S’il échoit à Chicago l’honneur d’accueillir les Jeux de la XXXIème Olympiade, MOTIVATION, CONCEPT ET HERITAGE
les Jeux Olympiques de 2016 commenceront le vendredi 22 juillet et
prendront fin le dimanche 7 août. Les Jeux Paralympiques auront lieu du
jeudi 18 août au dimanche 28 août.
Le choix de ces dates est motivé par la volonté de proposer des conditions
météorologiques optimales aux athlètes et l’environnement le plus
confortable possible à la famille olympique, aux médias, aux sponsors,

Le concept développé par Chicago pour les Jeux Olympiques et pour
les Jeux Paralympiques, procurera aux athlètes et à chaque groupe
constitutif de la famille olympique le plus prodigieux des vécus, lors des

la promenade qui comporte les institutions culturelles, les installations

Games interwoven into the sustainable landscape of Chicago’s century-
old lakefront park system in a walking district that features the city’s
most impressive cultural institutions, sports facilities and entertainment
attractions. Chicago’s lakefront already draws more than 25 million people
CONCEPT to its annual sport and cultural festivals and is known as one of America’s
greatest urban celebration centers.
OF THE CITY African-American History, Millennium Park, the Shedd Aquarium, the
Adler Planetarium, the Chicago Children’s Museum and Navy Pier offer
an exceptional complement of attractions beyond the competition at the
Games—and are all fully and easily accessible, as is Michigan Avenue’s
“Magnificent Mile,” the center of the city’s shopping, dining, hotel and
entertainment district.
The Games will be staged in four centrally located venue clusters, all
within a 15 km radius of the Olympic Village—putting 91 percent of the
athletes just 15 minutes or less from their events. The Central Cluster,
which includes the Olympic Village, is located on the city’s downtown
lakefront. It offers athletes close proximity to 19 sport venues, exclusive
lakefront green space and the city’s vibrant cultural attractions. Adjacent
to the Village, McCormick Place will play host to 11 Olympic sports and
8 Paralympic sports plus the IBC/MPC in its spacious convention center.
This cluster is close to the primary hotel district, Olympic live sites, cultural
festivals and hospitality areas for sponsors.
The North and South Clusters maximize the use of Chicago’s expansive
lakefront park system. The Olympic Stadium at Washington Park will
revitalize a historic green space for the city and spur urban development
on the city’s South Side. The West Cluster primarily uses existing
infrastructure and creates a strong sports legacy in the new, state-of-
the-art Olympic Aquatics Center at Douglas Park—a significant addition
to the city’s effort to engage young minority athletes in Olympic and
Paralympic sport. Collectively, the North, South and West Clusters feature
eight venues.
LONG-TERM BENEFITS
Chicago’s candidature will serve as a powerful catalyst for the city to
expedite its long-term civic plans. Chicago is a leader in reforming public
schools, enhancing public-safety and security initiatives, providing
affordable housing in attractive and economically sound communities,
ensuring accessibility for all and fostering social, economic and
environmental sustainability. The bid’s emphasis on sustainability is
evidenced in Mayor Daley’s green-roof initiative, which has resulted in
37.2 hectares of green roofs and gardens in the city.

POLITICAL SUPPORT Chicago 2016, by taking advantage of its bidding partnership with the
USOC and Chicago’s strong intergovernmental relationships, has gained
the full and explicit support of each level of government relevant to the bid.

At the national level, the president of the United States has guaranteed
the federal government’s support in a letter that accompanies this
document. The U.S. Congress has also approved a joint resolution of the
House and Senate in support of the bid. All 21 of the U.S. senators and
GOVERNMENT/NOC/CITY SUPPORT representatives who serve the State of Illinois in Congress have pledged
their full support of the bid in the attached letters. In addition, the U.S.
Conference of Mayors, which represents communities in all 50 states
across the country, has expressed its full support of the bid.
FULL ENGAGEMENT
AND SUPPORT FROM At the regional level, the Midwestern Governors Association, representing
U.S. citizens in 12 states, has formally endorsed the Chicago bid.
GOVERNMENT
Locally, the City of Chicago and the State of Illinois are aligned and dedicated
to the success of Chicago 2016. Illinois Governor Rod Blagojevich, Speaker
of the House Michael J. Madigan and Majority Leader Senator Emil Jones
support the bid. Chicago 2016 also benefits from the bipartisan support
of the Illinois General Assembly, as evidenced by the unified endorsement
of the bid by minority leaders Senator Frank Watson and Representative
Tom Cross.
ELECTION DATES
The City of Chicago held its most recent municipal elections in February
and April of 2007. Mayor Richard M. Daley, who founded Chicago 2016
and whose vision for the Games continues to drive the bid, was reelected
to serve his fifth-consecutive term in office with 71 percent of the vote.
Mayor Daley now ranks as the longest-serving sitting mayor of any major
U.S. city.

organization under section 501(c)(3) of the U.S. Internal Revenue Code.

The Olympic and Paralympic Games Authorizing Ordinance, passed by
the Chicago City Council on 14 March 2007, designates and empowers
Chicago 2016 to represent the city in connection with the preparation,
submission and negotiation of its bid for the 2016 Olympic and Paralympic
BID COMMITTEE Games. This ordinance confirms the unwavering support of Mayor Daley
and the Chicago City Council for all of Chicago 2016’s efforts to date.

LEGISLATION NOUVELLE

POLITICAL SUPPORT OBSTACLES
There are no legal obstacles in the United States to organizing the
Olympic and Paralympic Games.

NEW LAWS
If elected to host the Games, the City of Chicago will seek additional
municipal and state legislation to control ambush marketing and to
establish price controls for hotels and similar businesses. Moreover, the
LEGAL ASPECTS Chicago bid will work with the Illinois U.S. congressional delegation to
enact any federal laws necessary to ensure the success of the Games.
THE GAMES AND The City of Chicago has signed a series of agreements that established
the obligation to respect the legal requirements of the Olympic Charter
PROMOTE SPORT and Host City Contract and that provided the legal framework for
organizing the Games. The Olympic and Paralympic Games Authorizing
Ordinance, which includeds a City Olympic Commitments Agreement,
was approved by the Chicago City Council on 14 March 2007. In addition,
the city established and executed intergovernmental agreements (IGAs)
with ten public partners involved in its plan to stage the Games. The city’s
Commitments Agreement and the IGAs cover the use of 22 of the 27
competition venues for the Games, in addition to the Olympic Village
and the IBC and MPC. The bid committee has obtained agreements for
an additional 3 venues and is in the process of formally documenting the
usage rights for the remaining 2 venues.
The City of Chicago approved USD 500 million in financial guarantees for
the Games, underwriting against any potential financial shortfall of the
OCOG. In addition, on 14 March 2007 the Chicago City Council approved
the appropriate real-estate zoning measures for the construction of the
Olympic Village.
REFERENDUM
No referendum is required to host the Games in either Chicago or the
United States.

A STRONG Chicago’s civic and business leaders have a strong record of uniting
TRADITION OF behind bold and innovative initiatives to finance cultural institutions and
infrastructure improvements that better the quality of life for all of the
PUBLIC–PRIVATE city’s residents. In the past decade alone, Chicago’s private sector has
PARTNERSHIPS contributed more than USD 1 billion to improve landmarks and institutions
such as the Lyric Opera House, the Art Institute, the Museum Campus and
the Chicago Public School system and to develop Millennium Park. In the
case of Millennium Park, the city’s gift to the new century, more than
85 donors each gave at least USD 1 million; the city raised more than
USD 200 million in private donations for the effort. The park attractions
include the spectacular Frank Gehry–designed Pritzker Pavilion, Anish
Kapoor’s Cloud Gate sculpture, Jaume Plensa’s Crown Fountain and the
Lurie Garden, designed by Kathryn Gustafson, Piet Oudolf and Robert
Israel.
The strong enthusiasm for Chicago’s bid and the Olympic Movement
is reflected in the significant funding commitments that have already
been made by major Chicago-based philanthropic foundations. These
commitments to support the Olympic ideals in our city are not contingent
on Chicago being selected as the 2016 Host City.

investments. Consistent with IOC guidelines, the OCOG will expend funds

analysis of the marketing programs of the past two Olympic Games held
in the United States (Atlanta in 1996 and Salt Lake City in 2002), and
DEEP ECONOMIC macro- and microeconomic trends.
TICKET SALES
Chicago 2016 estimates revenue of USD 705 million from ticket sales.
This estimate is based on an analysis of past Olympic Games, other major
international sporting events and the traditional ticket sales patterns of
major sports and entertainment events in Chicago and North America
against the competition schedule, venue capacities and seat kills. To
maximize attendance, the average ticket price for competition events
is less than USD 75, with almost 45 percent of available tickets priced
less than USD 50. As part of Chicago’s youth outreach, approximately
500,000 tickets will be set aside for children.
MISCELLANEOUS REVENUES
Other revenues, estimated at USD 222 million, consist of private donations,
government contributions, asset disposal and miscellaneous items.
Government contributions reflect anticipated cost recovery, primarily
from the U.S. federal government, for enhancements to the spectator
transport network and security operations under the NSSE designation.

VENUES Chicago’s plan for the Games is founded on providing athletes with the
best facilities and services while leaving an appropriate fiscal, social
and environmental legacy. The plan gives priority to the use of existing
facilities, and new construction is limited to those structures justified

by significant community needs and long-term commercial viability.
Temporary venues will meet the demanding requirements of the sports
they serve. The plan’s overall sustainability is reflected in the fact that
81 percent of the venues—22 of 27—are existing or temporary.
COMPETITION VENUES
The plan’s 11 existing sports venues, none of which will require permanent
work, will play host to 14 sports. Five new structures and 11 temporary

are large enough to house Olympic compounds and operations within

Chicago already has some of the world’s premier sports and multipurpose
facilities. Located adjacent to the Olympic Village, McCormick Place, the
third-largest convention center in the world, has the capacity to host
11 Olympic and 8 Paralympic sports in three of its four buildings—and
still accommodate the IBC/MPC. Soldier Field and the United Center
are modern competition venues requiring minimal modifications to
host Olympic events such as football, gymnastics and basketball. The
UIC Pavilion has already served as the site for the largest world boxing
championships in history.
The five new venues will leave a powerful and sustainable sports legacy,
and all of these facilities will be accessible to athletes with disabilities. The
Lakefront Rowing Course creates a signature venue to showcase rowing,
canoeing and kayaking. Post-Games, it will be converted to include an
expanded public recreational boating marina, capable of reverting to a
competition venue should Chicago host future international events. The
new, state-of-the-art Olympic Aquatics Center at Douglas Park, one of the
plan’s signature venues, will become a regional and national competition
center and provide the city’s minority communities with increased access
to swimming facilities. The Olympic Slalom Course at Lincoln Park will
offer city residents the opportunity to engage in kayaking in a convenient,
urban setting.

The four clusters are all within a radius of just 15 km, each only a short
drive from the other. Through the placement of the four clusters, the
energy of the Games would be fueled by the spirit of Chicago’s 77 diverse
and distinct neighborhoods, contributing to an Olympic and Paralympic
Games that will be unforgettable for every athlete, guest and resident.
The other three clusters surround downtown to the South, North and
West. The South Cluster features two venues, including the dynamic yet
responsible design of the Olympic Stadium in Washington Park, just 5 km
south of the Village. The North Cluster, which occupies the waterfront park
system just above the downtown area, includes three venues only 8.8 km
from the Village. The West Cluster, approximately 5.4 km from the Village,
has three venues, including the new Olympic Aquatics Center at Douglas
Park. Other than the football preliminaries (which are planned for stadiums
in the region but may move to stadiums across the country), the remaining
suburban venues for road and mountain cycling, equestrian, and shooting
events are within 32 km, 84 km and 90 km of the Village, respectively.

of whether Chicago is selected as the Host City for the 2016 Games.
ALTERNATE ACCOMMODATIONS
If the preliminary football games move outside the city, appropriate and
secure accommodations will be provided for all athletes and team officials
in hotels or qualified facilities located near the venues. Service levels at
these satellite villages will be comparable to the Olympic Village.

for each price segmentation category closely approximate the star rating
system. STR’s system has been endorsed and verified by the Chicago

There are nearly 700 hotels and 101,000 rooms in the Chicago area, 90,000
of which are within 50 km of the Games center. The central business
district—with its concentration of superb restaurants, shopping and cultural
attractions—has more than 30,000 rooms, all within a 10 km radius and just
minutes from the Central Cluster, the Olympic Village and the IBC/MPC.

The five-star Chicago Hilton and Towers will serve as the official media
hotel, with more than 1,300 rooms and 21,700 m2 of meeting, banquet
MEDIA ACCOMMODATIONS and exhibit space that can be dedicated to broadcaster hospitality. An
additional 650 rooms will be reserved for media at the 900-room five-
star Hyatt Regency McCormick Place Hotel, connected by a skywalk to

TRANSPORT Chicago is one of the world’s major transportation hubs. Its extensive
transport network links the world’s airports, the major U.S. interstate
highways, broad urban arteries, suburban rail, subway and elevated train
lines and bus routes to every neighborhood and district in the city and

region. Each day more than 5 million vehicles move through the region’s
6,117 km of motorways and urban arterials. Rail lines (957 km in all) and
buses combine to transport 1.6 million riders each day. During the Games,
this system—particularly the transit lines—will serve as the backbone for
TRANSPORT INFRASTRUCTURE transporting spectators, the workforce and volunteers to the venues:
Chicago’s mass-transit system serves each of the venues in the plan’s
four main clusters. A network of underground roads (a total of 8 km)

PLANNED DEVELOPMENTS
The Chicago metropolitan area spends more than USD 2 billion annually
to maintain and improve its transportation network. It expects to spend
approximately USD 27 billion on highway and transit projects through
2016. Chicago has received funding for the study of approximately USD 8
billion in projects, ranging from the creation of the STAR rail line and the
Circle Line to lane additions on the region’s highways, that will improve the
region’s rail and transit lines and expand their capacity. These projects, if
financed, will upgrade the transportation infrastructure in Chicago, further
enhancing transport at the Games. The region anticipates substantial
federal investments for systemwide improvements from now to 2016. The
transport charts indicate the nature of these planned improvements.

TRANSPORT The Chicago 2016 Games plan used transportation to the venues as
a critical selection factor. The city-based venues are all either on or
very near existing public transportation, particularly rail transit. While
Chicago’s transit infrastructure is substantial, it does require maintenance,

upgrades and some periodic expansion and improvements. Chicago has
already received funding to study numerous projects for transportation
improvements in the Chicago area. The implementation of several of these
projects would significantly improve the city’s transportation system and
TRANSPORT CHALLENGES inevitably benefit Chicago 2016’s transportation plan for the Games.

Olympic guests to experience all that Chicago has to offer with ease.
The Olympic Village’s central location will make the 2016 Games very
athlete friendly. Thirty percent of competitors will be within walking
DISTANCES AND JOURNEY TIMES distance of their competition venues (though shuttles will be available),
and 91 percent will be less than 15 minutes from their events. The Village’s
orientation will also provide quick and easy access to all major roadways
A COMPACT AND required to reach the outlying venues.
Chicago’s plan for the 2016 Games will also be exceptionally convenient
for the media. The IBC/MPC will be located in McCormick Place (directly
adjacent to the Village), providing all media with proximity to competition
venues. In fact, the 11 Olympic and 8 Paralympic sports staged in McCormick
Place will be within walking distance. Furthermore, the IBC/MPC is linked
to the main media hotel area by multiple routes, including a dedicated
busway. Travel times between the main media accommodations and the
IBC/MPC will be ten minutes or less.
The Olympic Stadium will be at most a 14-minute drive from the Village
and the IBC/MPC under normal traffic conditions and within 15 to 20
minutes of the main hotel areas. Dedicated Olympic lanes will reduce
travel times further.

primary jurisdiction are coordinated under the legislated authority of

For the Games, the core of the public-safety force will be drawn from the

surrounding cities and supplemented by a law enforcement volunteer
force (patterned after the successful model Salt Lake City deployed in
2002), as well as military personnel from the Department of Defense.
The resources of the Chicago Fire Department and the city’s various
emergency response teams will also be integrated into the effort.
NEW LAWS
Chicago, in conjunction with county and state governments, has a proven
track record of implementing new legislation, as well as amending existing
laws, to increase the effectiveness and efficiency of security measures,
emergency preparedness and emergency response as needed.

have commissioned focus groups and quantitative research, and the
results have been highly positive.

In April 2007 the USOC hired Zogby International to assess the public’s
enthusiasm for the Chicago bid. The poll asked these specific questions:
“How aware are you that Chicago is bidding to bring the Summer Olympic
and Paralympic Games to Chicago in 2016?” and “Do you strongly
PUBLIC OPINION support, somewhat support, somewhat oppose or strongly oppose
having the Summer Olympic and Paralympic Games come to Chicago?”
The results showed that 92 percent of the public were aware of the bid
WIDESPREAD, and 76 percent supported it.*
OVERWHELMING The USOC poll confirmed the results of two previous polls commissioned
SUPPORT FOR by Chicago 2016. In June 2006 Peter D. Hart Research Associates, a

606 adult residents in Chicago and its surrounding counties. In response
to the question, “Do you support or oppose Chicago hosting the Summer

good host city for the Summer Olympics or do you not think so?” drew a
positive response from 87 percent of those surveyed.**

There is no organized opposition to the bid. Chicago 2016 is engaged

to Chicago, the bid committee continues to work with each of them to
find solutions to the issues they have raised.

The sold-out 1994 FIFA World Cup’s opening match drew 60,000 fans

the 1999 FIFA Women’s World Cup games were played in front of capacity
crowds in Chicago. Similarly, the highly successful 2007 AIBA World
Boxing Championships not only demonstrated Chicago’s commitment to
international Olympic sport but also sent a strong message about how
