Ce livre rassemble les trente contributions présentées au col-
loque sur « le système monétaire international : soutenabilité et
projets de réforme », organisé à Bruxelles les 3 et 4 octobre 2011
à la mémoire de Robert Triffin (1911-1993). Sa vie et son œuvre sont
évoquées par des historiens et des témoins. Viennent ensuite des
analyses par des économistes universitaires et des responsables
d’institutions monétaires portant sur les vices de fonctionnement

This book contains the thirty contributions presented at a
conference on “the international monetary system: sustainability
and reform proposals”, organized in Brussels on 3-4 October 2011
to the memory of Robert Triffin (1911-1993). His life and works
are recalled by historians and witnesses. There follow analyses by
academic economists and responsibles of monetary institutions

concerning the malfunctioning of the current system, the role it
has played in the crisis, both global and European, and possible d'un nouvel ordre

dilemma”, which he brought to light in 1960 in his Gold and the monétaire mondial

contemporary problems.

belge, notamment comme chef de cabinet du ministre de l’Économie

et fut de 1988 à 2000 économiste en chef auprès de la Banque
Bruxelles Lambert (aujourd’hui ING Belgique).
Alexandre Lamfalussy studied economics at Université catholique
de Louvain (UCL) and Oxford University (D.Phil. 1957), and taught at
Yale University and UCL. He was first with Banque de Bruxelles,
becoming its CEO in 1972. In 1976 he joined BIS, where he served as
General Manager from 1985 to 1993. A member of the Delors
Committee in 1988-89, he became in 1994 the first President of the
European Monetary Institute. In 2000-01 he chaired the “Committee
of Wise Men” on the Regulation of European Financial Markets.

La contribution historique de Robert Triffin à la construction moné-

taire européenne apparaît considérable. Triffin eut à plusieurs reprises, à
l’âge de la maturité comme à la fin de sa carrière, l’occasion de définir
publiquement son identité comme économiste impliqué dans les débats
de son temps. Il le fait à l’occasion de son discours de réception du prix
Frank E. Seidman en 1988, distinction qui lui semble appropriée
puisque destinée à « recognize political economists… concerned with
improving the human condition » mais aussi attentif à la « cross-
fertilization of the other social sciences with economic behavioral
influences and values »2. C’est que sa démarche elle-même, au-delà de
ses convictions, le conduisait à une telle implication puisque fondée sur
l’observation des phénomènes de long terme, de l’histoire économique,
du rôle des acteurs institutionnels et politiques à différentes échelles.
Intervention dans la cité d’un « optimistic Cassandra » qui considère les
crises ou les expériences négatives du passé comme les bases de toute
action nouvelle, qui ne croit pas en la capacité des États, en toutes
