THE YEAR OF YOUTH


During his address to the Nation on the eve of the new year, the President of the Republic of
Côte d’Ivoire spoke about several major projects that have been undertaken by the Ivorian
government, such as “the fight against high cost of living”, “the salary increase for civil servants and
the defense and security forces”, “the strengthening of national security” and many others. But he
5 particularly announced 2023 as the ‘Year of Youth’, with increased support for further and higher
education to improve the employability of young people, including university centres which will offer
thematic, innovative programmes to meet the country’s socio-economic needs.
In his address to the nation the President said: “I am convinced that your talent and your energy
are an opportunity for our country. I firmly believe in your ability to contribute to the development
10 of Côte d’Ivoire. That is why I have decided to make 2023 the ‘Year of Youth.” In their will to
support and make resources accessible, the Head of State and the government will seek to
implement plans that could help strengthen and accelerate support mechanisms for young people.
During the next 12 months the government will increase and speed up the system of support
for young people through a number of measures, including: ‘second-chance schools’ for those who
15 left education too early or who wish to retrain; upgrading the employability aspect of the
professional and university training systems; accelerating construction of sports and recreational
facilities; improving the direct funding system for youth projects; encouraging the involvement of
young people in public affairs; and setting up an incubator for innovation and entrepreneurship to
encourage creative talents of the young and development of startup .
20 Measures were being carried out in professional and university education to improve results
through structural reforms, and the rehabilitation and construction of infrastructure.
Higher education would continue to expand with thematic university institutions offering innovative
programmes adapted to the country’s socio-economic needs, to grow human capital and ensure
young people were included as essential participants in the development of the country.
25 During the past year the government had undertaken the construction of seven new colleges to
train technicians and engineers, matching the demands of the private sector. Additionally, in
November 2022, the Prime Minister launched the third phase of a youth employment and skills
development project aimed at 100,000 young people.
