indicated below, and should be followed strictly inconjuction with following paras of the S.O.P.

1. The senior most officer available at the disaster spot should be overall incharge in regard to withdrawal from the Station Earnings for hiring vehicles,
payment for the medicine, payment to the private hospital and other rescue operation. He should decide about no. of vehicles to be hired, the amount to
be withdrawn for medicine purpose, amount to be paid to the private hospital where Railway hospitals/Govt. hospitals are not available or inadequate
facility available for treatment of the injured subject to the condition already laid down on disaster management SOP proposed.
2. When the senior most officer present is not competent, as per Delegation of Power, he should put proposal to the competent authority to get the
sanction. The officer present can exercise his power subject to clearance of the officer who is nominated as incharge at the site, by DRM/ADRM.
3. The accountal of the withdrawal of Station Earnings should be made by every officer withdrawing money within 15 days. After the withdrawal of the
earnings, report should be submitted to DRM and copy to the respective PHOD. DRM/ADRM will be responsible to get the accountal from the officers
concerned and submit the same to FA&CAO for booking expenditure to respective head.
4. Withdrawal of station earnings should be made by gazetted officer through Station Pay Order which will be submitted to Traffic Accounts by station for
taking special credit. When gazetted officer is not available, the withdrawal of earnings should be regularised by Sr.DCM/DCM of the concerned
Division immediately preferable within three days. In case of the private hospital the cost of medicine and other expenditure in regard to treatment can
be withdrawn from Station Earnings which is required for 24 hrs. and subsequent payment should be made without finance concurrence by drawing pay
order by Medical Dept. of Div. to the Accounts Office and Sr.DFM should ensure payment without any delay, if necessary by opening office on
holidays, booking the pay order as Advance to the suspense head against officer concerned. Sr. DFM should get the accountal from concerned officer
within a month, and clear the suspense head.
