HOW DOES THE INSTITUTION ENSURE THAT PEOPLE KNOW ABOUT
ANY GENDER AND GBV INITIATIVES AND ACTIVITIES?

• Wide distribution of the municipal


acts (deliberation and Order)
realizing this policy

• Sensitization of the existing local


structures and peasant associations
to become partner permanent of the
Commune

• Adoption of the participative


approach in all the actions to put the
men and women in actor's position
( no observers)

ARE GENDER AND GBV CONCERNS AND RESPONSIBILITIES FOR BOTH
WOMEN AND MEN? HOW ARE THEY INVOLVED?

• The members of the executive, the councilors


and the staffs of the Commune, the committees
of villages, communities are conscious of the
role of the gender in the development
INSTITUTION

• The technical services (doctors, the Co. San.,


Mobilizing Social, the Community Agents of
Nutrition, the Gendarmes) cooperate since the
conception of the Action plan in the
implementation of the activities

• Every entity has its own responsibilities, but all


agree that the fight against the GBV and their
responsibilities are interactive

ARE THEIR DEDICATED RESOURCES, INCLUDING HUMAN AND FINANCIAL
RESOURCES FOR GENDER MAINSTREAMING?

• In the implementation of this policy, our


resources are especially human
INSTITUTION

• The municipal staffs at the central level


and of its dismemberments are acquired
at the idea of applying the equality of
the rights between men and women
• Side financial, the Commune planned in
its current budget a not rather
consequent sum (1 600 000 Ar = 900 $).

• This one does not constitute obstacle


because everybody are convinced

MONITORING AND EVALUATION
• Implementation of a local committee of
follow-up consisted of a member of council, a
member of committee of Fokontany ( village)
and a member of the Executive board

• Holding of a meeting of the local committee of

follow-up twice a month to verify together the


progress of the process and the degree of
commitment of every entity

• The project is made at the level of an


experimental Village, corrective measures can
be taken without questioning the adopted
Plan

• The project is in its phase of the beginning,


thus no correction is still necessary.

WHAT RESULTS HAVE BEEN ACHIEVED?
• Number of cases of known GBV (26 cases
declared to the GN), identified main causes,
being able to serve as elements of decision for
the Commune

• Policy on the gender formalized


• Campaign of effective information /

sensitization for 15 Fokontany


• Participation activates local entities ( 20 ),
existing associations ( 02 ) in this fight
• 01 producing feminine association of
strawberries become informally centers of
listening rustic

• Member women of this association taken as


references and respected (78)

• Effective participations of the women in the


debate and the decision-making during the
General assembly of communities

SUSTAINABILITY AND REPLICATION

• Sustainable practice: it appeals and tends


to give responsibilities the entities and
local associations

• The combination of the gender approach

with the promotion of the generative


activities of income allows to fight the
poverty which is an aspect connected to
the violence especially to the women

• This practice can be repeated by Rural


districts because she does not ask for
enormous financial means.

• It is enough to raise awareness and to


give responsibilities the entities and the
local structures

LESSONS LEARNED

• The formalization of policy relative to the


gender facilitate the implication and the
commitment of all the local structures

• The formalization and the support of the


INSTITUTION

local associations favor the will of its


members to become partners of the
Commune

• The so formalized and rested local


associations can play also the roles assigned
in the center of listening

• The generative activity of income for the


peasant associations allows to improve the
income for household, favoring the
autonomy of the women and contributes to
the respect for their dignity
