The intending tenderers shall have to furnish proof of their pre-qualification and experience along with the
Part-I (Techno-commercial Bid). इ�ु क िनिवदाकारों को भाग- I (तकनीकी-वािण��क बोली) के साथ अपनी पूव�-

Minimum Rs. 31.58 lakhs.
The annual turnover of the Tenderers during any of the preceding three
financial years from the date of NIT publication.

In case the NIT publication date is within 06 (six) months from close date
of preceding financial /accounting year, the bidder can submit the
balance sheets of any of the previous three years (excluding the
immediate preceding year), if the balance sheet of immediate preceding
year is not available.
Proof of ATO shall be submitted in the form of Audited Balance Sheet and profit & loss account, signed and stamped by the chartered Account and by the
owner of the firm. The balancesheet should have the membership No of CA. As per ICAI direction, all Certificates/Audited Account signed by a Chartered
Accountant must have UDIN as per details below:
1. All Certificates with effect from 1st February, 2019
2. GST and Income Tax Audit with effect from 1st April, 2019
3. All Audit and Assurance Functions with effect from 1st July, 2019
Any audited account signed by Chartered Accountant on or after such date without UDIN will not be acceptable

In case of ARC jobs PQC (more than one-year duration) is set on annualised estimate basis, evaluation for experience criteria shall also be based on
annualized value of work order or annualized executed value, whichever is higher and submitted by the bidder. E.g. If any WO/ARC has been completed in
more than one year i.e. in 15 month or 18 months or 24 months or higher for the total executed value, say X., then the annulaised value shall be calculated
by dividing total executed value/awarded value to the period of contract i.e. X divide by 15 month or 18 months or 24 months or higher, as applicable, for
ARC jobs (more than one year duration).
Similar nature shall be defined as

15. General
Bidder to note the following before bidding:
i) Offer from following types of bidder will not be accepted
a) Who are in the Holiday / Negative list of IOCL or its Administrative Ministry,
MoPNG.
b) Who are under liquidation, court receivership or similar proceedings.
c) Consultant or their subsidiary Company or companies under the
management of consultant for execution of the same project for which they
are working as consultant.
d) Bidder(s) who are undergoing insolvency resolution process or liquidation or
bankruptcy proceeding under Insolvency and Bankruptcy Code, 2016
(Code).
e) Bidder(s) whose insolvency resolution process or liquidation or bankruptcy
proceeding is initiated under the Code at any stage of evaluation of the bid.”
ii) Offer from Joint Bidders / Consortium will not be acceptable unless stated
otherwise elsewhere in the tender document.
iii) The subject work is indivisible and shall be awarded to single successful
bidder unless stated otherwise elsewhere in the tender document.
iv) Experience of only the bidding entity shall be considered. A work executed by a
bidder for its own plant/projects shall not be considered as experience for the
purpose of meeting requirement of experience criteria of the tender. However,
jobs executed for Subsidiary / Fellow Subsidiary / Holding company will be
considered as experience for the purpose of meeting experience criteria subject
to submission of tax paid invoice(s) duly certified by Statutory auditor of the
bidder towards payments of statutory tax in support of the job executed for
Subsidiary / Fellow Subsidiary /Holding company. Such bidders shall submit
these documents in addition to the documents specified in the PQ Documents to
meet Experience Criteria.
v) Detail work order qualifying for similar in nature as described including covering
letter and schedule of rates and completion certificate containing executed value
of similar nature of work as defined above shall be required. Where the
executed value is not mentioned in the completion certificate, the copy of
certified bill shall also be acceptable for determining value if submitted along
with completion certificate.
vi) In case of Sub contract works, the bidder is also required to submit a Certificate
from the end user / Owner / Consultant of the Owner stating that the main
contractor has intimated them about the engagement of sub-contracting OR
have been allowed/ permitted as a sub-contractor.
vii) The offers with incomplete /irrelevant documents or anomalies are liable to be
rejected without any communication. Hence, bidders are advised to take utmost
care while uploading their prequalification documents.
viii) In case of Rate Contracts, which are running under extension after original
contractual completion period, suitable document (certified by "WO issuing
company" / Engineer-In-Charge) indicating executed value up to the
original/extended completion period along with extension letter will be treated as
proof of successful completion of work.

(ग) सलाहकार अथवा उनकी सहायक कंपनी जो की उसी प्रोजे � म� िजसम� िक

(घ) जो िक इनसो��यसी एं ड ब� करपट् सी कोड 2016 के तहत इनसो��◌ोसी
रे सो�ू शन अथवा िल��डे शन अथवा ब� करपट् सी की प्रिक्रया से गु ज़र रहे हों।
(ङ) जो िक बोली मू�ां कन के िकसी भी पड़ाव पर इनसोलवनसी रे सो�ू शन या
िल��डे शन या ब� करपट् सी की प्रिक्रया कोड के तहत शु � हो गयी हो
ii) संयु� बोिलकता� ओं या को�ोिट� यम की बोली �ीकार नहीं की जाएगी जब
तक िक ट� डर द�ावेज़ों म� कहीं और इसके िवपरीत िज़क्र न िकया गया हो।
iii) यह काय� अिवभा� है और िकसी एक सफल बोलीकता� को ही पु र�ृत
िकया जाएगा जब तक की ट� डर द�ावे ज़ों म� कही ं और इसके िवपरीत
िज़क्र न िकया गया हो।
iv) केवल बोिलकता� का ही अनु भव माना जाएगा। अपने ही �ां ट अथवा प्रोजे �
म� िकए �ये काय� को अनु भव मानक की पूित� के िलए �ीकार नहीं िकया
जाएगा। लेिकन िकसी सहायक अथवा हो��ं ग कंपनी के िलए िकया �आ
काय� �ीकाय� होगा बशत� टै � इ�ाइस जो की वैधािनक ऑिडटर �ारा
स�ािपत हो, बोली के साथ जमा िकया गया हो।
v) िव�ा�रत काय� आदे श जो िक ऊपर विण� त “इसी प्रकार के काय� ” की �ा�ा
से िमलता �आ हो , जमा िकया जाना चािहए। काय� आदे श के साथ “दरों की
सूची” और पूण�ता प्रमाण पत्र, जोिक, “इसी प्रकार” के िकए �ये काय� का मू�
दशा� ता �आ हो, भी जमा करना आव�क है । जहां कहीं भी पूण�ता प्रमाण पत्र
“इसी प्रकार” के िकए �ये काय� का मू� न दशा� ता हो , यिद वहाँ पूण�ता प्रमाण
पत्र के साथ स�ािपत िबल भी जमा िकया जाये तो वो भी “इसी प्रकार” के
िकए �ये काय� का मू� जानने की िलए �ीकाय� होगा।
vi) सब-कां ट�ै� के मामलों म� , बोिलकता� को एं ड यू सर/मािलक/मािलक के
सलहकार से जारी िकया �आ प्रमाण पत्र भी जमा करना होगा िजसमे िक यह
िलखा हो िक उ�� मु� कोंट�े�र ने सब-कां ट�ै� िक जानकारी दी थी अथवा
उ�� इस बात िक मंजूरी प्रदान की गयी थी।
vii) ऐसे प्र�ाव जोिक अधूरे हों या िजनम� िक असंगत द�ावेज़ लगे हों या
िजनम� िकसी भी प्रकार की कोई िवसंगित हो , को िबना िकसी सूचना के
अ�ीकार िकया जा सकता है । इसिलए बोिलकता� ओं को यह सलाह दी जाती
है िक बोली जमा करते �ये सावधानी बरत�।
viii) रे ट कां ट�ै� के मामलों म� , िजनकी समयाविध मूल अविध से आगे बढ़ा दी गयी
हो और जो अभी भी चल रहे हों को सफलतापूव�क पूण� माना जाएगा यिद मूल
अविध तक िकए �ये काय� का मू� और समयाविध बढ़ाने का पत्र जमा िकया
जाता है ।
नोट: �ूं िक ARC काय� के पी�ू सी मानक की गणना वािष� क आधार पर की जाती

ix) In case of foreign bidders, if the value indicated is in currency other than USD
the same shall be converted in equivalent USD considering the conversion rate
as on the date of issue of the reference order(s) based on SBI bill selling rate.
x) Relevant supporting documents towards other requirements specified are also
to be uploaded along with Techno-commercial bid failing which bid is liable for
rejection.
xi) The completion certificate, submitted by the bidder shall separately indicate the
Service Tax/GST amount included in the value of completed job OR a separate
certificate from the respective client, mentioning the Service Tax/GST amount ,
if any, included in the value of completed job under consideration should be
submitted by the bidder.
xii) Bidder to note that the amount considered for meeting the experience criteria of
PQC shall be exclusive of Service Tax/GST. In case the value of job submitted
by the bidder does not have clarity with regard to inclusion/exclusion of Service
tax/GST, the amount appearing in the certificate shall be considered exclusive
of tax and shall be evaluated accordingly.
xiii) IOCL reserves the right to reject any or all of the tenders or any parts of the
tender so received and may cancel the tender in part or full, extend the due date
of Tender submission etc. without assigning any reason.
xiv) IOCL will allow Purchase Preference to MSE as per applicable guidelines.
xv) Bidders are to quote their most competitive rates. Negotiations will not be
conducted with the bidders as a matter of routine. However, Owner reserves the
right to conduct negotiations.
xvi) Legal dispute, if any, shall only be within the jurisdiction of Local Court unless
mentioned otherwise.
xvii) All communication will be made through e-Tendering web site
(https://iocletenders.nic.in). However, IOCL reserve the right to take cognizance
of the communication made outside e-Tendering Portal under exceptional
circumstances.
xviii) Bidder cannot make any claim against IOCL towards its expense incurred in
connection with the preparation and delivery of their bids, site visit, participating
in the discussion and other expenses incurred during bidding process.
xix) Bidder should make sure that their priced bid (Part-II/BOQ) contain only prices.
Rates mentioned elsewhere shall not be taken into cognizance. Offer shall be
liable for rejection if any condition directly or implied, recorded in Priced Bid
(Part-II/BOQ).
xx) Submission of authentic documents is the prime responsibility of the bidder.
Wherever IOCL has concern or apprehension regarding the authenticity/
correctness of any document, IOCL reserves the right to get the documents
verified from issuing authority/any relevant source. If documents (part or full) are
found forged, such offers will be summarily rejected and EMD will be forfeited
and may be debarred from future tenders.
xxi) After opening of the technical bids but before the opening of the price bids, the
bids may be rejected for unsatisfactory performance or adverse comments
which have come to the notice after the issue of the tender enquiry.
xxii) Offers not meeting statutory requirement are liable for rejection.
xxiii) Bidders are advised to visit Announcement section/ Information for DSC/
Bidders Manual Kit/ FAQ of e-Tender Portal before bidding.
xxiv) Notwithstanding any other condition /provision in the tender documents, bidders
are required to submit complete documents pertaining to PQC along with their
offer. Failure to meet the PQC will render the bid to be summarily rejected. IOC
reserves the right to complete the evaluation based on the details furnished by
the bidder, with or without seeking any additional supporting documents /
clarifications. Notwithstanding any other provision mentioned elsewhere in the
tender document that may contradict the above clause, this clause shall
supersede its applicability in all respects. No claim on contradiction or ambiguity
on whatsoever ground shall be entertained.
xxv) Refer ITB of the tender document/Special instruction to bidder
(SITB)/Supplementary instruction to tenderers of e-tender web site for more
details.
xxvi) Any Addendum/Corrigendum/Sale date extension in respect of above Tender
shall be issued on our website: https://iocletenders.nic.in only and no separate
notification shall be issued in the press. Bidders are therefore requested to
regularly visit our website to keep themselves updated. Failure of Bidder to
submit tender without taking cognizance of Corrigendum / Amendment (if any)
issued by IOCL shall make bid liable for rejection.

मुद्रा म� है तो , उसे USD म� प�रवित�त िकया जाएगा और िफर बोली का
मू�ां कन िकया जाएगा। इस प�रवत�न के िलए काय� आदे श जारी िकए जाने
की ितिथ पर SBI िबल सेिलंग रे ट को आधार माना जाएगा।
x) संब��त अ� सहायक द�ावेज़ भी जमा करना आव�क है अ�था बोली
को अ�ीकार िकया जा सकता है ।
xi) बोली कता� �ारा जमा िकए गए पूण�ता प्रमाण पत्र म� सिव�स टै �/ जीएसटी का
मू� अलग से दशा� या होना चािहए अथवा ग्राहक �ारा जारी िकया गया कोई
और प्रमाण पत्र िजसमे की सिव�स टै �/जीएसटी का मू� दशा� या गया हो
बोली कता� �ारा जमा िकया जाना चािहए।
xii) बोली कता� इस बात पर �ान द� की पी�ू सी मानक के िव�� मू�ां कन के
िलए ली जाने वाली रािश सिव�स टै �/जीएसटी के अन� होनी चािहए। यिद
पूण� िकए गए काय� का मू� का प्रमाण यह नहीं दशा� ता है िक इस रािश म�
सिव�स टै �/जीएसटी स��िल� है या नहीं तो इस रािश को िबना सिव�स
टै �/जीएसटी के माना जाएगा और इसी आधार पर मू�ां कन िकया जाएगा।
xiii) IOCL के पास इस बात का पूण� अिधकार है की सभी बोिलयों को या कुछ
बोिलयों को अ�ीकार कर दे , िबना कोई कारण बताए स�ू ण� या आं िशक
�प से यह िनिवदा र� कर दे , बोली जमा करने िक ितिथ म� प�रवत�न कर दे
इ�ािद।
xiv) IOCL मौजू दा िदशािनद� शों के अनु �प MSE को खरीद म� तरजीह दे गी।
xv) बोिलकता� ओं को सलाह दी जाती है िक वो अपनी सबसे प्रित�ाधा� �क बोली
लगाएँ । आमतौर पर बोिलकता� ओं से मू� को लेकर कोई बै ठक नहीं की
जाएगी परं तु IOCL मू� को लेकर बै ठक करने का अिधकार रखता है ।
xvi) कोई भी कानू नी िववाद , स्थानीय कोट� के अिधकार �े त्र म� आएगा जब तक
की कहीं इसके िवपरीत उ�ेख न िकया गया हो।
xvii) सभी संवाद केवल ई-टे �े�रं ग पोट� ल के ज़�रये िकए जाएं गे । हालां िक IOCL
के पास इस बात का पूरा अिधकार रहे गा िक वो असाधारण प�र�स्थितयों म� ,
िकसी और मा�म से िकए गए संवाद को भी सं�ान म� ले।
xviii) बोली जमा करने की प्रिक्रया म� होने वाले खच� जै से की साइट िविसट , बोली
जमा करने का खचा� इ�ािद के संदभ� म� बोलीकता� आईओसीएल के िव��
कोई दावा नहीं कर सकता।
xix) बोिलकता� इस बात का िवशे ष �ान द� िक मू� बोली ( BOQ) म� केवल मू�
हो और कुछ नहीं। कहीं भी और िलखे �ये मू� को सं�ान म� नहीं िलया
जाएगा। यिद मू� बोली म� कोई और शत� डाली गयी तो बोली को अ�ीकार
िकया जा सकता है ।
xx) प्रामािणक द�ावेज़ों को जमा करने की प्रमुख िज़�ेदारी बोली कता� की है ।
जहां कहीं भी िकसी भी द�ावेज को लेकर शं का होगी , आईओसीएल के पास
इसका अिधकार होगा िक वो जारी करने वाली प्रािधकरण अथवा िकसी भी
अ� संब��त स्रोत से इसका स�ापन करवाये ।
xxi) तकनीकी बोिलयाँ के खु लने परं तु मू� बोली के खु लने से पहले , िकसी भी
बोली को असंतोषजनक प्रदश� न या िकसी िवपरीत िट�णी , जो की ट� डर जारी
करने के बाद प्रकाश म� आई हो, की वजह से अ�ीकार िकया जा सकता है ।
xxii) ऐसी बोिलयाँ जोिक वैधािनक ज�रतों को पूरा न कर रही हों को अ�ीकार
िकया जा सकता है ।
xxiii) बोिलकता� ओं को सलाह दी जाती है िक बोली करने से पहले

xxiv) ट� डर म� िदये गए िकसी और प्रावधान के बावजू द , बोिलकता� ओं को स�ू ण�
�प से पी�ू सी से संब��त सारे द�ावेज़ बोली के साथ ही जमा करना
अिनवाय� है । ऐसा न करने की ��थी म� बोली को तुरंत अ�ीकार िकया जा
सकता है । हालां िक आईओसीएल के पास इसका पूरा अिधकार है की वो
बोली का मू�ां कन िकसी अ� सहयोगी द�ावेज़ के साथ या उसके िबना ही
कर ले। ट� डर म� िदये गए िकसी और प्रावधान के बावजू द यह प्रावधान
सव�प�र होगा। इस मामले म� कोई भी मतभे द �ीकाय� नहीं होगा।
xxv) �ादा जानकारी के िलए ITB of the tender document/Special
instruction to bidder (SITB)/Supplementary instruction to
tenderers दे ख�।
xxvi) कोई भी प�रिश�/शु �� पत्र/िबक्री समयाविध म� बढ़ोतरी की जानकारी केवल
हमारी वेबसाइट https://iocletenders.nic.in पर जारी की जाएगी एवं प्रेस
म� इसकी कोई भी अलग से जानकारी नहीं दी जाएगी। इसिलए बोिलकता� ओं
को सलाह दी जाती है िक वे िनयिमत �प से हमारी वेबसाइट दे खते रह� ।
प�रिश�/शु �� पत्र को िबना सं�ान म� िलए , बोली जमा करने पर , बोली को
अ�ीकार िकया जा सकता है ।

obtained from any other source. Bidders are advised to visit above mentioned
website before submitting their offer for official version of the tender document
including any corrigendum / amendment if any, which shall be binding to the
bidder.
xxviii) If the documentary evidence of executed value is submitted by the bidder along
with his bid then the work order value or executed value, whichever is higher,
shall be considered for meeting PQC requirement and his offer will be evaluated
accordingly. If no documentary evidence is submitted by the bidder for the
completion value then his offer will be considered on the basis of the work order
value of successfully completed work and no further query in this regard will be

xxix) For experience purpose (1/2/3 Work Order) the Work Order with completion
date within last five years (irrespective of work order issue date and date of
commencement) shall be acceptable.

Though IOCL may respond to clarifications sought after “Clarification Period”,

respond to clarifications sought by the bidders after the scheduled “Clarification
Period”.

xxxiv) Earnest Money Deposit: (Refer NIT Clause-9)

Draft / Banker’s cheque, Swift Transfer will be accepted only from Foreign
bidders.
b) Tenders without Earnest Money are liable to be rejected. However, MSE with
Udyam Registration Certificate / Start up recognised by DIPP, Central/State
PSU and JVs/ Subsidiary companies of IOCL are exempted from submission of
EMD. Bidder claiming such exemption need to submit necessary documentary
proof of their eligibility along with their techno-commercial bid. The certificate
must be valid on the original bid submission date. In absence of same their offer
are liable for rejection.
c) Suo-motto submission of MSE certificate after the due date of bid submission
will not be considered for EMD exemption / Price preference.
d) BG in prescribed format from a scheduled bank is acceptable provided EMD
amount is not less than Rupees One Lac.
e) Wherever applicable, scanned copy of EMD Instrument (i.e. Bank Guarantee /
MSEs certificate etc.) must be uploaded along with offer & original of Bank

xxviii) यिद बोली कता� अपनी बोली के साथ िकए �ये काय� के मू� का
प्रमाण प्र�ुत करता है तो , काय� आदे श और िकए �ये काय� के मू� म� से जो
भी �ादा हो , उसे पी�ू सी मानक की पूित� के िलए माना जाएगा और बोली
का मू�ां कन इसी के तहत िकया जाएगा। यिद िकए �ये काय� के मू� का
प्रमाण बोिलकता� जमा नहीं करता है तो उसकी बोली का मू�ां कान
सफलतापूव�क िकए �ये काय� आदे श के मू� के िहसाब से िकया जाएगा और
इस िवषय म� बोली कता� से कोई भी प्र� नहीं िकया जाएगा। हालां िक काय�
पूित� का प्रमाण पत्र जमा करना आव�क होगा।
xxix) अनु भव के िलए (1/2/3 काय� आदे श), ऐसे काय� जोिक िवगत पाँ च वष� म� पूण�
िकए गए हों, �ीकाय� होंगे।
बोली कता� यह दावा करता है िक पूरे िकए �ए काय� के आधार पर वह
पी�ू सी मानक को पूण� करता है तो यह बोिलकता� िक िज़�ेदारी होगी िक
पूरे िकए �ये काय� का प्रमाण बोली के साथ जमा करे ।
xxxi) िवदे शी बोली कता� ओं को घरे लू ट� डर म� भाग लेने की अनु मित नहीं है ।
xxxii) के दौरान ईमेल पर भे जे जाने वाले ��ीकरण के "��ीकरण अविध"
िलए प्र�। हालां िकIOCL "��ीकरण अविध के बाद मां गी "गई ��ीकरणों
का जवाब दे सकता है , IOCL बोली जमा करने की तारीख बढ़ाने या िनधा� �रत
के बाद " ��ीकरण अविध"बोलीदाता �ारा मां गी गई ��ीकरणों का जवाब
दे ने के िलए बा� नहीं होगा।
पंजीकृत होना आव�क है और PO / WO जारी करने से पहले GeM से
अि�तीय GeM िवक्रेता आईडी प्रा� करना होगा ।
xxxiv) ईएमडी (एनआईटी �ॉज -9 दे ख�)
िडमां ड ड�ा�/ ब� कस� चे क , ��� ट� ा�फर केवल िवदे शी बोली कता� ओं से
ही �ीकार िकए जाएँ गे ।
ख) िबना ईएमडी की बोिलयाँ अ�ीकार की जा सकती ह� । हालां िक Udyam
पंजीकरण प्रमाणपत्र के साथ MSE / DIPP �ारा मा�ता प्रा� �ाट� -अप ,
के�ीय/रा� PSU और JVs/ आईओसीएल की सहयोगी कंपिनयों को
ईएमडी की छूट है । ऐसे EMD की छूट का दावा करने वाले बोिलकता� ओं को
अपने दावे के समथ� न म� अपनी बोली के साथ आव�क प्रमाण दे ना होगा।
यह प्रमाण मूल बोली जमा करने की ितिथ को मा� होना चािहए। ऐसा न
करने पर बोली को अ�ीकार िकया जा सकता है ।
ग) बोली जमा करने की आ�खरी ितिथ के बाद MSE प्रमाण पत्र यिद जमा िकया
जाता है तो वो �ीकाय� नहीं होगा।
घ) िनधा� �रत प्रा�प म� जमा िकया गया BG �ीकाय� होगा बशत� ईएमडी की
रािश कम से कम एक लाख �पये हो।

चािहए।
बोलीदाता वत�मान आिधका�रक संचार िववरण (नाम , पदनाम, पता, आिधका�रक
ईमेल आईडी, काया� लय ल�डलाइन या मोबाईल नं बर और काय� आदे श क्रम / पूण�ता
प्रमाण पत्र प्रदान करे गा जो अनु भव क्रेड� िशयल (एनआईटी �ॉज 10.2 म�
उ���खत है ) के �खलाफ प्र�ुत द�ावेजों के िलए प्रािधकारी जारी करता है ।
