The implementation of the Quality policy of the companies in the Safran group for the
purpose of customer satisfaction and continuous improvement of the processes, requires
active participation by everyone involved and particularly the aeronautical industry
maintenance suppliers of the Group.
Therefore, a supply source holding a contract with accompany of the Safran group shall
undertake to:
- set up all the organization and resources required;
- guarantee the quality of the services it will perform on the product or service;
- measure and optimize their levels of Quality,
- contribute to Quality operations jointly with Safran.
Objet Le présent document énonce les exigences Qualité à appliquer par le fournisseur pour
assurer la qualité des produits ou des prestations de services livrés à : Hispano Suiza,
Aircelle, Aircelle Europe-Services, Messier Bugatti, Messier Services, Snecma,
Techspace Aero et Turbomeca.
Nota : En vue de faciliter la lecture, la société du groupe Safran est désignée par
"Safran",

1. Généralités
1.1. Domaine L'acceptation par le fournisseur d'un contrat / commande stipulant l'application
du présent document tient lieu d'acceptation de son contenu. Tout écart
d'application éventuel d'application doit faire l'objet d'un accord signé conjointement par
Safran et le fournisseur.
1.2. Terminologie Les termes utilisés sont définis par les normes AS/EN/JISQ9100,
AS/EN/JISQ 9110 et AS/EN/JISQ 9120 avec les compléments suivants :

AD : Airworthiness Directive.
Agrément : Acte par lequel Safran reconnaît l’aptitude d’un
fournisseur à recevoir un contrat.

Autorité : Organisme officiel de surveillance civil ou militaire
couvrant la prestation, défini au contrat (EASA, GSAC,
DQP/SQ, FAA, CAAC, TCCA, SSC, SPF …).

CMM: Component Maintenance Manual.
CN: Consigne de Navigabilité.
Contrat : Convention entre Safran et un fournisseur définissant les
conditions de réalisation d'un achat ou d'un ensemble
d'achats. Un contrat d'achat peut expliciter une ou
plusieurs commandes ou seulement définir les conditions
d'émission et d'acceptation de commandes ultérieures.
Une commande est un ordre donné à un fournisseur de
livrer une prestation spécifiée à des conditions
convenues, elle peut être passée dans le cadre d'un
contrat d'achat ou être indépendante de tout accord
antérieur.
Dans ce document le terme "contrat" désigne un contrat
d'achat ou une commande et leurs avenants.
Contrôle non Evaluation d'un matériau par des méthodes capables de
destructif : localiser, de détecter et de mesurer tout endommagement
survenu en service ou lors des opérations d’entretien.
Ces contrôles permettent de garantir la propriété d’emploi
sans que l’examen correspondant ne puisse nuire en
aucune façon à son utilisation. Les méthodes de contrôle
courantes sont : ressuage, magnétoscopie, courants de
Foucault, ultra sons, radiographie, tomographie…
Déposé neuf : Matériel déposé dans le processus production avant
livraison au premier client.
DQP/SQ : Direction Qualité et Service Qualité de la Direction
Générale de l’Armement de l’état Français.
Dual release : Certificat libératoire autorisé valide sous deux règlements
(ex : EASA Part 145/FAR 145/TCCA).
DVE : Dossier de Validation Entretien permettant d’apporter les
éléments de preuve d’une maîtrise des moyens matériels
et humains et des données approuvées.
EASA : European Aviation Safety Agency.
Elément / Matériel : Produit hors équipement.
Entretien : Révision, réparation, contrôle, remplacement,
modification, ou rectification d’une non conformité d’un
aéronef ou d’un composant d’aéronef effectué(e) après la
fabrication et l’obtention du certificat de navigabilité initial
auprès de l’Autorité compétente.
ESM: Engine Shop Manual.
FAA : Federal Aviation Administration.
Fournisseur certifié: Fournisseur titulaire d’une certification d’entretien délivrée
par l’autorité civile compétente(EASA, FAA ….). Ce
certificat couvre la prestation réalisée pour Safran.
Nota : Safran reconnaît comme Fournisseur certifié, tout
Fournisseur hors Communauté Européenne titulaire d’un
certificat d’entretien délivré par son Autorité disposant
d’un accord bilatéral avec l’EASA.
Safran : Dans ce document la société du groupe Safran qui a
passé contrat d'achat est désignée par " Safran ", pour
faciliter la lecture.

2. Exigences générales
2.2. Droit de visite Le fournisseur et ses propres fournisseurs doivent assurer aux représentants
de Safran, d’un client Safran accompagné d’un représentant Safran et aux
et accès représentants des organismes officiels de surveillance le libre accès aux
installations et aux documents contribuant à la réalisation du produit ainsi que
toute facilité pour leur permettre de remplir entièrement leur mission.
Le fournisseur doit tenir à disposition des représentants de Safran, des
représentants des organismes officiels de surveillance et aux clients Safran
tous les enregistrements qui permettent de démontrer l'exécution du contrat
conformément à l'ensemble des exigences.
Si des opérations de fabrication sont considérées confidentielles par le
fournisseur, elles doivent être signalées à Safran avant leur mise en œuvre et
faire l'objet de modalités définies conjointement par le fournisseur et Safran.

Visite par les organismes officiels
Les organismes officiels sont susceptibles de visiter/auditer les moyens mis en
œuvre et les produits réalisés par le fournisseur. Ils ont droit de regard à tous
les stades de la réalisation du produit chez le fournisseur et chez ses propres
fournisseurs.
Organismes officiels :
le Représentant du Ministère de la Défense pour les matériels
militaires,
L’Autorité désignée en relation avec la réglementation applicable au
matériel civil concerné,
le cas échéant, l'organisme français ou étranger ayant reçu un mandat
d'un organisme officiel ci-dessus.

3.2. (5.4.2) Planification du système de management de la qualité
Responsabilité de Le fournisseur doit informer Safran des modifications majeures de son système
la Direction (5) de management de la Qualité (tel que: changement des responsables de
commandement, interface Safran, changement de périmètre, etc...).
REBUT
Les pièces rebutées doivent être isolées suivant une procédure acceptée par
l'autorité ou par Safran.
Au delà du délai de carence, la manière de rendre les pièces physiquement
inutilisables doit être décrite dans une procédure acceptée par Safran.
Selon le donneur d’ordre Safran, lorsque le matériel rebuté est doté d’une
plaque firme et d’un document d’accompagnement (livret moteur, fiche
matricule…) la destruction de la plaque firme est effectuée selon une procédure
acceptée par Safran, l’indication de rebut est mentionnée sur le document
d’accompagnement.
REFUS/ATTENTE DE DECISION
Tout composant momentanément inutilisable dans le flux de réparation
(étude d’une solution de réparation, attente prise de décision, litige…) doit être
identifié et mis en quarantaine en attente de décision Safran.
LIVRAISON
Si le matériel a fait l’objet d’une dérogation une copie de celle ci doit être jointe
à la livraison de ce matériel.
Afin d'éviter toute confusion et toute erreur d'affectation ultérieure lors de la
réception chez Safran, les produits rebutés ou faisant l'objet d'une restriction
d'emploi (dérogation avec restriction, suivi spécial ou dépréciation) ou avant
approbation de tout élément d'assurance qualité, et expédiés à Safran sur sa
demande ou avec son accord, doivent être :
clairement identifiés (présence d’une étiquette sur chaque article
rebuté),
dissociés des autres produits par une livraison isolée,
indiqués par la mention "RESTRICTION D'EMPLOI" en gros caractères
et le numéro de dérogation sur le document libératoire.
EXPERTISE/ RECOURS EN GARANTIE
En cas d'anomalie sur produit détectée après livraison au client de Safran,
Safran se réserve le droit de solliciter le fournisseur pour l’expertise ou recours
en garantie. Les modalités de l’expertise sont fixées au préalable conjointement
par le fournisseur, Safran et, s’il y a lieu, les Organismes Officiels pour
déterminer contradictoirement les causes de l’incident,
provoquer les actions nécessaires :
à la suppression de la non conformité sur les produits en cours de
fabrication et en entretien,
au maintien en service du produit livré.
définir les modalités d’application du recours en garantie.
(8.5.2) Actions correctives
Les réclamations de Safran transmises au fournisseur doivent être traitées par
le fournisseur suivant les documents qualité complémentaires Safran ou
fournisseur, acceptés Safran.

ANNEXE 1
Définition :
Fournisseur qui a la responsabilité de l’établissement des données d’entretien d’équipements,
d’accessoires ou de sous-ensembles. Il a la possibilité de fabriquer des composants neufs de ces
matériels. Les travaux d’entretien correspondent à des prestations complètes de révision ou de
réparation comprenant les phases d’évaluation, de remise en état, d’inspection finale et de contrôle
libératoire du matériel.
Exigences réglementaires et normatives :
Pour les équipements civils, le fournisseur doit être agréé / accepté EASA Part 145 et/ou agréé FAR
145 ou plus selon l’autorité de surveillance du client avec une liste de capacité couvrant l’équipement
concerné. De plus ce fournisseur doit être agréé EASA Partie 21G ou équivalent selon la localisation
de l’équipementier.
Une copie des certificats d’agrément et de la liste de capacité doit être adressée à chaque mise à
jour ou une fois par an minimum au service Achats de Safran.
Données d’entretien :
Réglementaire et autorités AD / CN
Il est de la responsabilité du fournisseur d’appliquer les CN de la DGAC France ou équivalent
pour les travaux sous réglementation EASA Part 145 et / ou les AD de la FAA pour les travaux
sous FAR 145 et/ou autres spécifiées contractuellement.
Client
Il est de la responsabilité de l’équipementier d’appliquer les données client fournies par Safran et
mentionnées au contrat.
Constructeur AMM / CMM / MPD / SB …
Il est de la responsabilité de l’équipementier de définir et gérer les limites de vie des composants.
L’équipementier doit fournir à Safran pour approbation une copie des données (CMM, SB…) et
de ses évolutions lorsque Safran est le détenteur du certificat de type (motoriste) ou de
l’agrément de production (équipementier).
Conception / validation
L’équipementier doit élaborer et gérer les données d’entretien regroupant l’ensemble des
documents techniques servant de définition aux travaux à réaliser.
La solution de réparation / modification peut être une initiative venant de l’équipementier ou du
constructeur avec information réciproque formalisée.
Le développement d’une solution de réparation / modification doit être traité comme un
changement de définition. Seule une solution de réparation / modification approuvée
constructeur détenteur du certificat de type est applicable.
La solution de réparation / modification qui ne serait pas approuvée par le constructeur détenteur
du certificat de type doit être soumise à l’accord préalable de Safran avant application.

une déclaration de conformité pour le matériel sous surveillance des autorités
militaires désignées, DQP/SQ pour le matériel de l'état français,
un certificat de conformité selon AQAP 2070 pour le matériel de l’OTAN sous
surveillance des autorités militaires désignées,
Conditionnement assure un conditionnement approprié selon la norme ATA 300 ou équivalent,
obstrue les trous de passage de fluides éventuels à l'aide de bouchons de
couleur et assure la protection des parties sensibles,
place une étiquette à l’extérieur de chaque emballage individuel permettant
l’identification de la livraison et comporter au minimum : la référence Safran et
la référence fabricant – le numéro de série du matériel,
fourni avec le matériel les documents : BL, rapport de travaux et d’essais si
contractuels, Fiche Matricule éventuelle, Certificat libératoire autorisé,
déclaration de conformité, certificat de conformité,
fixe l’ensemble des documents joints à la livraison l’extérieur du colis et
protégés de toute dégradations.
Retour des données Au travers du rapport de contrôle :
en exploitation émet un bilan annuel sur la fiabilité des équipements et la Qualité des
prestations selon un modèle accepté par Safran,
émet un bilan annuel du TAT pour le matériel confié par Safran.

ANNEXE 2
REPARATEUR D’EQUIPEMENT
Définition :
Fournisseur qui réalise des travaux d’entretien sur des équipements, accessoires ou sous-ensembles
correspondant à des prestations complètes de révision ou de réparation comprenant les phases
d’évaluation, de remise en état, d’inspection finale et de contrôle libératoire du matériel.
Données d’entretien :
Réglementaire et autorités AD / CN
Il est de la responsabilité du fournisseur d’appliquer les CN de la DGAC France ou équivalent
pour les travaux sous réglementation EASA Part 145 et / ou les AD de la FAA pour les travaux
sous FAR 145 et/ou autres spécifiées contractuellement.
Client
Il est de la responsabilité du fournisseur d’appliquer les données client fournies par Safran et
mentionnées au contrat.
Documentation AMM / CMM / MPD / SB
Le fournisseur doit se procurer, contractuellement ainsi que les mises à jour, les documents
d’entretien auprès de l’équipementier ou du constructeur. Il est de la responsabilité du
fournisseur de respecter les limites de vie.
Le fournisseur doit appliquer et gérer les données d’entretien regroupant l’ensemble des
documents techniques servant de définition aux travaux à réaliser.
Seule une solution de réparation / modification approuvée constructeur détenteur du certificat de
type est applicable.
La solution de réparation / modification qui ne serait pas approuvée par le constructeur détenteur
du certificat de type doit être soumise à l’accord préalable de Safran avant application.

Configuration
Lors de l'exécution mets en œuvre un mode opératoire formalisé et enregistre les éléments
des travaux suivant relatifs à la qualité,
liste de capacité
réglementaire/donneu lorsque les travaux nécessitent la mise en œuvre de procédés classés
r d’ordre spéciaux, par le constructeur, le réparateur les qualifies. Dans le cas d’une
sous-traitance de second niveau le fournisseur doit avoir recours à une
source qualifiée, si requis, par Safran,
Instruit le dossier de travaux interne au fournisseur (changement des
éléments endommagés, réparation d’élément, mise au standard, gestion de
configuration, documents de certification des pièces changées,…),
soumets, dans le cas d’écart par rapport au devis accepté une nouvelle
proposition à l’accord de Safran,
respecte le TAT contractuel et avertit Safran dés que possible de toute
dérive,
Lors des contrôles et s'assure de la conformité de l’exécution des travaux par rapport aux
essais exigences techniques et contractuelles avec traçabilité des résultats de
contrôle, test…,
Instruit un rapport d’essai de bon fonctionnement. Pour le fournisseur non
certifié, Safran doit être averti et se réserve le droit de participer à l’essai,
renseigne un rapport des travaux réalisés, sur un modèle accepté par Safran,
renseigne et complète les documents d’accompagnement à fournir avec le
matériel (Fiche Matricule,…),

le certificat libératoire autorisé requis, au minimum en anglais, pour le
matériel civil selon les exigences contractuelles Safran,
une déclaration de conformité pour le matériel sous surveillance des autorités
militaires désignées, DQP/SQ pour le matériel de l'état français,
un certificat de conformité selon AQAP 2070 pour le matériel de l’OTAN sous

A la réception le vérifie la cohérence entre le matériel reçu et les documents
fournisseur : d’accompagnement ainsi que le lien avec le contrat,
procède à un inventaire du matériel reçu afin d’identifier les éléments
manquants ou excédentaires,
vérifie la présence de la fiche matricule éventuelle,
prévient Safran de toute détérioration et de toute non-conformité décelée à la
réception,
possède la documentation contractuelle applicable à l’indice en vigueur,
permettant la réalisation des travaux,
prends connaissance à travers des documents reçus du règlement applicable
et de la surveillance associée (ONS - Safran …) ainsi que de la nature des
travaux et des conditions d’exécution de l’expertise ou de la garantie
éventuelle qui peut être demandée.
Lors de l'exécution mets en œuvre un mode opératoire formalisé et enregistre les éléments
des travaux suivant relatifs à la qualité,
liste de capacité
réglementaire/ s'assure qu'il dispose d'une autorisation de Safran en cas de sous-traitance
donneur d’ordre de second niveau. Le fournisseur est responsable du suivi qualité de ses
sous-traitants autorisés par Safran. Si le fournisseur utilise des sous-traitants
agréés par Safran pour les prestations réalisées, il n'est pas tenu d'assurer le
suivi du système qualité de ces sous-traitants. Il reste néanmoins entièrement
responsable du suivi qualité de la prestation/du produit fini.
lorsque les travaux nécessitent la mise en œuvre de procédés classés
spéciaux, par Safran, vérifie qu'ils sont qualifiés par Safran. Dans le cas d’une
sous-traitance de second niveau le fournisseur doit avoir recours à une
source qualifiée par Safran,
Instruit le dossier de travaux interne au fournisseur (changement des
éléments endommagés, réparation d’élément, mise au standard, gestion de
configuration, documents de certification des pièces changées,…),
soumets, dans le cas d’écart par rapport au devis accepté, une nouvelle
proposition à l’accord de Safran,
respecte le TAT contractuel et avertit Safran dés que possible de toute dérive.
NOTA : Le fournisseur possède un système de gestion des éléments/pièces et
outillages fournis par Safran et conservés temporairement dans son
établissement.
Lors des contrôle et s'assure de la conformité de l’exécution des travaux par rapport aux
essais exigences techniques et contractuelles avec traçabilité des résultats de
contrôle, test…,
Instruit un rapport d’essai de bon fonctionnement. Pour le fournisseur non
certifié, Safran doit être averti et se réserve le droit de participer à l’essai,
renseigne un rapport des travaux réalisés, sur un modèle accepté par Safran,
renseigne et complète les documents d’accompagnement à fournir avec le
matériel (Fiche Matricule,…).
NOTA 2: tout dommage répétitif non prévu au référentiel fait l’objet d’un rapport
de contrôle à Safran afin d’obtenir l’avis du concepteur.

Alinéa 2 : Une copie certifiée conforme à l’original de la déclaration de conformité ou certificat de
navigabilité du lot d'origine de délotissement mentionnant la quantité réelle de pièces
livrées doit être fournie conformément aux exigences du FAA Order 8130.21D
chapter 11 ou de l'AS/EN/JISQ 9120.
La copie doit porter les informations suivantes "photocopie effectuée le (date) au titre d’un
délotissement de X pièces sur un total de Y pièces par (nom de l’opérateur) de la société
XXX" suivit de la signature de l’opérateur et d’une marque d’identification de la société.
Il convient de ne pas modifier la quantité initiale dans le document d’origine.

Alinéa 4 : Le fournisseur doit informer, Safran avant livraison, de toute pièce LLP (Pièce à durée
de vie limitée) pour laquelle le certificat libératoire autorisé est émis depuis plus de 12
mois, ainsi que d'éventuels articles à durée de vie non limitée dont le certificat libératoire
autorisé est émis depuis plus de deux ans, de manière à ce que Safran puisse en
déterminer l'acceptabilité.
Alinéa 5 : Le certificat libératoire autorisé des équipements "SERVICEABLE" doit être accompagné
d'un rapport d'essai de l’organisme d’entretien et de la liste des pièces changées.
Alinéa 7 : Une déclaration ATA 106 avec bloc 15 signé et blocs 18 à 20 sans objet barrés doit
accompagner chaque article, en cas de requête de Safran.
Les liens entre la déclaration ATA 106 et le certificat de navigabilité doivent être
clairement identifiés.
La déclaration ATA 106 doit mentionner la dernière référence de l’ensemble supérieur
(cas des pièces neuves déposées), le nom du dernier opérateur et l’ESN si celui-ci ne
figure pas sur l’APRS.

Alinéa 7 Bis : Une déclaration ATA 106 avec bloc 15 sans objet barré et blocs 18 à 20 signés, émise par
le dernier propriétaire, doit accompagner chaque article, en cas de requête de Safran.
Les liens entre la déclaration ATA 106 et le certificat de navigabilité doivent être
clairement identifiés.
Dans le cas d’un échange standard d’article "serviceable", la déclaration ATA 106 doit
garantir la non implication dans un accident, mentionner la dernière référence de
l’ensemble supérieur (cas des pièces neuves déposées), le nom du
dernier opérateur et l’ESN si celui-ci ne figure pas sur l’APRS.
Une copie de la déclaration de non implication dans un accident (Non Incidence
Statement) émis par le dernier opérateur doit être annexé à l'ATA 106.
Toute preuve démontrant le transfert de propriété de la part du dernier opérateur
(copie scannée ou duplicata de commande ou de liste de constitution) doit être
communiquée.
Alinéa 8 : Les pièces et équipements d'origine non approuvés par le détenteur du certificat type
ou fabriqués par un producteur non licencié par le détenteur du certificat type
(PMA – Parts Manufacturer Approved) et les processus de réparation approuvés par un
DER (Designated Engineering Representative) ne sont pas autorisés.
Au cas par cas, en accord avec son client, Safran peut accepter ces articles.
Alinéa 9 : L'état des AD/CN pour les pièces et équipements livrés doit être à jour comme décrit
ci-après.
L'état des AD/CN doit être mentionné sur le formulaire ATA 106 à la date de livraison.
Le certificat libératoire autorisé doit mentionner les AD/CN appliquées par l’organisme
d’entretien à la date d'édition.

Alinéa 10 : Pour les pièces à durée de vie limitée, Safran exige un document de traçabilité des
pièces depuis leur date de fabrication (back to birth).
- certificat de navigabilité du fabricant pour les pièces neuves incorporées en tant que
rechange,
- fiche de limite de vie ("Life limit sheet") signée par le personnel du service Qualité ou
enregistrements de la dernière compagnie utilisatrice, portant les informations
suivantes :
nombre effectif d'heures / cycles par type de matériel (moteur/ équipement)
historique de chaque moteur/équipement, avec le numéro de série, le type moteur et la
configuration de vol (moyen courrier, long courrier, …), sur lequel les pièces ont été
montées.
Lorsque l'état courant des enregistrements des pièces à durée de vie limitée ne peut pas
être établi ou n'a pas été tenu à jour (rupture de l'état courant par exemple) et que les
enregistrements historiques ne sont pas disponibles, la navigabilité de ce produit ne peut
pas être déterminée et le produit doit donc être retiré du service.
Alinéa 11 : Ces pièces doivent être accompagnées d’une déclaration du dernier utilisateur du
moteur / équipement précisant que :
"Les pièces n'ont pas été obtenues auprès d'une source gouvernementale ou militaire; elles
n'ont pas été soumises à des températures élevées extrêmes ou autres formes de
contraintes extrêmes, par exemple panne moteur, incendie ou accident, et que le
moteur/équipement dont les pièces ont été démontées a été exploité conformément au
manuel d'exploitation civil et n'a pas été soumis à des contraintes extrêmes".
Alinéa 12 : L'état exact du matériel pour approbation écrite du service technique de Safran.
Le fournisseur doit être capable de démontrer à tout moment pour les pièces fournies, les
liens entre les différents propriétaires, concernant :
une preuve du contrat entre la compagnie vendeuse et l’organisme d’entretien qui a
remis les pièces en service,
la démonstration de chaque changement de propriétaire, le cas échéant, avec des
copies des documents de vente.
Ces documents doivent faire clairement référence au contrat de vente (par exemple,
numéro de contrat du vendeur ou numéro du contrat de l'acheteur).

1.1. Scope In accepting any contract/order that provides for due application of this document,
the Supplier shall be deemed to have accepted the content of this document. Any
deviation from such application shall be stated in an agreement jointly signed by
Safran and the Supplier.

New Excess: Equipment that does not fall within the scope of the

1.3. Applicable The documents below shall apply in this priority order:
Documentation the contract and any documents called out therein;
the Quality assurance plan (if required under Appendices 1 through 7);
the special requirements of the contracting authority, as called out below;
the quality requirements of the AS/EN/JISQ 9110/9120 standards, as
supplemented with the requirements of this document (including
appendices 1 through 7).
Note: In case of inconsistency between the standards and this document, this
document shall prevail.
2. General Requirements
2.1. Responsibility The Supplier is fully responsible for the conformity of its
products / services - including for the parts of products or services the Supplier
of the Supplier may have to purchase or subcontract at whatever level – with the technical,
quality and other requirements of the contract.
Any documents Safran may hand over to the Supplier as recommendations or
assistance material shall be considered as measures intended to help the
Supplier produce the product and to allow the Supplier to benefit from Safran
's experience. These measures may not in any case reduce the responsibility
of the Supplier in terms of the final quality of the product.

2.2. Right of Visit The Supplier and its own suppliers shall give all representatives of Safran, all
representatives of any Safran customer accompanied by a Safran
and Access representative, and the representatives of the government agencies, free
access to any and all facilities and documents that are used for producing the
product, and shall make all the necessary arrangements to allow the above
representatives to perform their assigned mission.
The Supplier shall make available to the representatives of Safran, the
representatives of the government agencies and the representatives of the
Safran customers all records required to demonstrate proper performance of
the contract in accordance with all the specified requirements.
Should any manufacturing operations be considered as confidential by the
Supplier, these operations shall be notified to Safran before they are
implemented and shall be described in particular conditions jointly defined by
the Supplier and Safran.
Visits by Safran
Safran reserves the right to make visits/audits or have visits/audits made in the
facilities of the Supplier and the Supplier's own suppliers, without this reducing
in any way the responsibility of the Supplier. The purpose of these visits may
include:
the quality system, the operating processes and resources
implemented or that may affect the performance of the contract;
the products already produced or in the production process.
The Supplier shall not use these visits as proofs of the Supplier's quality
control capability or to relieve the Supplier of its obligation to supply a product
that complies with the specified requirements or to preclude any subsequent
rejection of the product by Safran.
The Supplier shall perform all actions Safran may request during these visits.
Safran reserves the right to issue the whole or part of the results of such visits
to the other companies in the Safran group.
2.3. Environment The Supplier shall comply with its national environmental standards and
personnel and equipment safety standards.

DVE (Maintenance Substantiation Report). The DVE shall be validated by the
Supplier and by Safran, at Safran 's request.
The computer programs to be used by the Supplier for performing any given
contract shall be included in the DVE.
(7.5.2) Validation of the production processes and preparation of the
service
As specified in the maintenance documents, the resources to be used for the
special processes and the non-destructive tests shall be qualified.
For non-certified Suppliers, the qualification procedure shall first be submitted to
Safran for approval.

3.5. Measurement, (8.2.2) Internal audit
Analysis and The Supplier's internal quality audits shall also concern the processes and the
Improvement (8) performance of the maintenance operations on the products.
(8.3) Nonconforming product control
NONCONFORMITY
Any nonconformity shall be submitted to Safran for approval before delivery,
using the concession request form provided or accepted by the contracting
authority at Safran.
REJECTION
Any parts rejected shall be isolated in accordance with a procedure accepted by
the Authority or by Safran.
Upon expiration of the grace period, the method contemplated to make the
parts physically un-usable again shall be described in a procedure accepted by
Safran.
Depending on the contracting authority at Safran, when the rejected equipment
has a firm plate and a supporting document (engine logbook, Log Card, etc.),
the destruction of the firm plate shall be carried out in accordance with a
procedure accepted by Safran, and the rejection statement shall be affixed onto
the supporting document.
REFUSAL/DECISION PENDING
Any component that is temporarily unserviceable in the repair flow (examination
of a repair solution, waiting for disposition, dispute, etc.) shall be identified and
placed in quarantine until a decision is made by Safran.
DELIVERY
If the equipment has given rise to a concession, a copy of the concession shall
be attached to the equipment to be delivered.
For the avoidance of doubt and to avoid any errors in the subsequent
disposition during reception at Safran's, the products that are rejected or have
an associated restriction of use (concession with restriction, special monitoring
or depreciation) or before approval of any quality assurance aspect, and that
are shipped to Safran at Safran 's request or with Safran 's approval, shall be:
clearly identified (a label shall be affixed onto each rejected item),
distinguished from the other products (isolated delivery),
identified with the following statement "RESTRICTION OF USE"
("RESTRICTION D'EMPLOI") printed in large characters, and the
concession number on the release document.

APPENDIX 1
Definition:
A Supplier who is responsible for establishing the equipment, accessory or subassembly
maintenance data. The Supplier may manufacture new components of these elements. The
maintenance work consists of complete overhauling or repair services, including the equipment
evaluation, reconditioning, final inspection and release check phases.
Statutory and standardizing requirements:
Concerning the commercial equipment, the Supplier must hold the EASA Part 145
approval/acceptation and/or the FAR 145 approval, or more, depending on the customer's
surveillance station, complete with a capability list covering the equipment concerned. The Supplier
shall also hold the EASA Part 21G approval or equivalent, according to the location of the original
equipment manufacturer.
A copy of the approval certificates and of the capability list shall be sent each time an update is
made, or at least once a year, to Safran Purchasing.
Maintenance data:
AD/CN authorities and regulations
It is the responsibility of the Supplier to apply the CNs established by France's DGAC or
equivalent, for all work that is subject to the EASA Part 145 regulations, and/or the ADs
established by the FAA, for all work that is subject to the FAR 145 regulations and/or other
regulations specified in the contract.
Customer
It is the responsibility of the original equipment manufacturer to apply the Customer data supplied
by Safran and mentioned in the contract.
Manufacturer AMM / CMM / MPD / SB …
It is the responsibility of the original equipment manufacturer to define and manage the life limits
of the components.
The original equipment manufacturer shall provide Safran with a copy of the data (CMM, SB,
etc.) and of the changes, for approval, if Safran is the holder of the type approval certificate
(engine manufacturer) or of the production approval (equipment manufacturer).
Design / validation
The original equipment manufacturer shall establish and manage the maintenance data covering
all the technical documents used as the definition of the work to be performed.
The repair/modification solution may be an initiative of the original equipment manufacturer or the
constructor, with formal reciprocal information.
Any development of a repair/modification solution shall be handled as a change in design. Only a
repair/modification solution approved by the constructor that holds the type approval certificate
may apply.
Any repair / modification solution that is not approved by the constructor that holds the type
approval certificate shall be submitted to Safran for approval, before implementation.

INTER-OPERATION SUPPLIER
Definition:
The Supplier that performs one or more operations on a given equipment – except the engine and
module assembly operations and the final tests, in accordance with the instructions of the contracting
authority, under a subtier sourcing or specialty agreement.

Definition:
The Supplier that performs complete overhauling or repair services, including the engine/module
evaluation, reconditioning, final inspection and release check phases.
Maintenance data:
AD/CN authorities and regulations
It is the responsibility of the Supplier to apply the CNs established by France's DGAC or
equivalent, for all work that is subject to the EASA Part 145 regulations, and/or the ADs
established by the FAA, for all work that is subject to the FAR 145 regulations and/or other
regulations specified in the contract.
Customer
It is the responsibility of the supplier to apply the Customer data supplied by Safran and
mentioned in the contract.
AMM / CMM / MPD / SB Documentation
It is the contractual responsibility for the Supplier to obtain the maintenance documents required,
and the updates, from the constructor. The Supplier shall also comply with the life limits of the
life-controlled parts.
The Supplier shall apply and manage the maintenance data, covering the whole of the technical
documents used as the definition for the work to be performed.
Only a repair/modification solution approved by a constructor that holds the type approval
certificate may apply.
Any repair / modification solution that is not approved by the constructor that holds the type
approval certificate shall be submitted to Safran for approval, before implementation.

Upon reception, the check the received equipment and the supporting documentation for
Supplier shall: consistency, as well as the connection to the contract,
make an inventory of the equipment received, in order to identify any
missing or excess items,
make sure that the Log Card, as applicable, has been provided,
notify Safran of any damage or nonconformity observed upon reception,
have the contractual documentation, as applicable at the index in force and
as required for performing the work,
use the received documents to read the applicable regulation and the
associated surveillance conditions (NSA, Safran …) as well as the nature of the
work and the condition of performance of the expert examination or the
warranty, if any, as may be requested,
examine the Supplier's internal work file (replacement of the damaged
items, repair of items, retrofitting, configuration management, certification
documents for the parts replaced, etc.),
submit (in case of a deviation from the accepted quotation) a new proposal
for approval by Safran,
comply with the contractual TAT and notify Safran of any drift,
examine/handle the equipment assessment (search for damaged items)
and then send Safran a technical report, the corresponding quotation and the
nature of the work, within the contractual lead-time, if any,
return to Safran all equipment the Supplier cannot handle.

Definition:
Any maintenance operations – except overhauls – that do not use any heavy industrial repair
resources, including the release checking of the service performed for the Customer, on the operating
site defined by the Customer.
A quality plan shall be drafted by the Supplier and approved by Safran, if required.

It is the responsibility of the supplier to apply the Customer data supplied by Safran and
mentioned in the contract.

Section 1: For all New Removed items, the statement "INSPECTED" shall be entered in box 12 of
the airworthiness certificate "Dual release" EASA Part 145 / FAR 145, and box 13 shall
contain:
the name of the manufacturer approved by the constructor, as required,
the identification and issue number of the maintenance documentation used as approved
data for performing the specified inspection,
the reference of the airworthiness certificate of the original producer (only exceptionally,
when this is not the case, Safran will accept that this reference be entered on the
ATA 106 form),
the status of the AD/CN on the date of issuance of the release document,
TSN/CSN = 0 for all parts and more particularly for LLPs (Life-Limited Parts).

Section 2: A certified true copy of the original of the statement of conformity, or the airworthiness
certificate of the original lot of de-allotment, indicating the real quantity of parts delivered,
shall be supplied in accordance with the requirements of FAA Order 8130.21D chapter 11
or AS/EN/JISQ 9120.
The copy shall include the following information "photocopy made on (date) for purposes
of de-allotment of X parts out of a total of Y parts by (operator's name), from XXX
(company)", followed by the operator's signature and an identification stamp of the
company. The initial quantity shall not be modified in the document of origin.

Section 4: The Supplier shall inform Safran – before delivery – of any LLPs (Life-Limited Part) for
which the authorized release certificate was issued more than 12
months before, and of any unlimited-life items whose authorized release certificate was
issued more than two years before, so that Safran can decide upon their acceptability.
Section 5: The authorized release certificate associated with the SERVICEABLE equipment shall be
accompanied by a test report issued by the maintenance organization, complete with the
list of the parts replaced.
Section 6: The serviceable parts and equipment covered by an airworthiness certificate FAA Form
8130-3 under the FAR 145/EASA Part 145 regulation, issued by a DAR
(Designated Approved Representative) who is not an employee of the maintenance
organization that performed the intervention, are unacceptable.
Section 7: An ATA 106 statement with box 15 signed and boxes 18 to 20 marked "not applicable"
and crossed out shall be attached to each item, if requested by Safran.
The connections between the ATA 106 statement and the airworthiness certificate shall be
clearly identified.
The ATA 106 statement shall indicate the latest part number of the next higher assembly
(case of the New Removed parts), the name of the last operator and the ESN if the latter
is not mentioned on the APRS (authorized release certificate).
Section 7 Bis: An ATA 106 statement with box 15 marked "not applicable" and crossed out, and boxes
18 to 20 signed, issued by the last operator, shall be attached to each item, if requested
by Safran.
The connections between the ATA 106 statement and the airworthiness certificate shall be
clearly identified.
In case of a standard replacement of a serviceable item, the ATA 106 statement shall
guarantee that the item was not involved in any accident, shall indicate the latest part
number of the next higher assembly (case of the New Removed parts), the name of the
last operator and the ESN, if the latter is not mentioned on the APRS (authorized release
certificate).
A copy of the Non- Incidence Statement issued by the last operator shall be attached to
the ATA 106. Any proof demonstrating the transfer of title from the last operator (scanned
copy or replication of order or of composition list) shall be provided.
Section 8: The parts and equipment of origin not approved by the holder of the type approval
certificate or manufactured by a production source that has not been granted a license by
the holder of the type approval certificate (PMA – Parts Manufacturer Approved) and the
repair processes approved by a DER (Designated Engineering Representative) are not
authorized.
Safran may accept these items on a case by case basis, in agreement with its customer.
Section 9: The status of the ADs/CNs for the parts and equipment delivered shall be up to date, as
described below.
The status of the ADs/CNs shall be mentioned on the ATA 106 form on the date of
delivery.
The authorized release certificate shall mention the ADs/CNs that were applied by the
maintenance organization on the date of issue.

Section 10: For life-limited parts, Safran requires a dedicated back-to-birth document to trace the parts
back to their date of manufacture.
Section 11: These parts must be accompanied by a statement from the latest user of the
engine/equipment, indicating:
"that the parts were not procured from a governmental or military source, have not been
exposed to extremely high temperatures or to any other forms of extreme stresses, for
example an engine failure, a fire or an accident, and that the engine/equipment whose parts
have been removed has been used in accordance with the operating manual and has not
been exposed to extreme stresses".
Alinéa 12: Exact condition of the equipment for written approval by Safran Engineering.
The Supplier shall be capable of demonstrating at any time, for the parts supplied, the
connections between the various owners, concerning:
proof of the contract between the selling airline and the maintenance organization that
put the parts back into service,
demonstration of each transfer of title, as applicable, with copies of the sales
documents.
These documents shall make clear reference to the sale contract (e.g.: seller's contract
number or purchaser's contract number).
