Force d'élite de l'armée zaïroise, la Division Spéciale Présidentielle

(DSP, autrefois Brigade Spéciale Présidentielle BSP) est chargée
d'assurer la protection du président MOBUTU (Africa Confidential,
3 novembre 1989; Documentation-Réfugiés, 9-18 juillet 1988). Elle
est entraînée par les Israliens et se compose essentiellement de
NGWANDI (éthnie de MOBUTU). Les autres agences de sécurité
(AND, SARM, Garde Civile et même l'Armée) se considèrent sujets
de la DSP. Contrairement aux agents d'autres forces de sécurité,
(AND, SARM, Garde Civile et Gendarmerie Nationale) ceux de la
DSP disposent d'un salaire plus important d'où une moins grande
corruption (Africa Confidential, 3 novembre 1989).
Les responsables de cette agence changent souvent. Ainsi, en
janvier 1989, le général NDIMBI se retrouvait à la tête de cet
organisme, alors que lors de son intervention au Rwanda, la DSP
était sous la direction du général MAHALE (Africa Confidential, 9
novembre 1990; Documentation-Réfugiés, 5-14 janvier 1989).

Dans un de ses rapports intitulé «Zaire, rapport sur les exécutions

commises par les forces armées dans la région du Shaba»,
Amnesty International a indiqué que ces agences de sécurité, y
compris la DSP, «sont responsables de graves violations de droits
de l'Homme hors de tout cadre légal» (Documentation-Réfugiés, 9-
18 juillet 1988).

Dernièrement, en mai 1990, le campus universitaire de

Lubumbashi (deuxième ville du pays) a été le théâtre de violents
affrontements entre les étudiants et la DSP (Pour plus de détails
