J'ai l'honneur de vous faire parvenir ci-joint, copies de la note verbale réf. AZ.648.22 du 31
octobre 2022 et de ses annexes par lesquelles la délégation permanente de la République
d'Azerbaïdjan à l'UNESCO informe que le ministère des affaires étrangères de son pays,
en collaboration avec l'agence internationale azerbaidjanaise pour le développement
(AIDA), organise du 12 au 17 décembre 2022 un atelier international de formation sur la
mobilisation des ressources pour l'action climatique.

A cet effet, les Etats membres du mouvement des non-alignés sont invités à soumettre,
avant le 22 novembre 2022, les candidatures de jeunes activistes et praticiens dans les
domaines climatique et environnemental.

Le ministère de l'environnement et des ressources forestières est également saisi du

dossier.

The Permanent Delegation of the Republic of Azerbaijan to UNESCO presents its compliments
to the Permanent Delegations of the Member States of the Non-Aligned Movement accredited to
UNESCO and has the honor to inform the following:

The Azerbaijan International Development Ageney (AIDA) within the Ministry of Foreign Affairs
has decided to organize the International Training Workshop on Resource Mobilization for Climate
Action.

The Workshop is planned as a hybrid event to be held on 12-17 December 2022, in the Republie
of Azerbaijan and virtually through MS Teams.

ln this respect, the Permanent Delegation has the honor to invite your Governments to submit
applications of young climate activists and environmental practitioners for the workshop by 22
November 2022 at the latest (Participation form and detailed information are attached).

Candidates should be nominated by their own governmental entity through the diplomatie
channels via the respective diplomatie missions of the Republic of Azerbaijan. The individual
applications will not be considered.

Ali expenses of the tirst 35 participants will be fully funded by AIDA for on-site participation (visa,
round-trip economy-class air-ticket, local transportation, accommodation and three meals a day),
based on equal geographical representation.

BACKGROUND & OBJECTIVES:

Climate change is a stark reality today and there is a growing consensus that in order to achieve
1.S-degree Celsius Paris Agreement goal stakeholders around the globe need to demonstrate
highest level of ambition and efforts. Implementation of the UN Sustainable Developrnent Goals,
particularly those related to cIimate, energy, sustainability, incIuding SOG 6, 7, 11, 13, 14 and 15,
as weIl as to relevant cross-cutting matters aiso needs focused attention. When setting a common
global target, one of the first questions that cornes to mind is how the countries with different
conditions and national circumstances, with diverse socio-economic situation and resources will
be able to deliver those goals and targets. ln order to avoid potential sources of contention
between developed and developing countries in delivering common goals, but with subtle
differentiation among different groups, the principles of equity, common but differentiated
responsibilities (CBOR) need to be universal!y accepted.

The COVID-19 pandemie and ensuing plummeting demand have taken a heavy toll on World
economy. At the same time global growth outlook for green economy remained intact and
governments across the globe increased ambitions on renewables and cIean energy investments.
Promoting green finance is an important part of global efforts to address cIimate change and
achieve sustainable development. The pandemie, in fact, has shown us a truth through its
ordeals: keeping the balance. During the pandemie energy-related carbon emissions fel! by 5.8%,
the largest annual decrease in 75 years. Hence, we can concIude that in order to mitigate
environmental issues, it is necessary to slow down the pace of the economie development.
However, this is not desirable for any state in any case, except for crisis.

At the NAM Baku Summit, the Heads ofState and Government (para. 951) reaffirmed that climate
change is one of the greatest challenges of our times, (para. 683) recognized that c1imate change
poses serious risks and challenges, in particular to developing countries, (para. 957) called for
cooperation by ail countries and their participation in an effective and appropriate international
response, and (para. 975) encouraged the intensification of South-South cooperation to support
developing countries in addressing the impacts of climate change through technical cooperation
and capacity building programs.

Therefore, the International Training Workshop on Resource Mobilzzation for Climate Action is
designed to offer training and platform to young c1imate activists and environmental
practitioners from the NAM Member States on enhancement of collaborations and
complementarities within global climate action. It will also provide additional insights and
knowledge on potential policy options and practical steps on harnessing climate finance for
sustainable development.

THEM ES & ISSUES TO BE COVERED:

• Raising awareness on climate action at national and internationalleveis.
• Capacity building in designing and implementation of climate smart projects and
programmes.
• Mobilization of resources via promoting climate investments and public-private
partnerships for climate action.
• Just transition through investments in law-carbon and resilient energy infrastructure
and industries.
• Consolidating local resources on climate action.

FORMAT & PARTICIPATION:

The International Training Workshop on Resource Mobilization for Climate Action is planned as a
hybrid event ta be held on 12-17 December 2022, in the Republic of Azerbaijan and virtually
through MS Teams. Up to 35 participants will be fully funded by AlDA for onsite participation
(visa, round-trip economy-class air-ticket, local transportation, accommodation and three meals a
day) on a "first come first served" basis while receiving the application forms as weil as based on
equal geographical representation. Meanwhile, there is an opportunity to join the event online
through the link ta be provided in due course of preparations. Those wiIling to participate at the
training workshop onsite at their own expenses are also welcome ta follow the necessary
procedure. One of the below three options should be selected while submitting the application
form. Deadline for submission of documents (filled application form and required documents ta
be attached) to the relevant diplomatie mission of Azerbaijan is 22 November 2022.

APPLICATION PROCESS:
Candidates are ta be nominated by their own governmentai entity or NAM Youth Organization
Chapters through the diplomatie channels, after a formaI cali for application by AIDA via the
respective diplomatie missions of the Republic of Azerbaijan. We will not consider individual
applications. It is recommended ta share the advanced capy of submission with AIDA via the
belowe-mail.
