avec la marque EnVol

EnVol pour Engagement Volontaire de lentreprise pour lenvironnement, tel est le nom
du dispositif de reconnaissance de lengagement environnemental des structures de moins
de 50 salaris. Dveloppe et exprimente
depuis 2009 par le rseau des CCI, des
Chambres des Mtiers et lAdeme, la marque
est depuis juin 2012 dlivre exclusivement
par AFNOR Certification. En quelques mois,
le succs est au rendez-vous : prs de
200 entreprises se sont inscrites sur le site
www.evaluation-envol-afnor.org. Celui-ci permet
dvaluer gratuitement son positionnement au
regard du niveau 1 de la norme NF X30-205
rcemment mise jour sur lequel est bas
EnVol , puis si la TPE est prte, de dposer
sa candidature. Le dossier est examin par un
auditeur AFNOR, qui dcide de lattribution de
la marque EnVol pour une dure de cinq ans.

2012. Successfully so, one might
add: in just a few months, nearly
200 companies subscribed to
the website www.evaluation-envolafnor.org. It enables them to freely
assess their position compared
with the level 1 of the recently
updated NF X30-205 standard
on which EnVol is based , then,
if the small business is ready, to file
for the label. An AFNOR auditor,
who decides whether or not to
deliver EnVol for the next five
years, then checks the candidacy.

Quel est limpact de la notion de responsabilit socitale des entreprises sur les
missions des avocats ? Une runion ddie
cette question a eu lieu fin janvier 2013,
linitiative de lOrdre des Avocats de Paris et
dAFNOR Certification. Les deux organisations
et AFNOR Comptences ont sign un accord
de partenariat en vue de proposer aux avocats
dsireux de faire reconnatre leur dmarche
RSE un accompagnement ddi. Le dispositif
prvoit la formation puis lvaluation selon le
rfrentiel AFAQ 26000. La prsentation du
29 janvier a t loccasion de rappeler le
contexte de la RSE et son impact sur le mtier
davocat, concern au quotidien par les
questions de redevabilit, de dontologie
et dindpendance, avant de dtailler auprs
des participants les modalits de laccompagnement et ses modalits de financement.

and the Bar association of Paris
initiative. Those two organisations
and AFNOR Comptences have
concluded a partnership in order
to help lawyers who wish to get
recognition for their CSR approach
through a dedicated system.
It includes training and then

January 29ths presentation gave
the opportunity to relay the
context of CSR and its impact
on lawyers activities, which deal
on a daily basis with questions
of accountability, ethics and
independence. It also described

En reprenant Saric fin 2010,


Marc Jegaden rencontre

de changement et mobiliss
pour faire bouger les lignes.
Un gros avantage, reconnat
le dirigeant du spcialiste du
thermoformage et de lusinage
plastique. Sur ce terreau, il met
en place une dmarche qualit
et rorganise la production
en dployant le Lean management. Jai demand chaque
collaborateur de prciser de
faon anonyme ce qui devait
voluer au sein du groupe.
Sur ces bases et aprs un
audit march et clients, nous
avons co-construit un plan
dactions intgrant Lean et
certification qualit. Pour
assurer lagilit et la ractivit
ncessaire dans ce nouvel
environnement, nous avons
galement mis en place
la modulation du temps de
travail, intgr la conception et
renforc notre quipe bureau
dtudes et industrialisation.
Ce changement sest appuy
sur un plan de formation sur
loptimisation des problmatiques qualit, cots et dlais ,

connaissance de lvaluation

AFNOR Certification, et lance

laboratoire de prothses dentaires a fait de la qualit
le gage de russite des innovations qui jalonnent son
dveloppement.
Chez Sireix, la qualit est dabord une histoire de famille.
Nous avons lanc une dmarche de certification ISO 9001
il y a douze ans, lorsque notre pre a souhait transmettre
lentreprise mon frre et moi. Il sagissait alors de
disposer de procdures crites et formalises afin de
prenniser le savoir-faire du laboratoire , rappelle
Christophe Sireix, PDG de la socit. Depuis, la certification
qualit sest impose comme la mthode de rfrence
pour guider lvolution du laboratoire. Linnovation est notre
raison dtre. Grce la certification, nous disposons
dindicateurs pour analyser le bien-fond dune nouveaut,
sa pertinence au regard du march potentiel et la
capacit du laboratoire assumer le cot et la qualit
dun nouveau produit ou dun nouveau service . Le laboratoire Sireix enrichit ainsi rgulirement son offre et
automatise autant que possible sa production. Le dveloppement des nouvelles technologies de production,
couples leur automatisation, nous a permis de faire
passer notre volume de production de 40 250 pices
par jour en une dizaine dannes. Au-del des gains de
productivit accomplis, cest une rponse la pnurie de
main duvre laquelle nous sommes confronts. Par
ailleurs, alors que le taux moyen de refabrication pour
dfaut se situe 4 % dans la profession, il stablit ici
seulement 0,02 % . Lautomatisation et la diversification de lactivit du laboratoire vers lusinage de pices
pour le compte dautres prothsistes, avec lesquels lentreprise ralise dsormais 40 % de son chiffre daffaires,
lui ont aussi permis douvrir des portes, notamment
lexport. Nous recevons les empreintes par fichier
numrique, ce qui raccourcit les dlais. Nous travaillons
pour des chirurgiens dentistes et des laboratoires bass
en Suisse, en Espagne, en Belgique ou dans les DOM TOM ,
note le dirigeant, prcisant que 20 % de lactivit est
ralise hors de France.

les partenaires. tre certifi constitue une vritable
reconnaissance aux yeux de nos fournisseurs dquipements . Le laboratoire est rgulirement sollicit par ses
fournisseurs pour partager son exprience et les indicateurs qualit dont il dispose. Notre systme permet de
disposer de retours dexpriences quantifis et fiables,
donc notre tmoignage est impartial. La qualit est vritablement notre colonne vertbrale , insiste le PDG. Pour
faire vivre lamlioration continue, la socit sappuie sur
le renouvellement rgulier de son certificat par AFNOR
Certification, et une qualiticienne est prsente dans lentreprise quatre jours par mois. Elle nous accompagne dans
lidentification dventuels problmes. Elle nous permet,
en outre, de dfinir des objectifs justes et pertinents et
de les communiquer comme tels lquipe , analyse
Christophe Sireix. Le laboratoire a mis en place un espace
client dans le but de capitaliser et partager les savoirfaire. Son seul regret est le peu dintrt manifest par
certains clients pour la certification.

Sireix, gets its teeth into quality


Sireix obtained a double ISO 9001 and ISO 13485
certification. The dental laboratory uses quality as
a measure of success of the innovations that are
the cornerstones of its development.
At Sireix, quality is first and foremost a family affair.
We started ISO 9001 certification approach twelve years
ago when our father wanted to pass on the company to my
brother and me. This therefore meant having written and
formalised procedures to perpetuate the laboratorys
know-how recalled Christophe Sireix, the companys
CEO. Since then, quality certification has become the
necessary reference method for guiding the laboratorys
development. Innovation is our reason for being. Through
certification, we have indicators to analyse the validity
of a new product, its relevance for the potential market
and the laboratorys capacity to support the cost and
the quality of a new product or service. Sireix laboratory
therefore regularly expands its range and automates its
production as much as possible. The development of new
production technologies, combined with their automation,
has enabled us to increase our production from 40 to 250
parts a day in around ten years. In addition to the
productivity gains made, we have had to deal with a
labour shortage. Furthermore, whereas the average rate
of re-manufacture for defects is 4% in the profession,
here it is only 0.02%. Automation and diversification of
the laboratorys activities towards the machining of parts
for other prosthetists, with which the company is now
generating 40% of its turnover, have also enabled it to
expand, in particular, into export. We receive impressions
via electronic files, which shortens lead times. We work for
dental surgeons and laboratories based in Switzerland,
Spain, Belgium or in the French Overseas Departments
and Territories added the CEO, specifying that 20% of
the business is generated outside of France.

Driving continuous improvement

to have quantified and reliable feedback, therefore our

our business insisted the CEO. To support continuous
improvement, the company relies on the regular renewal
of its certification by AFNOR Certification, and a quality
controller is present in the company four days a month.

in a continuous improvement

benchmark targeting the physical
and telephone reception service
extended to the public. Very
quickly it became clear to us that
we should aim to achieve service
certification. This recognition
was aimed at fully endorsing the

Un guide laccueil en pratique
et une formation construite
autour du rfrentiel accueil

sa dmarche et proposera,
en juin 2014, 24 nouveaux

food processing industries or
local authorities, specifies

of the city of Saint-Raphal,
a 34,000-inhabitant municipality,
which has been the first local
authority to hold an ISO 50001
certificate in France, and the
third in Europe. The subject of

A law issued in July 2005 introduced
a new measure: Economy Savings
Certificates or CEEs. It forces energy
providers (such as EDF, GDF, Total or
Auchan), under penalty of sanctions,
to incite their clients to save energy
by improving their installations
through energy-sober technologies
or to buy CEEs on the market.
Any structure, which realises
standardized energy-savings, gets
CEEs reflecting the amount of KWh
saved and can sell them. In March
2012, a ministerial order introduced
two standardized procedures
concerning energy savings in order to
promote ISO 50001. Thereafter, CEEs
will be multiplied by 50% if the
structure holds a Level 1 certification
and up to 100% for a full ISO 50001
certificate (Level 2).

management in France,
the situation of a country like
Germany gives an idea of
the road ahead. AFNOR Groups
German subsidiary GUTcert
single-handedly accounts for
120 ISO 50001 certified clients,
i.e. 10% of the market.
It should be said that the German
government implemented
reductions on energy bills for
big companies who could prove
that they put in place an energy
management system as early as
2009, explains Jan Lieback,
CEO of GUTcert. For that matter,
a new law is currently under
discussion in order to submit
the energy-tax reductions
designed for energy-consuming
manufacturing businesses to
the procurement of an ISO 50001
certificate. If the bill passed,
it could steer between 15,000
and 25,000 companies towards

A Tour de France
to promote energy
management
The AFNOR Group will kick-off the Energy Tour de
France, organised in partnership with the Energy and
Environment Technical Association (ATEE), on the
16th of April in Paris. This cycle of conferences will stop
over in 10 French cities in order to raise companies
awareness of the link between energy performance and
competitiveness. This Tour de France aims at creating
more awareness of the ISO 50001 standard and
of the certifications benefits. Each conference
will start with a reminder of the current regulation,
will present ISO 50001 and enhance certificate holders
feedback. Public incitements to implement ISO 50001

Cr en 1959, le Syndicat Mixte des Ordures Mnagres de la Valle


de Chevreuse (SIOM) collecte, traite et valorise les dchets de
17 communes. Cette structure de 31 salaris transforme son usine
dincinration en centre de valorisation nergtique. Elle sest
paralllement lance dans une certification AFAQ 50001 par tapes
pour dcupler limpact des travaux. Le Niveau 1 a t obtenu en
avril 2012. Laudit de certification est prvu pour fin mai.
Lorsque le SIOM lance son chantier de valorisation nergtique,
sa priorit consiste moderniser ses deux fours dincinration. Lun deux,
datant des annes 70, ntait quip daucun dispositif de valorisation
nergtique , explique Olivier Le Clech, son directeur gnral. Le syndicat
ambitionne de faire passer sa performance nergtique de 23 75 %
en brlant les ordures pour produire du chauffage et de llectricit.
terme, avec ses nouvelles chaudires, le SIOM produira au moins
17 500 MWh dlectricit, dont 50 % seront consomms par lusine et
50 % seront vendus EDF. Et 105 000 MWh thermiques alimenteront
hauteur de 45 % des besoins, le rseau de chauffage urbain des Ulis
et quelques entreprises du parc dactivits de Courtaboeuf. Cela va
permettre au SIOM de baisser la taxe denlvement des ordures
mnagres denviron 1,25 millions deuros , poursuit Olivier Le Clech.
Et lISO 50001 dans tout cela ? Nous avons dcouvert quavec une
certification ISO 50001, nous pourrions bonifier de 100 % les Certificats
dconomie dnergie obtenus grce aux travaux. Nous avons donc
engag une dmarche AFAQ 50001 par tapes avec AFNOR Certification,
en commenant par le Niveau 1 ds avril 2012.

Un investissement compens par les conomies dnergie


Trs vite, lISO 50001 modifie lapproche du projet. Grce la norme,
nous avons intgr laprs, cest--dire la formation des agents
chargs de piloter lusine, la matrise oprationnelle des installations
et la gestion de cette nouvelle unit de valorisation. Le SIOM a complt
ses travaux pour encore plus dconomies, en installant des variateurs
sur les ventilateurs de tirages et en remplaant certains lments dun
des deux fours. Soit 450 000 euros de travaux complmentaires. Ces
investissements seront vite compenss, senthousiasme Olivier Le Clech.
Nous tablons sur 265 000 dconomies deau, 320 000 dconomies
dlectricit et 1,6 M de recettes supplmentaires dues la vente
dnergies ! LISO 50001, en nous contraignant mieux organiser
notre gestion de la valorisation nergtique a permis den dcupler
les effets potentiels ! Nous serons audits pour lobtention du Niveau 2
(ISO 50001) en mai prochain .

Munksj Arches

Created in 1959, the local government


association for household waste collection
of Valle de Chevreuse (the SIOM)
collects, treats and valorises waste for
17 municipalities. This 31-employee
structure is currently transforming its
waste incineration plant into an energygeneration centre. Simultaneously, it
initiated an AFAQ 50001 step-by-step
certification in order to increase the
impact of the change. Level 1 was reached
last April.
When the SIOM launched its energy-generation
renovation project, the priority consisted in
modernising its two incineration ovens. One of
them dated back to the 70s and wasnt
equipped with any energy-generation apparatus,
explains Olivier Le Clech, managing director.
The association has set a target of improving
its energetic performance from 23% to 75% by
producing heating and electricity through
burning waste. Eventually, with its new boilers,
the SIOM should produce at least 17,500 MWh
of electricity, 50% of which will be selfconsumed and 50% of which will be sold back
to the electricity provider EDF. And 105,000
thermal MWh will fuel, up to 45% of their
needs, the district heating network of the city
Les Ulis and of a few companies located on a
nearby activity centre. This will enable the
SIOM to lower the household waste collection
tax by approximately 1.25 million euro,
continues Olivier Le Clech. What about ISO
50001? We discovered that with an ISO 50001
certification, we could improve by a 100% the
economy savings certificates obtained with the
renovation project. We thus decided to engage
in an AFAQ 50001 step-by-step approach with
AFNOR Certification, starting right way with
Level 1 in April 2012.

Rapidly, ISO 50001 modified the project
approach. Thanks to the standard, we
integrated the afterwards aspect, i.e. the
training of the agents in charge of the plant,
the operational command of the installations
and the management of the new recycling unit.
The SIOM supplemented the work in progress
for even more savings, by installing variable
speed drives on its extractor fans and by
replacing some technical elements in one of
the ovens. A 450,000 euro-worth additional
bill. These investments will quickly recouped,
enthuses Olivier Le Clech. We count on
265,000 - worth of water savings, 320,000
- worth of electricity savings and 1.6 million
euro of extra income thanks to energy sales!
By forcing us to improve our energetic
generation management, the ISO 50001
standard magnified its potential impacts!
We will pass the audit to obtain the Level 2
of the ISO 50001 certificate in May 2013.

Pourquoi Munksj Arches a-t-il engag
une approche ISO 50001 ?
Yannick Habert (YH) : Dabord, parce quil sagit dun
projet corporate du groupe et que nous souhaitions
nous aligner sur les meilleurs pratiques aprs le rachat
du site en mars 2011. Ensuite, parce que la performance nergtique a toujours t au cur de nos
proccupations : notre premier Monsieur nergie
remonte au choc ptrolier de 1973 ! Enfin, parce que
lnergie reprsente notre troisime poste de dpenses.
Matriser les consommations est donc une ncessit
pour prserver notre comptitivit face laccroissement des cots !
Quelles ont t vos priorits dactions ?
YH : Le site dArches, dj certifi QSE par AFNOR
Certification, a pu capitaliser sur une solide culture
des systmes de management. Aprs la formation
du comit de pilotage nergie, les efforts se sont
concentrs sur deux points essentiels. En premier
lieu, lautomatisation des capteurs du plan de
comptage, qui permet de mesurer prcisment nos
consommations dnergie et de traquer les points
damlioration (fuites, surrgime, mauvaise utilisation des machines, etc.). Le deuxime axe a port
sur les comportements. Chacun doit tre capable
didentifier les gaspillages nergtiques. Une exposition itinrante sest droule dans lusine sur le
sujet, une charte graphique spcifique a t dveloppe, lnergie est aborde dans les livrets de
formation, des fiches damlioration ont t mises
en place Une opration Leanergie va aussi viser
lever le niveau de culture nergtique chez tous
les salaris via un systme de questions systmatiques, pour chaque poste et chaque machine.
Quels sont les premiers rsultats ?
YH : La certification ne date que doctobre 2012, nous
avons peu de recul. Mais nous visons une baisse
denviron 1 % de nos consommations et donc de
notre facture nergtique. Nous verrons en fin
danne si les perspectives dconomies sont suprieures. De nouvelles actions en 2013 visent faire
baisser le talon nergtique de lusine consommation lorsque les outils de production sont larrt.
Nous agirons aussi sur ladquation entre nos
besoins et nos consommations effectives. Les outils
dvaluation sont en cours de dveloppement.

The paper industry counts amongst the most
energy-hungry activities. The Swedish group
Munksj, expert in specific specialty papers,
has thus declared energy efficiency a priority.
Its Arches plant, located in the French Vosges,
which counts 460 employees and produces
60,000 tons of paper per year, has just obtained
the AFAQ ISO 50001 certification. More details
with Yannick Habert, QSE director.
Why did Munksj Arches engage
an ISO 50001 approach?
Yannick Habert (YH): First of all because its a
corporate project and because we wanted to line up
with the groups best practices after the purchase
of our plant in March 2011. Second of all, because
energy performance has always been a core concern:
our first Mister Energy dates back to the first oil
shock in 1973! Finally, because energy represents our
third line of expenses. Therefore controlling consumption
is a must in order to stay competitive despite cost
increases!
How have you chosen your priorities?
YH: Arches plant already holds a QSE certificate,
delivered by AFNOR Certification. It enabled us to lean
on our solid culture of management systems. After the
training of the steering committee, our efforts focused
on two main aspects. First, automating all the sensors
of our counting-plan, which enable us to precisely
measure energy consumptions and to track down
improvements (leaks, overdrive, wrongful use of
machinery, etc.). The second priority focused on
behaviours. Everybody must be able to identify energy
wasting. We organised an itinerant exhibition on
the topic, developed a specific style guide, added a
chapter on energy in the training leaflets, and created
improvement cards An operation called Leanergy
will also aim to increase the level of energetic
awareness amongst the whole staff through a series
of systematic questions for each position and each
engine.
What are the initial results?
YH: The certificate only dates back to October 2012
therefore we lack perspective. But we bank on an
average 1% decrease of our consumptions and thus
of our energy bill. Well see by the end of the year if
savings prospects are higher. New actions scheduled
for 2013 will aim at decreasing our consumption when
all production engines are idle. We will also work on
the balance between our needs and our effective
consumptions. Assessment tools to this end are
currently under development.

Mon entreprise est-elle prte pour lISO 50001 ?


Le management de lnergie prsente-t-il vraiment un
intrt ? Quelle sera lampleur du chantier ? En proposant
un tat des lieux adapt tous les stades de maturit,
la visite dvaluation rpond ces interrogations. Elle a
sduit une vingtaine de structures en 2012-2013. Vincent
Douvernelle, auditeur AFNOR Certification, en souligne
les points forts.

Quest-ce que les entreprises retirent de la visite dvaluation ?


Vincent Douvernelle (VD) : Tout dpend de leur attente initiale.
Pour certaines, dcides obtenir la certification, il sagit de
raliser un tat des lieux pralable et de tracer une premire
feuille de route. Lorsque lentreprise est dj certifie sur un
systme ISO 14001 par exemple, la visite dvaluation aide
intgrer le nouveau rfrentiel pour jouer sur les complmentarits. Pour dautres entreprises, il sagit de dcouvrir, dexplorer
le rfrentiel, et dvaluer lintrt de lISO 50001 par rapport
leurs enjeux. La visite dvaluation constitue vritablement une
prestation sur mesure, qui peut aussi bien convenir une
premire approche qu un pr-audit, comme une rptition
gnrale.

Quelle valeur ajoute en dcoule ?


VD : Le rapport dvaluation va lessentiel et souligne les
points forts sur lesquels lentreprise peut sappuyer, les voies
de progrs et les carts potentiels. La visite permet de limiter
le risque dcart majeur lors de laudit de certification. Cest
bien souvent loccasion de travailler sur la question du
primtre de la dmarche. Quelles nergies et quipements
faire entrer dans le SMEn ? O sarrter ? Bien dlimiter le
champ de la certification constitue souvent un gage de succs.
Par ailleurs, la visite dvaluation dlivre des pistes damlioration sur un lment fondamental du systme de management
ISO 50001 : la revue nergtique. Une tape est essentielle :
cest loutil dont lentreprise se sert pour faire son bilan, identifier et hirarchiser ses potentiels damlioration de la performance nergtique. La visite souligne que cet outil doit tre
dynamique et pragmatique, pour tre utile au systme de
management, et non relgu au placard aprs le bilan initial.

En quoi la relation noue avec les entreprises


diffre-t-elle de laudit ?
VD : Lauditeur doit sadapter lattente du client pour dlivrer
une valuation sur mesure qui corresponde prcisment la
problmatique de lentreprise linstant T. Les valus de leur
ct se rvlent souvent plus ouverts, plus lcoute et plus
demandeurs dorientations que lors dun audit, souvent vcu
comme un examen. Avec la visite dvaluation, chacun a conscience que plus la relation est transparente, plus le questionnement est fluide, plus ltat des lieux sera porteur damlioration.

The Assessment Visit?


A tailored service
Is my company ready for ISO 50001? Is energy
management truly of interest for my business? What
will be the scope of this project? An appraisal suitable for
all maturity stages, the assessment visit answers
those interrogations. It has already convinced around
20 structures in 2012-2013. Vincent Douvernelle, an
AFNOR auditor, emphasises its strong points.
What do companies gain with the Assessment Visit?
Vincent Douvernelle (VD): It all depends on their initial
expectations. Some of them, determined to obtain a certification,
want a preliminary appraisal and a first roadmap. For example,
when a business has already build an ISO 14001 system, the
Assessment Visit helps them integrate the new referential and
to lean on complementarities. Other organisations merely want
to discover and explore the framework in order to evaluate the
interest of ISO 50001 certification regarding their problematic.
The assessment visit truly constitutes a tailor-made answer,
which adapts either to an initial exploration or to a pre-audit,
a little like a dress rehearsal.
How would you describe its added value?
VD: The assessment report goes straight to the point and
underlines the strongest assets the company can rely on,
improvement opportunities and potential gaps. The visit
reduces the risk of a major discrepancy during the certification
audit. Its very often an occasion to work on the question of
the certification scope. Which energies and equipment must
I include in my EMS? Where do I draw the line? Clearly
circumscribing the field of certification is often a token of
success. Besides that, the assessment visit proposes
improvement points on a fundamental element of the
ISO 50001 management system: the energy review. This step
is essential: its the tool the company uses to take stock;
to identify and rank the ways it can improve its energy usage.
The assessment visit emphasises how important it is for this
tool to be dynamic and practical to be of use and not forgotten
in a cupboard after the first appraisal.
How is the relationship with companies different
than during an audit?
VD: The auditor must adapt to the clients expectation in order
to deliver a custom-made assessment truly connected with
the companys problematic at a given moment. On their part,
the assessed clients often prove more open, more attentive and
more in demand for orientations than during an audit, which is
often experienced as an examination. With the assessment
visit, each is aware that the more transparent the relationship,
the more fluid the questioning, the more improvement will come
out of the appraisal.

Positive feedback!
According to a survey held in May 2012
with relevant companies, 84.5% said that
they were satisfied or very satisfied
for having carried out a 3D Pack targeting
sustainable development approach.
Managers highlighted, in particular, the 3D
diagnosis tools accessibility and ease of
understanding, as well as the duration and
the mobilisation of employees. Furthermore,
94.8% were satisfied or very satisfied
with the relevance of the subjects covered
as part of the diagnosis. Finally, 82.8%
of the companies now have a better
understanding of sustainable development
issues thanks to the training, and 72.4%
have therefore better prepared their
diagnosis.

Lance dbut 2012 la rvision de la norme de management environnemental ISO 14001
se poursuit. Celle-ci sannonce dcisive : elle alignera le document sur la structure
commune toutes les normes de systmes de management et tiendra compte des
rsultats de lenqute mondiale auprs des utilisateurs.
La norme rvise renforcera
notamment le lien entre management environnemental et stratgie
de lentreprise, prcisera larticulation avec les principes de la RSE
(responsabilit socitale des
entreprises) et prendra en compte
les impacts tout au long du cycle
de vie des produits en posant
notamment des exigences lies
aux achats et lvaluation
des fournisseurs. Tout cela ajoute
du sens et de la valeur ajoute
aux dmarches environnementales,

mandat par AFNOR pour participer aux runions internationales

mesure, Certicrche. Afin dlaborer ce rfrentiel, Bordeaux a
travaill de concert avec AFNOR

partis du terrain, en nous basant
sur une auto-valuation puis en
la compltant par une enqute
de satisfaction auprs des familles.
Le tout a permis de fixer les engagements de service du rfrentiel,

day-care is priceless. Acting on this
principle, the city of Bordeaux decided

to launch a continuous improvement


approach sanctioned by a tailored
service-certification, Certicrche.
In order to develop the referential,
Bordeaux worked closely with AFNOR
Certification. We relied on the reality
of the situation, basing our work
on an auto-assessment combined
with a family satisfaction survey.
It enabled us to elaborate the
referentials service commitments,
explains Christelle Badet, from AFNOR
Certifications development department.
As a result, all requirements in the
quality framework are truly shared by
the 30 day-cares involved. Certicrche
was published late January 2013. Its
seven requirement categories cover
admission terms, caring conditions for
the children, the relationship between
parents and day-care professionals,
and continuous improvement. The
30 day-cares of Bordeaux should all be
certified over the three upcoming years.
Besides, the Certicrche framework
is also available to any public structure
willing to engage in the approach.

The EU Eco-label now concerns
30 categories of products, details

distinction with 450 companies holding
the label!. AFNOR Certification, only
certification-body accredited to deliver
the eco-label, issued the certification
requirements for detergents as
early as March. It now waits for
the European Commissions last
arbitrations concerning printed-paper.
In the meantime, the eco-label keeps
on developing: criteria for transformed
papers and absorbent hygiene products
will join the catalogue by 2014, while
paints, personal hygiene products
and clothing, bedding and textile
furnishing will undergo a revision.

des emplois pour permettre tous dvoluer.
Dans le prolongement de la RSE,
sur les aspects touchant la prvention
des accidents, lamnagement des postes
et plus gnralement la scurit et la sant
au travail, nous rdigeons un guide QSE.
travers cet outil qui va reprendre les bonnes
pratiques QSE mises en place par nos entrepreneurs, notre objectif est daider les entrepreneurs dbutants qui vont nous rejoindre
obtenir trs vite une certification QSE.
Enfin, nous avons prvu de communiquer
largement en externe autour de cette valuation.
David Auguste : Nous sommes dans lanne
de nos trente ans, donc nous allons profiter
de cet anniversaire pour mettre en avant
les valeurs de la RSE et ainsi sduire de

ds 2011, de monter une opration

The Federation of Construction Sector
SCOPs is doing its utmost to get its
member companies to commit to CSR.
Measures taken by us to go about
this include making contractors aware
of the challenges they will eventually
find themselves up against and
providing them with help and technical,
organisational and financial support
explains Grard Liberos, the national
CSR officer. In order to make this
initiative a professional one, back
in 2011 the South-West Federation
decided to set up a pilot operation in
the region with the help of the Direccte
and the Midi-Pyrnes Regional Council.
Of the nine companies who were
keen to get involved in the initiative,
Citel and Rgabt are the first to be
AFAQ 26000 assessed.

With the help and support of the SouthWest Federation of Construction Sector
SCOPs*, nine companies have embarked
on an AFAQ 26000 assessment approach.
Feedback was collected from two of
the firms that were assessed.
What made you embark on an AFAQ 26000
assessment approach?
Flicie Domne: I head two business and
employment cooperatives one of which has
dealings with construction sector contractors
and the other general contractors. I needed
to position and evaluate these organisations
in terms of their social corporate responsibility
ratings. We knew that most of our practices
fell within the scope of CSR, but we couldnt
really say what our strengths and weaknesses
were.
David Auguste: Our company was founded
in 1983 and received ISO 9001 certification in
1998 and very quickly we incorporated most
of the key CSR practices and policies into
our quality management system. For us,
the AFAQ 26000 assessment was a way of
showing what we had achieved.

aware that their practices are pertinent, even
though some practices need further improvement.
This assessment really gave us a new lease
of life.
David Auguste: We are beginning to notice
that some of our customers are showing
an interest in our CSR initiative. We also got
together all our stakeholders, besides our
customers, to explain our initiative to them
and we feel that a lot of them like the idea of
building CSR into our strategy.

Your companies obtained a rating of 3 out


of 4 at the end of the assessment. Have you
been able to appreciate some of the benefits
of this yet?

What future changes and new challenges


are in store?
Flicie Domne: We have begun a forwardlooking labour force and skills management
plan to allow all staff to develop their skills.
As an extension of the CSR initiative, as regards
matters related to accident prevention, the
work-place layout and more generally health
and safety at work, we are drawing up QSE
guidelines. By means of this tool, which is
going to list the QSE best practices implemented
by our contractors, we aim to help novice
contractors who will very quickly join us
in obtaining QSE certification. Lastly, we are
planning an extensive promotion campaign
centred around this assessment.
David Auguste: We are celebrating our thirtieth
anniversary this year and we are therefore
going to make the most of this to promote
the values of CSR and thereby win new
customers. For us, this assessment is a way
for us to shake off the competition, especially
major competitors in the sector.

your teams to take up this challenge?
Flicie Domne: At first employee-members
of our cooperatives were certain that our
organisation was far from being in a position
to meet some of the CSR criteria, especially in
terms of economy-related matters. They were
therefore cautious about the assessment,
but willing to go along with it.
David Auguste: For us, this assessment was
a sort of natural continuation of what we had
been doing for years.

Environmental initiatives boost


employee productivity by 16%
A recent study conducted on a sample of 4,929
French employees shows that the employees of
companies that adopt environmental standards
such as ISO 14001 are 16% more productive
than those that choose not to adopt them.
This study, backed by the AFNOR Group, was
conducted as part of the Chair Programme on
the Performance of Organisations at ParisDauphine University.
