L’Institut français du Cambodge est un service de l’Ambassade de France au Royaume du Cambodge

et relève à ce titre du ministère de l’Europe et des affaires étrangères. Il appartient au réseau
mondial des Instituts français. L’IFC est chargé de promouvoir la coopération dans les domaines
artistiques et culturels, de l’enseignement des langues et les certifications de français. Il promeut en
ce sens la culture et les échanges entre la France et le Cambodge.

The French Institute of Cambodia is a department of the French Embassy in the Kingdom of
Cambodia and as such falls under the Ministry of Europe and Foreign Affairs. It belongs to the
worldwide network of French Institutes. The IFC is responsible for promoting cooperation in the
artistic and cultural fields, language teaching and French language certification. In this sense, it
promotes culture and exchanges between France and Cambodia.

L’Institut propose des cours de français aux enfants, étudiants, professionnels, organisations
internationales. Il est accrédité pour faire passer et délivrer des certifications internationales comme
le DELF, DALF, TCF…

The Institute offers French courses to children, students, professionals and international
organisations. It is accredited to deliver international certifications such as DELF, DALF, TCF...

L’IFC BB est principalement composé d’un Centre de Langues et d’une Médiathèque à disposition
des élèves et usagers. Depuis plusieurs années, l’IFC BB travaille à la mise en place d’une
programmation culturelle à destination des publics, notamment au travers d’une programmation
cinématographique, d'intervenants ou de partenariat avec les institutions locales.

The IFC BB is mainly composed of a Language Centre and a Media Library available to students and
users. For several years, the IFC BB has been working on setting up a cultural programme for the
public, particularly through a film programme, speakers and partnerships with local institutions.

Le Lycée Samdach Ouv est l’un des principaux ensembles scolaires publics de la ville de Battambang.
Son rôle et son influence dans l’éducation des plus jeunes générations est primordial.
The Samdach Ouv High School is one of the main public school complexes in the city of Battambang.
Its role and influence in the education of the younger generations is essential.

Dans cette logique d’ouverture, le lycée propose des cours de français dès la première année de
collège afin de leur permettre de maîtriser la langue et de passer leurs niveaux de certification.

In this logic of openness, the high school offers French courses from the 1 st year of the junior high
school to students to enable them to master the language and pass their certification levels.

Considérant leurs souhaits d'établir une coopération sur le long terme dans les domaines culturels et
éducatifs.

Considering their common desire to establish long-term cooperative actions, particularly in the
cultural and educational fields.

Il est convenu ce qui suit :

It is agreed and decided as follows:

Article 1 : Durée de la convention

Article 1 : duration of the agreement

Cette convention prend effet à compter de sa signature jusqu’à la fin de l’année en cours.

This agreement takes effect from its signature until the end of the present year.

Article 2 : Objectif du partenariat

Article 2: Purpose of the partnership

Par cette convention, l’IFC s’engage à promouvoir la langue française et à intervenir dans les classes
de français du lycée Samdach Ouv afin de :

Through this agreement, the IFC undertakes to promote the French language and to provide
assistance to the classes of the Samdach Ouv high school in order to :
 ● Favoriser l’ouverture d’esprit des élèves
● Encouraging open-mindedness of students
● Apporter une culture langagière
● Provide a language culture
● Apporter une culture d’observation
● provide a culture of observation
● Travailler et enrichir l’imaginaire
● Working on and enriching the imagination
● Améliorer l’écoute du français
● Improving listening skills in French
● Approfondir les connaissances en français
● Improve French language skills
● Donner aux élèves l’envie de lire et d’écrire le français
● Encouraging students to read and write French

Article 3 : Modification de la déclaration d’intention de coopération et obligations

Article 3: Modification of the declaration of intent to cooperate and obligations

La présente déclaration d’intention de coopération peut être modifiée par voie d’avenant après
accord des parties.

This declaration of intent to cooperate may be amended by means of an amendment after

agreement of the parties.

Les parties s’obligent mutuellement à se tenir informés des difficultés éventuellement

rencontrées dans la mise en place et le développement du partenariat afin de trouver ensemble une
solution adaptée.

The parties undertake to keep each other informed of any difficulties encountered in setting up and
developing the partnership in order to encounter in the establishment and development of the
partnership in order to find an appropriate solution together.

Article 4 : Suivi de la déclaration d’intention de coopération et dispositions financières

Les modalités de suivi et de valorisation des actions menées seront définies conjointement par les
parties dans le cadre d’avenants à la déclaration d’intention de coopération à caractère opérationnel
fixant les besoins et conditions de financement des projets communs.
The procedures for monitoring and promoting the actions carried out will be defined jointly by the
parties in the framework of amendments to the declaration of intent for operational cooperation
setting the requirements and conditions for financing joint projects.

Article 5 : Résiliation

Article 5: Termination

Chacune des parties pourra résilier la déclaration d’intention de coopération de plein droit avec un
préavis de trois mois, au cas où l’autre partie manquerait gravement à ses obligations.

Either of the parties may terminate the declaration of intent to cooperate by right with three with
three months' notice, in the event of a serious breach by the other party of its obligations.
