RESUME DE LA VISITE
Le jeudi 21 avril 2022, une équipe d'experts de l'Université de Dschang a effectué une
mission d’évaluation des infrastructures et des ressources humaines à l'Institut Supérieur
Technologique et Culturelle Roi Bell (ISTC) de Douala. Cette mission fait suite à la demande de
tutelle académique adressée par Madame Ndome Malake Marie, promotrice de l'ISTC à Monsieur
le Recteur de l’Université de Dschang en vue de la signature d'un accord cadre et des accords
spécifiques la FASA et l'UIT Bandjoun.
La mission était composée ainsi qu'il suit :
 Pr. Tchangang Emmanuel, représentant de Monsieur le Recteur,
 Pr Bitom Dieudonné, Doyen de la FASA,
 Le Directeur des Infrastructures (DIPD) représenté par M. John Ngamess Ngah,
 Le Directeur de l'IUT de Bandjoun représenté par le Pr. Bitom,
 Un enseignant de la FASA, le vice doyen Pr Kana Jean Raphael,
 Un cadre de la DAAC, M. Ernest Che Nchetuma.
Au terme des échanges et de l'inspection des infrastructures et des ateliers pédagogiques, des
suggestions ont été faites à la Promotrice de l'ISTC. Le présent rapport complémentaire est fourni
en réponses aux suggestions et aux conseils des membres de la mission.

I. PRESENTATION GENERALE DE L’ISTC : LE CAMPUS DE
YOUPWE DOUALA
Créé et autorisé par arrêté spécial du Ministre d’Etat, Ministre de l’Enseignement Supérieur
N°21-03001 du 01 avril 2021, L’I.S.T.C Roi Bell est un projet universitaire en hommage au Roi Douala
Manga Bell initié par une native du canton Bell à Douala, qui vise à promouvoir la formation
technologique, culturelle et sportive des jeunes du Canton et d’ailleurs. En vue de la mise en place
effective du projet, la Chefferie du Canton, sa Majesté Eboumou Jean Yves Douala Manga Bell a
mis à disposition 07 hectares de terrain dont le premier lot de 3000 mètres carrés héberge déjà les
travaux de construction du premier bâtiment du campus. Grâce à notre partenariat avec le CEGEP
de Thedford au Canada et à Edibon, une société espagnole spécialisées dans la production et la
distribution du matériel didactique pour les technologies au niveau universitaire, nos laboratoires,
dans les domaines de formation sollicités disposent déjà du matériel de formation de pointe dont
nous avons présenté une partie au moment de l’inspection du site par le Ministère de
l’Enseignement Supérieur. Nous serons heureux de vous présenter ce matériel didactique dont une
autre partie nous est parvenue en ce début d’année académique.
Les travaux de construction sont actuellement en cours sur notre campus situé derrière la
Brigade de Gendarmerie de Youpwe à Douala. Ce premier bâtiment sera prêt à accueillir les
étudiants à partir du mois de mai 2022. En attendant de prendre possession de son campus, l’ISTC a
provisoirement ouvert ses portes sur l’ancien campus de ISEM-IBCG situé au boulevard de la
liberté à Akwa. Pour notre première année, nous avons sur le campus près de 60 étudiants dans
quatre principales filières : sciences biomédicales, génie civil, agriculture, douane et transit.
Dans le but d’assurer le suivi de nos étudiants inscrits cette année aux programmes de BTS
et de HND, nous sollicitons la tutelle académique de votre prestigieuse institution universitaire pour
les programmes de Licence et de Master.
Les programmes de licence et de master que nous soumettons en demande de la tutelle
académique de l’Université de Dschang obéissent à la politique de diversification et
d’enrichissement de nos offres de formation aux jeunes camerounais. C’est donc dans le cadre de
l’ouverture de l’ISTC aux programmes de licence et de master que nous avons introduit, auprès de
Monsieur le Recteur de l’Université de Dschang, un dossier de demande de tutelle académique de
cette prestigieuse institution en vue de l’ouverture des programmes suivants :

IV. LES INFRASTRUCTURES
Situé en plein cœur de ville de Douala, l’I.S.T.C est installé au boulevard de la liberté, à
l’ancien immeuble ISEM-IBCG entre la BICEC et le glacier moderne. Sur ce campus, le projet
de construction et d’équipement d’ateliers pour les étudiants est en cours de réalisation. Nous
disposons de plusieurs salles de cours, d’un espace pour détente de nos étudiants et des bureaux
pour notre personnel.
Grâce à notre partenariat avec le CEGEP de Thedford au Canada et à Edibon, une société
espagnole spécialisées dans la production et la distribution du matériel didactique pour les
technologies au niveau universitaire, nos laboratoires, dans les domaines de formation sollicités
disposent déjà du matériel de formation de pointe dont nous avons présenté une partie au
moment de l’inspection du site par le Ministère de l’Enseignement Supérieur. Nous serons
heureux de vous présenter ce matériel didactique dont une autre partie nous est parvenue en ce
début d’année académique.
Les travaux de construction sont actuellement en cours sur notre campus situé derrière la
Brigade de Gendarmerie de Youpwe à Douala. Ce premier bâtiment sera prêt à accueillir les
étudiants à partir du mois de mai 2022. En attendant de prendre possession de son campus,
l’ISTC a provisoirement ouvert ses portes sur l’ancien campus de ISEM-IBCG situé au
boulevard de la liberté à Akwa.
