Le présent document de qualité projet décrit les procédés Nuovo Pignone et les procédures
associées applicables selon UNI EN ISO 9001 éd. 2008 et ISO TS 29001 éd. 2010, pour la
conception, la construction et les essais des équipements du Projet :
Tout le personnel impliqué doit respecter les règles établies par ce document de qualité projet
dans leurs domaines de responsabilité individuels.
L'équipe projet a pleine autorité dans la gestion du document et des procédures qui y sont
décrites et dans la vérification de leur bonne application.

1.1 OBJECTIF
L'objectif de ce Document qualité projet est de décrire quelles actions seront réalisées par
Nuovo Pignone pendant l' exécution du projet défini dans le bon de commande n°
OA_15000083 afin d'assurer la qualité de la conception, de l'ingénierie, de la fabrication, de
l'exhaustivité, des activités du site de l'équipement si cela est inclus dans l'approvisionnement.
Ce qui suit représente l'équipement principal de la portée des travaux :
1.2 STRATÉGIE
Afin d'atteindre l'objectif énoncé ci-dessus la stratégie qualité suivante a été établie :
S'assurer que les procédés sont mis en place conformément aux procédures de qualité
Nuovo Pignone.
S'assurer que l'équipe projet qualifiée est sélectionnée et définir ses rôles et
responsabilités.
Le chef de projet est responsable de garantir le respect des exigences incluses dans le présent
document.
La mise en place effective de ces procédures par l'organisation projet déterminera le niveau de
performance.
Une matrice des activités principales, des procédures de contrôle, des responsabilités
principales et de la vérification de la documentation est présente en annexe B de ce document.

Au début du projet un plan de communication sera mis en place pour s'assurer que tout le
personnel du projet a connaissance des exigences contractuelles, de leurs responsabilités, des
objectifs du projet et les procédures appliquées au contrôle des activités seront décrites en
détail.
L'organisation générale de Nuovo Pignone est décrite au point 5.2 de l'Annexe locale Nuovo
Pignone au Manuel du système de gestion de la qualité GE O&G (OGQ-0100). L'organigramme
est présenté en Annexe C1.
Ce paragraphe décrit les activités principales développées pendant toute la durée de vie du
projet, avec les procédures de soutien afférentes.
Comme indiqué en Annexe A, une séquence typique de jalons de projet et de propriétaire
concerné est prévue conformément au calendrier du projet.
Pendant toutes les phases, les procédés de contrôle qualité et de gestion de projet sont
appliquées afin de surveiller et de contrôler le projet en termes de délai, qualité, coût.
Les objectifs qualité pour surveiller et contrôler le projet pendant la phase d'exécution ont été
définis comme suit :
PHASE D'EXÉCUTION
C'est la phase initiale du projet dans laquelle les fondations pour l'exécution de la mission sont
établies et elle est réglementée par les activités et les procédures concernées détaillées ci-
dessous.
Un des résultats d'une remise ITO/OTR réussie est la première structure de la nomenclature
(BOM) qui est générée avec des articles "factices" devant être remplis par la suite, lors du
développement de conception détaillée.
L'objet de cette procédure est de définir le processus selon lequel un Plan de conformité
transactionnelle (TCP) :
- est développé dans la Phase Enquête sur la commande (ITO) ;
Les exigences dans cette procédure, et dans le Plan de conformité transactionnelle (TCP) lui-
même, demeurent en vigueur pendant tout le cycle de vie du projet ou de la commande.
C'est la phase clé du projet concernant les activités d'ingénierie, d'achat, de fabrication et
d'essai jusqu'à ce que l'expédition des matériaux inclus dans la portée des travaux soit prête.
Elle est réglementée par les activités et les procédés détaillés ci-dessous
Ce procédé vise à gérer et exécuter les revues de conception, les revues d'objets spécifiques,
les examens et revues de conception supplémentaire pour les projets de réquisition,
notamment les listes de vérification afférentes, les rapports et la gestion des articles à action
ouverte. Il est applicable à toutes les conceptions, tous les produits ou services, à l'exception
des Classic CM&U pour lesquels une modification du système n'est pas obligatoire.
C'est la phase depuis le prêt à expédier des biens jusqu'à leur livraison finale sur site et elle est
régie par les principaux procédés ci-dessous.
Transport - MFG-WI-045
La portée de la procédure est de définir les rôles et responsabilités dans les activités
d'expédition et de transport conformément aux conditions contractuelles de livraison.
Un coordinateur d'expédition est nommé afin de soutenir le PM.
Les principaux procédés relatifs au contrôle de la qualité du projet sont énumérés ci-dessous,
pour la liste complète veuillez vous référer au Manuel QA de l'Entrepreneur.
Les audits internes sont réalisés conformément à la procédure de référence pour l'audit interne
OGQ-0127.
Les audits internes et usuels du système qualité exécutés par Nuovo Pignone service QA qui
visent à vérifier l'application du système qualité tel que décrit dans l'annexe locale Nuovo
Pignone au manuel du système de gestion de la qualité de GE O&G (OGQ-0100), ne sont
habituellement pas prévus pour un projet particulier, de ce fait, pendant ces audits, l'attention
apportée aux documents et aux activités, en ce qui concerne ce projet, est "aléatoire"
puisqu'elle se fonde sur une rotation d'échantillon.
Tous les domaines dans lesquels l'activité influence la qualité, peuvent faire l'objet de requêtes
(également par la SOCIÉTÉ) de mesures correctives à tout moment en cas d'insuffisance au titre
des instructions QA ou de récurrence d'une non conformité .
Le système selon lequel les mesures correctives sont gérées est décrit dans OGQ-0131.

ORGANIGRAMME
Tout le personnel dans l'équipe projet a clairement défini ses règles et responsabilités et dans
GMS GE O&G il y a une procédure dédiée sur la “sélection et l'identification des besoins de
formation du personnel” (réf. HR-A-PLANT-02-01).
ORGANISATION DU PROJET
Une équipe projet sera affectée au projet ; l'équipe est coordonnée par le Chef de projet.
L'organigramme est présenté en Annexe C2 ; les responsabilités du Chef de projet et ses
rapports directs sont indiqués dans le tableau comme suit :
Gestion de la communication
En qualité de responsable de l'interface client, LE PM est le propriétaire de la relation
client et agira en tant qu'avocat du client.
Gestion du risque
Parmi les obligations majeures du PM se trouvent la gestion des risques du projet et les
actions d'atténuation concernées.
Gestion du temps
Le PM est responsable de la livraison dans les délais du projet comme défini
contractuellement et d'assurer l'exécution opportune de la date d'opération
commerciale (COD).
Gérer les informations contractuelles reçues de la phase ITO ainsi que celles générées
pendant le développement de la conception ; il les organise et les distribue aux services
de bureau technique (ingénieurs conception)
Portée étendue (Modules & clé en main) – Planificateur et contrôleur (M&TK P&C)
Travaillant avec les groupes exécution du sourcing et logistique MFG, le M&TK P&C est
également responsable de soutenir les procédés d'expédition et de logistique.
Le M&TK P&C est également en charge d'une communication régulière avec son
responsable sur les progrès, le calendrier principal et les risques pour chaque projet
alloué.
Le M&TK P&C est en charge de la conduite de la première réunion de planification pour
convenir du plan avec toutes les fonctions OTR impliquées et l'équipe projet comprenant
le responsable opération du site (SOM) ;
Émettre et convenir avec le SOM et le PM des procédures et directives pour la
planification et la mesure des progrès des activités du site ; lors d'une requête
contractuelle, créer un rapport personnalisé pour répondre à la demande du client.
Le M&TK P&C est en charge de l'émission et de la définition des règles pour gérer le
tableau de progression et les fiches de travail afin d'avoir une méthode cohérente de
mesure des progrès à partager avec le client et les entrepreneurs et vérifier le SAL
(statut d'avancée des travaux) reçu des sous-traitants.
Il collabore avec le sourcing et l'ingénierie sur la résolution des questions d'exécution qui
peuvent générer des retards sur le site ;
Il est la seule interface pour le chef de projet en vue de contrôler et gérer la liste
prioritaire comprenant ce qui suit :
1. Liste de matériaux manquants/en retard, activités et non conformités à
finaliser, hors et sur plateforme ;
2. Identification du propriétaire et coordination avec les fonctions responsables
de la clôture, jusqu'à cette dernière.
Pour assurer cette réquisition, il/elle travaille en collaboration avec les fonctions
impliquées dans les procédés, gérant l'opportunité/la rigueur et apprenant de
l'expérience passée. Le client externe du PQM est le client, les clients internes sont le PM,
l'ingénierie, le sourcing, la fabrication, l'organisation qualité, l'organisation planification
et exécution elle-même.
Le PQM peut être impliqué dans la KOM afin d'analyser les exigences contractuelles sur
l'affaire et identifier aussitôt les points de qualité.
Analyser la spécification contractuelle et soutenir le PE sur la préparation du QCP et
souligner les points critiques qui pourraient avoir un impact sur l'exécution du projet et
l'activité.
Préparer l'IAP (Plan d'activité inspection) et mettre à jour les progrès des inspections.
Notifier les inspections et les essais au représentant du client, s'assurant du respect du
délai de notification contractuelle et vérifier l'approbation des documentations utilisées
pour l'inspection avant l'émission de la notification.
Participer à la réunion mensuelle (examen du projet) avec les membres de l'équipe
projet.
Participer aux réunions pré-inspection (PIM) avec le client.
En collaboration avec l'équipe projet, définir les éléments critiques faisant l'objet des
activités PIM/PAM (réunion pré inspection, réunion pré-octroi) avec les fournisseurs et en
collaboration avec le plan qualité fournisseur et s'assurer du respect des exigences
contractuelles en matière de qualité.
Prévoir les activités d'audit de la mission avec le service QA soit si tel est requis
contractuellement, soit si cela est jugé nécessaire.
Participer aux activités d'essais et d'inspection avec ou sans les inspecteurs du client
pour les inspections critiques.
Vérifier le NCR interne pendant la phase de fabrication afin de tenir informée l'équipe
projet et le client concernant les points majeurs.
Surveiller la progression de la collecte de données du MDR final par le biais des activités
de vérification avec le représentant du client et le service QC DOCU.
Collecter et rapporter au PM et au responsable PQM toutes les réclamations reçues par
le client en enregistrant les données sur support central et en surveillant la
résolution/clôture finale.

This Project Quality Document describes the Nuovo Pignone processes and related procedures
applicable according to UNI EN ISO 9001 ed. 2008 and ISO TS 29001 ed. 2010, for design,
construction and testing of equipment for the Project:
All personnel involved are required to respect the rules established by this Project Quality
Document within their individual areas of responsibility.
The Project Team has full authority in management of the Document and the procedures
described in it and in verifying that these are correctly applied.
1.1 OBJECTIVE
The objective of this PROJECT QUALITY DOCUMENT is to describe what actions Nuovo Pignone
will take during the execution of the Project defined in the Purchase Order No. OA_15000083
to assure the Quality of the design, engineering, fabrication, completeness, site activities of the
equipment if included in the supply.
The following are the main equipment of the scope work:

1.2 STRATEGY
In order to achieve the objective stated above the following quality strategy has been
established:
Assure that the processes are implemented in compliance with Nuovo Pignone quality
procedures.
Ensure that qualified project team is selected and define their roles and responsibilities.
The Project Manager is responsible to ensure the respect of the requirements included into this
document.
The effective implementation of these processes by the project organization shall determine
the level of performance.
A matrix of the key activities, controlling procedures, main responsibility and verification
documentation is listed in Appendix B of this document.

At the beginning of the project a communication plan will be implemented to ensure that all
project personnel are aware of contractual requirements, their responsibilities, project
objectives and in detail will be showed the procedures applied to control the activities.
The general organization of Nuovo Pignone is described at point 5.2 of Nuovo Pignone Local
Annex to the GE O&G Quality Management System Manual (OGQ-0100). Organization chart is
shown in Appendix C1.
This paragraph describes the key-activities developed during the whole project lifecycle, with
relevant supporting procedures.
As shown in Appendix A, a typical sequence of project milestones and relevant owner is
scheduled in accordance with the project timeframe.
During all the phases, Quality Control and Project Management processes are applied in order
to monitor and control the project in terms of time, quality, cost.
Quality Objectives to monitor and control project during the execution phase have been
defined as follow:
EXECUTION PHASE
It is the initial phase of the project where the foundations for job execution are built and it is
regulated by the activities and relevant procedures detailed below.
One of the results of a successful ITO/OTR hand-off is the first structure of the Bill of Material
(BOM) that is generated with “dummy” items to be populated afterwards during the detailed
design development.
The purpose of this Procedure is to define the process by which a Transactional Compliance
Plan (TCP):
- is developed in the Inquiry-to-Order (ITO) Phase;
The requirements in this Procedure, and the Transactional Compliance Plan (TCP) itself, remain
in effect throughout Project or Order lifecycle.
It is the core phase of the project relevant to the activities of engineering, purchasing,
manufacturing and testing, until the readiness for shipment of the materials included in the
“scope of work”.
It is regulated by the activities and processes detailed below
This process is aimed to manage and execute Design Reviews, Special Purpose Reviews and
Additional Design Reviews for requisition projects, including related check lists, reports and
open action items management. IT is applicable to all designs, products or services, except for
Classic CM&Us for which a system modification is not required.
First Piece Qualification shall be performed on the first PO issued to supplier. Only once supplier
is qualified, it is authorized to receive further PO for the material and services for which has
been qualified.
Each GE Oil&Gas internal function has issued a dedicated control feature in order to:
• Define the qualification requirements related to indirect materials/services to be
qualified
• Define the qualification team and the owner that lead the qualification.
• Define the disqualification criteria including the quality performance of the supplier (e.g.
evaluation of Quality Issues).
Fabrication/Assembly/Testing - MFG-WI-068//MFG-WI-038//MFG-WI-067//MFG-
WI-005
These are the main processes that describe how fabrication and testing activities are carried
out. The types of tests and inspections to be carried out in order to ensure that the product
meets the project quality requirements are established by the Design Functions, taking into
account any specific characteristic of the product and/or possible Company contractual
requirements.
It is the phase from the readiness for shipment of the goods to their final delivery on site and it
ruled by the main processes below.
Transportation - MFG-WI-045
The scope of the procedure is to define roles and responsibilities in the shipping and
transportation activities in accordance with the contractual delivery terms.
A shipping coordinator is appointed in order to support the PM.
The main processes related to project quality control, are listed below, for the complete list
refer to Contractor’s QA Manual.
Other main processes allowing the PM to effectively manage the execution of the contract
during the whole project lifecycle are described below
Internal audits are performed in accordance with the procedure of reference for Internal Audit
OGQ-0127.
Routine internal Quality System audits executed by Nuovo Pignone QA Department, that are
aimed at verifying the application of the Quality System as described in the Nuovo Pignone
Local Annex to the GE O&G Quality Management System Manual (OGQ-0100), are not usually
planned for a particular Project; therefore during these audits, the attention to the documents
and activities regarding this Project is “random” since based on a sample rotation.
All areas in which activity influencing quality is carried out may be subject to requests (also by
COMPANY) for corrective action at any time if inadequacy in regard to the QA instructions is
found or if a non-conformity occurs repeatedly.
The system by which the corrective actions are managed is described in OGQ-0131.

All personnel in the project team have clearly defined their Rules & Responsibility and in GE O&G
QMS there is a dedicated procedure on “selection and identification of personnel training
needs” (ref. HR-A-PLANT-02-01).
PROJECT ORGANIZATION
A Project team will be assigned to the work; the team is coordinated by the Project Manager.
The organization chart is shown in Appendix C2; the responsibilities of the Project Manager
and his direct reports are indicated in this chart as follows:
The Project Manager is responsible for the contract fulfilment, project execution and customer
Interface, from the ITO/OTR Hand-off to the end of the Warranty period. Main Responsibilities of
PM are as follows:
Communication Management
Being the responsible of customer Interface PM is the owner of customer relationship
and shall act as customer advocate.
Risk Management
Key among PM duties is the management of project risks and relevant mitigation
actions.
Cost Management
PM will have all responsibilities for project cost associated with any functional support
needed for project and cost billed against project.
Time Management
PM is responsible for on time delivery of the project as defined by contract and in to
insure timely achievement of commercial operation date (COD).
Resource Management
PM has project responsibility to assign tasks to the project team members and assure
their fulfilment in line to the project commitment;
The PE is the technical leader of the Project and he is responsible for the definition of the design
criteria to be followed through the execution of the work in accordance with the contract
requirements.
To manage the contractual information received from ITO phase as well as generated
during the design development; he organizes and distributes them to the technical office
departments (Design Engineers)
To evaluate, together with the Design Engineers, the main technical decisions, ensuring
their conformity to the contractual scope of supply.
To agree the planning for the release of the documentation by the relevant technical
office departments, assuring their conformity to the scope of supply.
To issue the Quality Control Plan in collaboration with the technical office departments
and PQM.
To lead the Project design reviews with the relevant Design Engineers.
The P&C is responsible to timely issue, update and control the Project Plan according to
customer contractual requirements and quality policies, supporting the GE Project
Manager (PM) in achieving financial targets of Sales, Contribution Margin and Billing;
P&C is responsible to issue the First Plan (FP) that is the Project Plan required to fulfil the
business requirements. This FP is the baseline that sets target dates for the activities for
Engineering (ENG), Sourcing (SOU) and Manufacturing (MFG): these target dates can be
modified only through change order and approval of PM;
He/She is responsible to update and review the project plan to assess and verify the
progress, identify current or possible future conflicts proposing mitigation action plan.
P&C provides PM with elements related to planning activities in order to issue the
Monthly Report according to contractual requirements, using a standard package based
on:
1. Gantt chart, showing main activities progress vs. baseline.
2. List of key purchase orders to suppliers with their status.
3. S-curves based on activities included in the Gantt chart (when requested by
contract).
Working with Sourcing Fulfilment and MFG Logistic groups, P&C is also responsible to
support the shipping and logistics process.
P&C is also responsible to regularly communicate to his/her manager the progress, main
schedule issues and risks for each assigned project.
Extended Scope (Modules & Turnkey) - Planner & Controller (M&TK P&C)
The M&TK P&C is responsible to timely issue, update and control the Project Plan
according to customer contractual requirements and quality policies, supporting the GE
Project Manager (PM) in achieving financial targets of Sales, Contribution Margin and
Billing;
M&TK P&C is responsible to issue the First Plan (FP) that is the Project Plan required to
fulfil the business requirements from RAC to COD. This FP is the baseline that sets target
dates for the activities for Engineering (ENG), Sourcing (SOU) and Manufacturing (MFG)
necessary to achieve the COD : these target dates can be modified only through change
order and approval of PM;
Working with Sourcing Fulfilment and MFG Logistic groups, M&TK P&C is also
responsible to support the shipping and logistics process.
M&TK P&C is also responsible to regularly communicate to his/her manager the
progress, main schedule issues and risks for each assigned project.
M&TK P&C is responsible to lead the First Planning Meeting to agree the plan with all
OTR functions involved and project team, including Site Operation Manager (SOM);
Issue and agree with SOM and PM the procedures and guidelines for planning and
progress measurement of site activities; when required by the contract, create
customized report to meet customer expectation.
M&TK P&C is responsible to issue and define the rules to manage Progress Table and
Job Cards in order to have a consistent method of progress measurement to be shared
with customer and contractors and verify SAL (work progress status) received from
Subcontractors;
Collaborates with sourcing and engineering on resolution of fulfilment issues that can
generate delays on site;
Be the single interface for Project Manager to control and manage punch list including
the following:
1. Missing/late material list, activities and non-conformities to be finalized,
off/on-skid;
2. Identifying the owner and coordinating with the functions responsible for the
closure, until the closure;
The PQM is responsible for the compliance with the contractual quality requirements in terms
of notification plan, inspection notification, quality execution control and support QC DOCU
Dept. for the documentations collection to for the quality activities of the job. He assures that
the job is developed according to the rules defined in the Quality Assurance Manual and in the
Quality Plan.
To ensure this requisition, he/she works in collaboration with functions involved in the

Customer of PQM is the client; internal customer are PM, Engineering, Sourcing,
Manufacturing, Quality Organization, Planning & Fulfilment organization itself.
PQM may be involved in the KOM in order to analyse the contractual requirements on
the matter and identify immediately quality points.
To analyse contractual specification and support the PE on QCP preparation and
highlight critical issues that might have an impact on the project execution and
business.
To prepare the IAP (Inspection Activity Plan) and update the inspections progress
To notify inspections and tests to Customer’s representative, ensuring the respect of
contractual notification timing and verify the approval of the documentations used for
inspection before the issue of the notification.
To attend the monthly meeting (Project Review) with the Project Team members
Attend the Pre-inspection Meetings (PIM) with the Customer
In collaboration with the project team, define the critical items to be subject to PIM/PAM
(Pre Inspection Mtg; Pre Award Mtg) activities with Suppliers and in collaboration with
the Supplier Quality plan and ensure the quality contractual requirements are respected.
To plan job audit activities together with QA department either if required by Contract or
considered necessary.
To attend test and inspection activities with or without Customer inspectors for critical
inspections.
To check the internal NCR during the manufacturing stage in order to keep informed the
project team and Customer regarding major.
To monitor the progress of data collection of the final MDR through the check activities
with Customer Representative and QC DOCU Dept.
To collect and report to PM and PQM Manager all complaints received by Customer
recording the data on Support Central; monitoring the final resolution / closure
The Logistic Manager is responsible of job’s shipment and documentation controls, leading the

the SOU and MFG to deliver the scope of supply as per client requisition while managing the
Client inspector and Forwarders during the shipping phase.
