ORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC)

WHEREAS, Section 106 of the Local Government Code of 1991 mandates each LGU to formulate
a comprehensive multi-sectoral development plan which shall be approved by the
sanggunian;

WHEREAS, the Barangay Development Council is a special body that shall assist the sanggunian
in setting the direction of economic and social development;

WHEREAS, the Code also explicitly requires the Barangay Development Council to meet at least
once every six months or as often as may be necessary;

WHEREAS, the Code also mandates the creation of Executive Committee to represent the
council and act in its behalf when it is not in session;

WHEREAS, the Executive Committee and Secretariat for the Barangay Development Council
shall be constituted as follows:

District VI, City of Manila, by virtue of the powers vested in me by law do hereby organize the
Barangay Development Council (BDC) as follows:

Section 2. FUNCTIONS. The Barangay Development Council shall exercise the following
functions:
1. Mobilize people’s participation in local development efforts;
2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects;
and
4. Perform such other functions as may be provided by law or competent authority.

Section 3. FUNDING SUPPORT. Funding support for the Barangay Development Council shall
be charged against the fund of the Barangay Government subject to availability of funds and to
the usual accounting and auditing rules and regulations.

Let copies hereof be furnished to all concerned for information, reference, and
guidance.

Done in Barangay 905 Zone 100, District VI, City of Manila, Philippines this 25 TH day of
