modeste d'artisans. Il tait le fils de
Pedro
Palama
Castaeda
et
Guillermina Soriano Carrillo, une
mtisse africaine de Caete. Trs tt,
le jeune Palma se lie la

d'atteindre l'ge de vingt ans . Palma
finit ses tudes primaires dans une
cole jsuite, et frquente plus tard
l'universit nationale de San Marcos.
Vers
1853,
Palma
devient
un officier du Corps politique de
la Marine pruvienne, o il fait des
services bord de la goletteLibertad,
du brigantin Almirante
Guisse,
du
navire Rmac et du bateau vapeur Loa. En 1860, il participe
une conspiration contre le rgime autoritaire du prsident Ramn
Castilla. Le coup d'tat ayant chou, il est oblig de sexiler
au Chili jusqu'en 1863, date laquelle il rentre au Prou aprs
tre amnisti. Par la suite, il commence s'impliquer de plus en
plus dans les affaires politiques et les services publics. En 1864, il
est nomm Consul du Prou dans la rgion de Par au Brsil,
mais il abandonne ce poste au profit d'un court sjour en Europe.
C'est grce au succs de Tradiciones peruanas et son travail
intellectuel acharn que Palma devient une personnalit clbre
aussi bien au Prou que dans le monde d'expression espagnole. Il
fut membre de l'Acadmie royale espagnole, de l'Acadmie royale
d'histoire, de l'Acadmie pruvienne de la langue et il fut aussi
membre honorifique de la Socit hispanique de New York.

Nations (UN)
is
an intergovernmental
organization established on 24 October
1945 to promote international cooperation. A replacement for the
ineffective League
of
Nations,
the
organization
was
created
following
the Second World War to prevent another such conflict. At its
founding, the UN had 51 member states; there are now 193.
The UN Headquarters is situated in Manhattan, New York
City and enjoys extraterritoriality. Further main offices are
situated in Geneva, Nairobi and Vienna. The organization is
financed by assessed and voluntary contributions from its
member
states.
Its
objectives
include
maintaining
international peace and security, promoting human rights,
fostering social and economic development, protecting the
environment, and providing humanitarian aid in cases of
famine, natural disaster, and armed conflict.
The organization won the Nobel Peace Prize in 2001, and a
number of its officers and agencies have also been awarded
the prize. Other evaluations of the UN's effectiveness have
been mixed. Some commentators believe the organization to
be an important force for peace
and human development, while
others
have
called
the
organization ineffective, corrupt,
or biased.
