Abstract
International Relations in American Political Science.

Even if the end of the Cold War raised numerous questions on the appropriate theories, or the
selection of research topics, international relations remains one of the most dynamic field of study in
the U.S. political science. The article presents the study of international relations in the U.S. First, it
evokes the historical creation of the field since World War I, and its main characteristics today. In the
second part, it traces the evolution of the three major research programs : realism, liberalism and
constructivism. Finally, it mentions some methodological explorations and the limits of an
internationally successful intellectual endeavor.

ce sont les politistes qui ont été les plus nombreux à travailler sur les
relations internationales et aux Etats-Unis, c'est presque toujours au
sein des départements de science politique qu'elles sont enseignées (sur
ce plan, le Royaume-Uni où il existe des départements de relations
internationales, ou d'études internationales, est l'exception, non la
règle). Comparativement, les sociologues, anthropologues, psychologues,
économistes et historiens spécialistes de l'international sont moins
nombreux et les efforts de développement de la pluridisciplinarité par
les associations professionnelles, comme l'International Studies
Association (créée en 1960), ont été assez vains1. Il est d'ailleurs
généralement acquis que la dimension politique des phénomènes
internationaux, jamais exclusive, est souvent prévalante : elle dépend
moins des autres dimensions que celles-ci ne dépendent d'elle.

Alors qu'en France les idées de Rosenau ont reçu un accueil très
favorable (parfois trop), elles n'ont pas trouvé d'écho comparable aux
États-Unis. Sa conceptualisation du changement a été prise pour un
argument de circonstance à la fois peu novateur (les études sur la
société mondiale et les phénomènes transnationaux disaient à peu près
la même chose dans les années soixante-dix) et agaçant par son
optimisme enrobé du vocabulaire à la mode sur le chaos, la complexité
et les turbulences. Son insistance, pourtant finement argumentée, sur le
rôle des individus a été jugée trop problématique pour être utile.
Finalement, le choix des variables et leur articulation ont été considérés
comme trop complexes et impossibles à opérationnaliser. Devant ces
incompréhensions, J. Rosenau s'est d'ailleurs efforcé par la suite de
donner à ses thèses un tour plus pédagogique, et aussi plus conforme
au mode de présentation standardisé des ouvrages de science politique
américains : un ou deux chapitres théoriques qui présentent les théories
en compétition, trois ou quatre chapitres empiriques qui constituent
autant d'études de cas et un chapitre conclusif qui reprend les résultats
d'ensemble2. Mais ces vicissitudes et les limites inhérentes au champ
intellectuel américain ne doivent pas détourner de l'essentiel : l'étude
des relations internationales outre-Atlantique reste bel et bien une
source d'inspiration privilégiée pour saisir les dynamiques de la
politique mondiale.
