INTRODUCTION
The I EC 63044 series deals with developing and testing Home and Building Electronic
System s (H BES) and Building Automation and Control Systems (BACS).
This d ocument deals with electrical safety req uirem ents for H BES/BACS.
This docum ent is based on the philosoph y that a device considered electricall y safe according
to an appropriate produ ct safety standard shou ld also remain safe when connected to a
network. This d ocument specifies in add ition to the specific product standard the electrical
safety requirements necessary in ord er for an H BES/BACS device connected to a network to
rem ain safe under normal and single-fault conditions of the H BES/BACS network and at the
sam e time u nd er normal and single-fault conditions of one or more H BES/BACS d evices
connected to the H BES/BACS network. This includ es protection from overvoltages on the
network, protection from hazards caused by connection of different types of circu it, the
lim itation of the touch cu rrent to a network and protection of the comm unication wiring from
overheating.
For H BES/BACS products connected to an I CT network, the requirem ents in I EC 62949 appl y.
For H BES/BACS products connected to a ded icated H BES/BACS network, the requ irements
for the electrical separation between the device and the network circu it are specified (see
Table 1 ). These specifications of the electrical separations follow the principle in the basic
safety publications I EC 60664-1 and I EC 61 1 40, together with the installation requirements of
I EC 60364. The following comprom ises are used .
– Accord ing to the principles of I EC 60664-1 , the rated im pulse voltage for the separation
shall be the higher of the impu lse voltage on the network and the rated impulse voltage of
the device circuit to be connected to the network.
– The overvoltage categories considered by I EC 60664-1 refer to overvoltages derived
directl y from the mains throu gh the power su ppl y.
– The overvoltages coming from other sources (e. g. capacitive cou plings) are not specified
in I EC 60664-1 . I EC 60664-1 recommends that technical com mittees specify overvoltage
categories or rated impulse voltages as appropriate.
For the purposes of this docum ent, the following impulse voltages have been specified .
• For networks with galvanic electrical separation from mains (FELV, SELV or PELV circuit),
the im pulse overvoltage com ing from the network sid e of the separation has been limited
to 2, 5 kV for fixed installed networks and 1 , 5 kV for detachable networks.
• For I CT networks, particular requirem ents appl y (see 6. 3. 2. 1 ).

This part of I EC 63044 provides the electrical safety requ irements related to the H BES/BACS
network in ad dition to the product safety standards for H BES/BACS devices.
It also applies to d evices used within an H BES/BACS network for which no specific
HBES/BACS product safety stand ard exists.
In addition, it d efines safety requirements for the interface of equ ipment intended to be
connected to an H BES/BACS network. I t does not appl y to interfaces to other networks.
This document covers the following requ irements and com pliance criteria:
• protection from hazards in the device;
• protection from overvoltages on the network;
• protection from touch current;
• protection from hazards caused by d ifferent types of circu it;
• protection of the comm unication wiring from overheating caused by excessive current.

This document shall be used together with the appropriate safety standard for the device to
be part of the H BES/BACS. See Table 1 .
6 Re q u i re m e n t s
6. 1 G e n e ra l
The entire H BES/BACS, media and devices as well as their installation, shall ensure safe
operation by protection against mechanical, chemical, environmental and other hazards and
protection against electric shock, burns and fire during normal use as well as und er specified
abnormal conditions.
The entire H BES/BACS, media and devices as well as their installation, shall ensure safe
operation and protection against electric shock, burns and fire d uring norm al use as well as
under single-fau lt cond itions.

Devices that are not part of the fixed installation but to be supplied from the fixed installation
of an H BES/BACS shall be classified at least as overvoltage category I I according to
IEC 60664-1 .

requ irements in I EC 62949 appl y in addition to the prod uct standard.

For prod ucts connected to a ded icated H BES/BACS network, as classified in 4. 3, the
protection against electric shock in accord ance with 6. 3. 1 applies. Table 1 specifies the
requ ired electrical separation between the d evice circuit and the H BES/BACS network circuit
and applies in ad dition to the prod uct standard.
NOTE Tabl e 1 can also be u sed as g uid ance for the separation between d ifferent circuits withi n a device in case
the relevant product stan dard does n ot specify th ese requ irem ents.
The relevant inform ation abou t the safety classification (overvoltage category and type of
circuit) of the ports and an y restrictions applicable (e. g. the network topolog y) shall be stated
in the m anufacturer’s docum entation.

Compliance with the required electrical separation between the device circuit and the
HBES/BACS network circuit shall be tested in accordance with the test requirements in the
specific product standard with the appropriate test levels specified in Table 1 under the
following conditions.
– If the electrical separation (simple and protective separation) has a creepage distance, the
voltage specified by the letter A shall be used for dimension of the creepage distance.
However this creepage distance shall not be less than the clearance for the electrical
separation.
– If the electrical separation (simple and protective separation) has a clearance and/or a
solid insulation, the voltage specified by the letters B and either C or D shall be used for
dimension of the clearance and/or the solid insulation.
– If the product standard has no test requirements for the impulse voltage test, the
requirement specified Table 12 shall be used.
– The test voltage related to the rated impulse voltage, when used for testing the
clearances, shall be corrected according to corresponding test altitudes according to
IEC 60664-1.
– As an alternative to the impulse voltage test of IEC 60664-1:2007 (6.1.2.2. 1), the dielectric
test with AC voltage (6. 1. 2.2.2.2) or the dielectric test with DC voltage (6.1. 2.2.2. 3) may
be used.

Compliance is checked by measurement of the voltage and, if relevant, by testing the basic
protection according to the product standard.
If no product standard exist, the test voltage for basic protection shall be 500 V.

The touch current from devices supplied from the m ains suppl y to the H BES/BACS network
shall be limited to 0, 25 mA r. m. s. according to I EC 621 51 : 2000, 5. 4.
This test does not apply to d evices where the circuit to be connected to the H BES/BACS
network is connected to the protective or functional earthing terminal in the device. I n this
case the touch current from the d evice to the network is consid ered to be zero.

I f the equipment has provision for a perm anent protective earth connection in accordance with

the relevant requ irements of the product safety stand ard .
Touch cu rrent tests, if necessary, are mad e using the relevant m easuring instrument
described in I EC 60990 or an y other instrument giving the same results. A capacitive coupled
AC source of the sam e line frequency and phase as the AC mains suppl y is applied to each
communication port such that 0, 25 mA, or the actual current from other d evices if known to be
lower, is available to flow into that comm unication port. The current flowing in the earthing
cond uctor is then m easured.
I f the network ports on the device do not have a common connection, each com munication
port shall comply with the requirem ents for touch current in I EC 62949.
If all comm unication ports or an y groups of such ports have a comm on connection including a
network segment, the total touch current from each com mon connection shall not exceed
3, 5 mA.
Compliance is checked by inspection and if necessary by the tests of EN 41 003 or, if there
are common connection points, by the following test.
A capacitive coupled AC source of the same freq uency and phase as the AC mains suppl y is
applied to each comm unication port such that 0, 25 mA, or the actual current from the other if
known to be lower, is available to flow into that comm unication port. Comm on connection
points are tested whether or not the points are accessible.
6. 3. 4 P ro t e c t i o n o f th e co m m u n i cati on w i ri n g fro m o v e rh e a t i n g
I n ad dition to the control function, the network m ay provid e a power su ppl y function. To m ake
sure that the com munication cable is protected from overheating, the power suppl y shall have
a short circuit and/or overload current limitation. The current-carrying capacity for the
comm unication wires shall be at least equ al to the total current limitation for the connected
power supplies.
The tem perature lim its and current-carrying capacities for the comm unication wires specified
in I EC 60364-5-52 shall not be exceeded .

I nstallation of a hom e and bu ilding autom ation and control system shall com pl y with

INTRODUCTION
La série I EC 63044 porte sur le développement et les tests des systèmes électroniques pour
les foyers d omestiq ues et les bâtim ents (H BES 1 ) et des systèmes de gestion technique du
bâtiment (SGTB).
Le présent docum ent porte sur les exigences d e sécurité électriq ue pour les H BES/SGTB.
Le présent document est fondé sur la philosophie selon laqu elle il convient qu’un dispositif
consid éré comm e électriquem ent sûr selon un e norm e de sécurité de produ it appropriée reste
également sû r lorsqu ’il est connecté à u n réseau. Le présent document spécifie, ou tre la
norme de prod uit spécifiq ue, les exigences de sécurité électrique nécessaires lorsqu'u n
d ispositif H BES/SGTB connecté à un réseau doit rester sûr d ans des conditions norm ales et
de premier défaut du réseau H BES/SGTB et en même temps dans d es cond itions normales et
de premier défaut d ’u n ou plusieurs dispositifs H BES/SGTB connectés au réseau
HBES/SGTB. Cette disposition com prend la protection contre les surtensions sur le réseau, la
protection contre les dangers provoqués par la connexion de différents types de circuits, la
limitation du courant de contact sur u n réseau et la protection d u câblage de comm unication
contre les températures excessives.
Le réseau HBES/SGTB correspond à toute interconnexion entre les produ its H BES/SGTB.
Les réseaux H BES/SGTB peuvent être soit un réseau TI C avec d es interfaces classées
conform ément à l'I EC 62949, soit un réseau dédié classé comme un circuit d’alim entation
secteur, TBT, TBTF, TBTS ou TBTP.
Pour les prod uits H BES/SGTB connectés à un réseau TI C, les exigences de l'I EC 62949
s’appliq uent.
Pour les produ its H BES/SGTB connectés à u n réseau H BES/SGTB dédié, les exigences
relatives à la séparation électriq ue entre le dispositif et le circuit de réseau sont spécifiées
(voir le Tableau 1 ). Ces spécifications des séparations électriqu es suivent le principe des
publications fondamentales de sécurité I EC 60664-1 et I EC 61 1 40, ainsi que les exigences

6 Exigences
6.1 Généralités
L’ensemble des systèm es HBES/SGTB, les supports et d ispositifs, ainsi q ue leur installation,
doivent assurer u n fonctionnem ent en toute sécurité par une protection contre d es dangers
mécaniques, chim iques, environnem entaux et autres dangers, et une protection contre les
chocs électriques, les brûlures et l’incend ie au cours d 'une utilisation normale, ainsi que dans
des conditions anormales spécifiées.
L’ensemble des systèm es HBES/SGTB, les supports et dispositifs, ainsi que leur installation,
doivent assu rer un fonctionnem ent en toute sécurité et une protection contre les chocs
électriques, les brûlures et l’incendie au cours d'une u tilisation norm ale, ainsi qu e d ans des
conditions de prem ier défau t.
La conformité est vérifiée par les exigences de classification des zones d’installation en 6. 2,
les exigences de sécurité électrique en 6. 3 et les exigences d’installation en 6. 4
Les d ispositifs ne faisant pas partie de l’installation fixe, mais devant être alim entés par
l’installation fixe d’un système H BES/SGTB doivent être classés au moins en catégorie de
surtension I I conformém ent à l'I EC 60664-1 .

d’installation.

être limité à 0, 25 mA en valeur efficace, conformém ent au 5. 4 d e l'I EC 621 51 : 2000.
La conformité est vérifiée par mesurage selon les circuits d’essai des Figures 5 et 6 de
l'IEC 621 51 :2000.
Cet essai ne s’applique pas aux dispositifs dont le circuit à connecter au réseau H BES/SGTB
est connecté à la borne d e terre de protection ou fonctionnelle dans le dispositif. Dans ce cas,
le courant de contact du d ispositif au réseau est considéré comme étant nul.

La conformité est vérifiée par examen et, si nécessaire, par les essais décrits dans
l'EN 41 003 ou, si des points de connexion communs existent, par l’essai suivant.
Une source de courant alternatif à couplage capacitif de même fréq uence et d e m êm e phase
que le réseau d'alimentation en courant alternatif est appliqu ée à chaque accès de
communication d e façon qu e 0, 25 m A, ou le courant réel venant d’au tres dispositifs, s'il est
établi qu ’il est inférieur, traverse ces accès de communication. Les points de connexion
communs sont soumis à l'essai, que ces points soient accessibles ou non.
Outre la fonction de comm ande, le réseau peut fournir u ne fonction d’alim entation électrique.
Pour s’assurer que le câble de communication est protégé contre les températures
excessives, l’alimentation électrique doit com porter u ne limitation du courant de court-circuit
et/ou de surcharge. Le courant adm issible pour les fils de comm unication doit être au moins
égal à la limitation du courant total pour les alim entations électriqu es connectées.
Les lim ites de température et les courants adm issibles pour les fils de communication
spécifiés dans le l'I EC 60364-5-52 ne doivent pas être d épassés.

L’installation d ’u n système de gestion techniq ue des foyers dom estiques et des bâtim ents doit
