But as the Emperor Theodosius fell so sick at this time that his life was
almost despaired of, the Goths were again inspired with courage. Dividing the
Gothic army, Fritigern set out to plunder Thessaly, Epirus and Achaia, while
Alatheus and Safrac with the rest of the troops made for Pannonia. Now the
Emperor Gratian had at this time retreated from Rome to Gaul because of the
invasions of the Vandals. When he learned that the Goths were acting with
greater boldness because Theodosius was in despair of his life, he quickly
gathered an army and came against them. Yet he put no trust in arms, but sought
to conquer them by kindness and gifts. So he entered on a truce with them and
made peace, giving them provisions. When the Emperor Theodosius afterwards
recovered and learned that the Emperor Gratian had made a compact between
the Goths and the Romans, as he had himself desired, he took it very graciously
and gave his assent. He gave gifts to King Athanarich, who had succeeded
Fritigern, made an alliance with him and in the most gracious manner invited
him to visit him in Constantinople6.
In sum: Theodosius fell ill and his absence was exploited by the Goths to
mount an invasion. Fritigern began plundering Thessaly, Epirus and Achaea,
while Alatheus and Saphrax attacked Pannonia with the remainder of the troops.
Instead of Theodosius, Gratian marched against them, but because he had no
confidence in his army, he concluded a foedus with the enemy. However, it is
clear from the passage that the foedus concerned both barbarian armies (i.e. the
other army too, which had invaded Thessaly, Epirus and Achaea), not just the
people led by Alatheus and Saphrax. If the treaty had been drawn up for the
invaded territories, Fritigern would have obtained Achaea, Epirus and Thessaly
according to the foedus. This possibility is also confirmed by the subsequent
events. In the next chapter, Jordanes recounts that after recovering from his
illness, Theodosius agreed to the peace treaty (in hac pace) and invited
Athanarich to Constantinople, again suggesting that there was probably only a
single foedus concerning both armies7.

fact, it was the Alamanni who resided there), and for this reason, he allowed
them to occupy Pannonia (written in the singular!) and Moesia superior. The
first problem is that they were nowhere near Gaul or the Rhine where Gratian
was engaged with the Alamanni during this period9. The second is that the
barbarians did not have to cross the Danube because they had already done so in
376 (see below). The passage in question is usually quoted up to this point, even
though the narrative is continued. The historian describes how these peoples
crossed the Danube and intended to march through Pannonia to Epirus and even
further in order to attack the Greek towns; but, first of all, they wanted to gather
provisions and rid themselves of Athanarich, whom they drove out.
In sum, Pannonia (most probably Pannonia II) and Moesia were invaded
by the Goths because Vitalianus, Gratians commander, was unable to restrain
them, but they left the provinces shortly after their incursion. Therefore, this
passage in Zosimus chronicle can hardly be regarded as evidence for a
Pannonian foedus of these peoples10.

above, attempts to date the incursion of Alatheus and Saphrax before 380,
contradicting Zosimus and Jordanes report, seem to be erroneous31.
It is also uncertain what exactly happened in the summer and the second
half of 37932. In July, Theodosius stayed in Thessalonica for a longer period, later
moving on to Scupi and Vicus Augusti (which can perhaps be identified with
Augustae in Dacia Ripensis). There was a series of battles with the Goths; on
November 17, official victories over the Goths, Alans and Huns were reported in
Constantinople33. It is uncertain whether Zosimus information on the new
barbarian troops of Goths and Taifali crossing the Danube in 378 is correct or
not34. At the same time, no military operations are reported from Pannonia and
the plague in Macedonia was a greater threat to the Goths35. We know that they
retreated to the provinces north of the Haemus at the end of the year.

Iustina was at Sirmium40. We know that in 375 (or perhaps slightly earlier41), a
separate Illyrican prefecture was formed, perhaps with Sex. Petronius Probus42,
Iulius Ausonius43 and Q. Clodius Hermogenianus Olybrius as PPO44, although
immediately after Thedosius elevation, Olybrius became PPO Orientis and
Illyricum returned to Italy45. Illyricum was most likely divided at this time and
Theodosius new Illyrican prefecture is probably identical with the later
praefectura Illyrici of the eastern empire mentioned above (with Crete, Achaea,
Thessaly, Macedonia, Epirus uetus and noua, Dacia Ripensis and Mediterranea,
Moesia Prima, Praeualitania).

- The Italian prefect issued an edict on July 5, 379 concerning the clerici
intra Illyricum et Italiam47.
- Vitalianus mission in 380 and the fact that both Jordanes and Zosimus
note that at the time of Alatheus and Saphraxs incursion, Gratian was
expected to deal with the problem (see below).
- Nicomachus Flavianus bore the title PPO Illyrici et Italiae on August 18,
38248.
It is clear from the sources (Jordanes and Zosimus) cited above that in
380, following an unsuccessful Roman campaign, the Goths from Thrace
attacked from two directions49; Fritigern gained a victory over Theodosius
troops and invaded Thessaly, Epirus and Achaea, while Alatheus and Saphrax
overran Moesia and Pannonia (secunda) where Vitalianus, the comes rei militaris
(Ammian clearly specifies his office: PLRE I Vitalianus 350) could not stop them:
as Ammian remarked, male rem per Illyricum gessit (XXV, 10, 9)51. Gratians
help and his personal presence were needed in both places: he sent Bauto and
Arbogastes against Fritigern, and personally attended to the situation in
Pannonia (since the diocese belonged to him). The problems begin at this point.
Both historians mention Gratians peace agreement with Alatheus and
Saphrax, and that he provided them with supplies52. Jordanes makes no mention
of their settlement in Pannonia, while Zosimus contends that they did not want
to remain in the province. However, this agreement had nothing to do with the
foedus of 38253. Athanarichs role should be examined in this context: he did not
cross the Danube in 376 and, as Ammian reports, he occupied the Caucaland,
i.e. a part of south-western Transylvania/Banat after expelling the Sarmatian54.
Zosimus remark that Athanarich had to flee to Constantinople is confirmed by
Ammian55 and Themistius56. Ambrose explicitly describes him as deditus57. In
this case, Alatheus troops had crossed the Danube in Athanarichs land. If the

It is instructive to compare these reports with the Codes and other sources.
The Codes would suggest that Theodosius remained in Thessalonica for the
greater part of the year and that he arrived in Constantinople on November 2460.
There is a gap for April and May, and it therefore seems likely that the first
unsuccessful campaign against the Goths in Thrace can be dated to this period61.
In August-September, Theodosius travelled westwards62. His sejourn in Sirmium
must have been quite short as he was in Thessalonica again on September 20.
Gratian stayed in Aquileia from May at the latest and he only returned to Treveri
in October63. One oft-debated point is whether the two emperors had met in

Sirmium64. Gratians stay in the Pannonian capital is not recorded in the Codes
and a new summit meeting after 379 is not mentioned in the sources65. What we
do know for certain, is that
- Theodosius travelled to Sirmium in September (obviously with the intent
of meeting somebody from the West, Gratian or his generals).
- Before the Council of Aquileia held in September 381, Gratian met the
Arian bishops Palladius and Secundinus in Sirmium66.
In my opinion, it is highly unlikely that the emperor would not have come
personally to the province in such a critical situation; the Codes would allow this
scenario, seeing that there is a gap between late June and October 14. It must
also be bear in mind that both historians mention the personal role and presence
of Gratian.
It would appear that by late 380, the Roman counter-attack was successful
as the Consularia again reported the two emperors victories over the Goths67.
The expression ambo Augusti could refer to two different events (Theodosius
alleged victory over Fritigern and Gratians over Alatheus and Saphrax) rather
than to a joint campaign. Based on Themistius Oration XIV and Zosimus
account, which places Bauto and Arbogastes campaign after Theodosius arrival
at Constantinople in November68, it is possible that Bauto and Arbogastes scored
their decisive victory over Fritigern only in 38169. In his speech held in January
381, Themistius makes no mention of a Roman victory over the Goths, while he
did refer to the winter preparations for war (185b-c), the hope of a future victory
(197b-199a) and the important role of both emperors with his ship allegory
(194d-195c). The unresolved problem makes Theodosius journey to Sirmium
more understandable. The single Roman success in 380 was that the Goths
retreated to Thrace70. It is also unclear exactly which Pannonian region was
devastated by the barbarians in 380; the description of the regions destruction as
far as the Julian Alps used by Ammian and Jerome refers to this period71. It
seems quite certain that Mursa was destroyed during this invasion (dated before
38672) and the same can be assumed in the case of Strido73 and perhaps Poetouio
too74. The devastation of southern Pannonian towns, for example Siscia,

Despite the civil war in 387-388, the 380s were relatively quiet in
Pannonia86. Pannonian wheat appeared in Italy in 38387. Jeromes brother was
able to sell their parents house on the Pannonian-Dalmatian border as late as the
390s and the church father built his hospitium-turris in Bethlehem from this
money88. Thus, Jeromes expression, semirutae uillulae, seems to be a literary
exaggeration. One interesting piece of evidence is the honorary inscription of
Valerius Dalmatius from the late Roman villa in Beremend-Idamajor, dated to
the beginning of the 390s at the latest89. The earlier governor of Lugdunensis
Tertia retired to his villa near Sopianae. As peraequator, Flavius Lupus was
commissioned to build the town walls in Pannonia Secunda from the taxes
collected in the years 396-9790. This inscription implies that the provinces
administrative organisation remained relatively intact and that it was still possible
to collect taxes. The first incursion by the Sarmatians after 380 can be dated to
385 AD, although it remains uncertain which province was affected (Valeria,
Pannonia II or Moesia I) because it is reported as the victory of all three
emperors in the relatio91. At the beginning of the civil war in 387, Zosimus

Whatever the Goth reduces, the Hun pillages and the Alan carries off,
that one day Arcadius will feel the want of. Unfortunate that I am, I have lost the
Pannonias; I grieve the devastation of Illyria; I witness the ruin of the Goths93.
Pacatus delivered his panegyric in Rome, one year after Maximus death,
when Theodosius visited the capital in the summer of 38994. The two sentences
cited above were interpreted to imply that the plundering of the Goths, Alans
and Huns and the loss of Pannonia were consequential events95. T. Nagy has
correctly noted that Zosimus and Pacatus both employed the same editing
practice in their description of the hopeless situation of the northern provinces
before Theodosius elevation to the purple96: (1) the Goths, Alans and Huns
plunder Thracia, (2) the invasion of the neighbouring barbarians against
Pannonia and Moesia, (3) concerns about Gallia. Zosimus relevant passage
merely records the incursion of the neighbouring Sarmatians97. The first sentence
of Pacatus work ends with the clause id olim desiderabit Arcadius, a clear
indication that the description of the Hunnic-Alanic-Gothic invasion refers to the
provinces on the Lower Danube. Pannonia was not under the rule of Theodosius
or of his elder son, Arcadius.
O event worthy of memory! There marched under Roman leaders and
banners to onetime enemies of Rome, and they followed standards which they
had once opposed, and filled with soldiers the cities of Pannonia which they had
not long ago emptied by hostile plundering. The Goth, the Hun and the Alan
responded to their names, and stood watch in their turn, and were afraid of being
marked down as absent without leave98.
In this passage, Pacatus describes Theodosius army during the Pannonian
events of the campaign against Maximus in 388. Vrady interpreted this passage
too as a reference to the Pannonian foederati99. However, these barbarian soldiers

of different origin came from an eastern direction100 and occupied the Pannonian
towns (Siscia is explicitly mentioned) that had been destroyed during the
previous incursions (especially in 380)101. In an earlier passage, Pacatus clearly
describes these barbarians as coming from the rivers other side102.
It must here be noted that in the sources on Roman history after 376, the
Goths, the Alans and the Huns (or other combination of them) are mentioned
together several times. However, very often they were lumped together to
designate all the barbarian peoples crossing the Danube in 376, even though they
were unrelated to the groups led by Alatheus and Saphrax103. The same can be
assumed in the case of Pacatus panegyric. Hunnic groups are known to have
joined peoples other than that of Alatheus. Huns and Alans appear in Bautos
campaign against the Juthungi in 383104; given that there is no evidence that the
Huns and Alans leaving the Goths had participated in a western campaign, these
groups undoubtedly originated from the Barbaricum105. Thracian Huns appear in
Theodosius army against Eugenius in 394106. We know that Hunnic troops
joined not only the Goths; for example, they also joined forces with the
Sarmatians107 and the Sciri108. Arian Goths are mentioned in the imperial
bodyguard at Mediolanum as regular troops with tribuni109 and Alan elements
are attested in Gratians army too110. These groups were independent of one
another and there is nothing to suggest a Pannonian foedus111. Zosimus explicitly

Ever since Eggers study, Amantius, whose epitaph from Aquileia has been
known for a long time, is usually identified with the bishop of Iouia, a participant
of the Council of Aquileia in 381119. The bini duces et populi mentioned in the
text are generally equated with Alatheus and Saphrax, and their peoples, whom
Amantius acquainted with Orthodox Christianity. As there was a settlement
called Iouia in Sauia (Botivo/Ludbreg120)121 and another one near
Alshetnypuszta in Valeria122, Amantius Iouia cannot be securely identified.
Knowing that relatively few participants attended the Council of Aquileia (thirty-
two considentes and only twenty-four subscribers; the bishops of Sirmium and
Siscia are attested from Pannonia)123, it seems more likely that Iouia can be
identified with the southern settlement. On the other hand, there are several
problems regarding the interpretation of the funerary inscription124:
(1) Amantius person: The cognomen Amantius was popular among
Christians125, including the ones from this region (e.g. Amantius, bishop of
Viminacium, who attended the Council of Serdica in 343126, and an Arian bishop
at the Council of Sirmium in 374-375127)128. His identification with the bishop of
Iouia who attended the Council of Aquileia is dubious.
(2) The form of the name Amanti can be interpreted as a vocative, a
genitive or a dative, and thus the deceased bishop might have been called
Amantius, Amandus, Amantus or Amans129.
(3) Amantius name appears among the participants of the Council of
Aquileia in 381 who signed as episcopus Iouiensium (attested as iouiensium,
iuiensium in the earliest manuscript). The variant Niciensis (i.e. Nizza) is
recorded in all the other texts, which was variously amended to Loteuensium130,
Iuliensium (i.e. Iulium Carnicum) or Iuuauensium131. The latter option cannot
be rejected because several literary sources and inscriptions mention the Norican

municipium Iuuauum as Iuuaum, omitting the second V132. The text of the later
manuscripts is based on this manuscript, written in the 6th century, thus the
form Niciensis can be regarded as a later emendation. However, this variant is
recorded in the Act by Vigilius Tapsensis too133.
(4) There are two possible dates for Amantius burial. A deacon was
buried beside him on December 1, 423. Amantius funeral could only have been
performed on April 6, 398, of an earlier indication or in 413, assuming that the
deacon was Amantius associate. As the sarcophagus was lost, it remains
unknown whether the deacons epitaph was carved at the same time or whether it
was reused (the latter seems more likely). In the case of the former date (398
AD), Amantius cannot be linked to Alatheus since the assumed foedus was
concluded in 380 and Amantius was the bishop of Iouia for twenty years134.
(5) Because of the structure of the epitaph, it remains uncertain whether
the bini populi and the gemini duces can be identified with the people of
Alatheus and Saphrax and their leaders as proposed by R. Egger, an
identification accepted by many scholars. Egger equated the bini populi with the
Goths and Alans and omitted the Huns. This interpretation would only be
correct if the two peoples were correlated with the towns barbarians and the
provincials135. The funerary text mentions the gemini duces in line 3 and the bini
populi later, in line 10. The structure of the inscription is clear: it follows the
earlier Roman funerary customs (the profession sacerdos of the deceased, his
merits, followed by grave formula hic iacet in tumulo, the name of the deceased,
his time spent in office and in the episcopate, respectively, instead of his age since
the verb praesedit clearly refers to this), and thus it is uncertain whether there is
any association between the two lines and the duces populi. His merits are
mentioned in lines 2-3 (the construction depending on the adjective dignus):
conversion (consortia sacra participare fidei) and leading (consilio regere)136 of
the gemini duces. It is unclear who these leaders were. Their identification with
Alatheus and Saphrax is only one of the many possibilities137 since there were
many other barbarian leaders in Illyricum (for example, the Marcomannic king
and his wife Fritigil who converted to Christianity, with whom Ambrose
corresponded; later, mulier suasit uiro ut cum populo suo se Romanis traderet,
obviously in Pannonia Prima138)139. The gens Marcomannorum is the only
explicitly mentioned barbarian group in Pannonia before the 5th century.
However, there is nothing to suggest that the two leaders were barbarians or that
he dealt with them at the same time. They could equally well be Arian Roman
officials or military commanders who had turned to Orthodoxy under Amantius

guidance. Another interpretation can also be offered: Amantius was worthy of the
honour (dignus) to be buried near two saints of Aquileia, Martinus and
Hermagoras, in the basilica of Beligna probably dedicated to them140. In this
case, he was also worthy of leading his flock with help of the faith. Line 10 can be
interpreted to mean that the deceased was the bishop of two towns (two peoples:
bini populi) for twenty years. This interpretation might not be supported by the
fact that only plebs aliena [i.e. non-Aquileian] cuperet suum appears in the
singular, but the clause explicitly only means that Amantius was invited to be the
bishop of another town. The inscription is full of dualities, as shown by the
numerals gemini, bis, bini, and the iteration of the adjective dignus (to which we
may add the adjective alienus too as it presupposes another people, i.e. of
Aquileia). It is striking that the first dignus is followed by a relative clause (qui
...), while the second occurs with an infinitive structure. The clause does not
belong to Amantius merits.
In the light of the above, the identification of Amantius with the bishop of
Iouia is dubious to say the least and it seems more probable he was the bishop of
two different towns (not necessarily in Pannonia). Neither can it be proven that
he had anything to do with Alatheus and Saphraxs people. Amantius was born
in Aquileia; he later became the bishop of another town (or perhaps two different
ones), where he had good relationship with two leaders (not necessarily
barbarians). Before his death, he returned to his hometown. All else is over-
interpretation.

Des allis aux fdrs
Ce livre regroupe vingt-sept tudes issues des travaux du sixime congrs sur larme
romaine, qui sest tenu Lyon en octobre 2014. Les spcialistes internationaux runis
pour loccasion ont t invits partager leurs rflexions sur les soldats et les units
auxiliaires de Rome, un sicle exactement aprs la publication de louvrage fondateur
de G. L. Cheesman. Le choix dun tel sujet vise rparer pour partie une injustice
faite des soldats qui ont jou un rle historique crucial, mais qui ont longtemps
souffert dun intrt historiographique seulement secondaire. La diversit (ailes et
cohortes, contingents fournis par les tats-clients, milices et troupes suppltives) et
la plasticit de ces formations, qui ont chang de noms, de formes et de visages au fil
dune histoire millnaire, contribuent faire des auxiliaires lun des sujets les plus
riches et les plus stimulants de la recherche sur lhistoire de larme romaine. Ce
constat est encore renforc par le renouvellement profond de la documentation (illustr
notamment par la dcouverte rcente de trs nombreux diplmes militaires, ostraca et
tablettes, de la Bretagne lgypte) et par les inflexions tout aussi importantes dune
historiographie qui doit sefforcer de construire, aujourdhui, de nouvelles
perspectives et rflexions sur le sujet. En proposant une approche diachronique
courant de la Rpublique lAntiquit tardive trs rarement produite jusquici dans
les tudes sur les auxiliaires de Rome , les actes du sixime congrs de Lyon esprent
non seulement fournir des contributions utiles, mais aussi suggrer quelques directions
aux enqutes futures, en faisant apparatre certains progrs comme certains vides,
manques ou limites des connaissances et des recherches actuelles.
