1. Préambule
1.1. Attentes de La mise en œuvre de la politique Qualité du groupe Safran, à savoir la
Safran satisfaction du client et l'amélioration continue des processus, implique tous les
acteurs et en particulier les fournisseurs.
De la part de ses fournisseurs, les attentes de Safran sont
La réception de produits conformes (zéro défaut), dans les délais
prescrits (OTD=100%) à un coût optimisé
Le pilotage d‟une démarche d‟amélioration continue suivant les 3
axes QCD :
o Qualité(Q) : contenir et traiter la non-qualité par l‟application de
méthodes reconnues
o Coûts(C) : améliorer l‟efficience de ses processus, facteur de
compétitivité accrue pour Safran et ses clients
o Délais (D) : s‟appuyer sur une supply chain robuste
Le respect des règlementations en vigueur et des exigences Safran dans
les domaines pour lesquels il a contracté avec Safran
L‟intégration des principes du développement durable et leur déclinaison
La performance du Fournisseur est mesurée par chaque société ou centre
de services partagés clients dans le groupe Safran et partagée entre eux. Un
classement (Performant, Standard, Insuffisant, Inacceptable) découlera de cette
mesure.
Par ailleurs Safran se réserve le droit de :
prendre les mesures curatives et correctives nécessaires et suffisantes
pour endiguer la non-performance aux frais du Fournisseur
établir une liste des fournisseurs (liste rouge) ne satisfaisant pas les
exigences de performances déterminées par Safran et comprenant
entre autres la compétitivité économique, la qualité, la logistique (cette
liste rouge est communiquée entre sociétés du groupe Safran)
ne plus consulter les fournisseurs figurant sur cette liste.
La remise de documents par Safran au Fournisseur, à titre de
recommandation ou d'assistance, sont des éléments destinés à aider le
Fournisseur pour la réalisation du produit en le faisant profiter de l'expérience de
Safran. En aucun cas, ces données ne diminuent la responsabilité du
Fournisseur, en ce qui concerne notamment la qualité finale du produit.
1.2. Prise en Safran peut préciser, dans sa consultation du fournisseur, qu‟une partie du
compte des présent document n‟est pas applicable.
exigences L'acceptation par le Fournisseur d'un Contrat stipulant l'application de tout
ou partie du présent document tient lieu d'acceptation de son contenu.
Ces exigences s'appliquent également aux Sous-contractants du
Fournisseur et doivent leur être déclinées par ce dernier : le Fournisseur doit en
apporter la preuve.
Pour faciliter la lecture, les exigences du présent document sont
organisées suivant les chapîtres des normes EN/AS/JISQ 9100.
Le fournisseur doit s‟engager sur le respect des exigences au travers de la
matrice de conformité GRF-0033.
Tout écart éventuel d'application doit faire l'objet d‟une proposition de plan
d‟actions de la part du Fournisseur et être formalisé dans le contrat et/ou le Plan
d‟Assurance Qualité Système (PAQS).

4.1.2.Droits d'accès
[4.1.2a] Le Fournisseur doit permettre aux représentants de Safran, y
compris les tierces personnes mandatées, accompagnés si nécessaire par ses
Donneurs d'ordre et/ou par les Organismes Officiels, le libre accès à tous locaux
relatifs à la réalisation des fournitures de Safran, ainsi qu'à la consultation de
tous les enregistrements correspondants.
[4.1.2b] Le Fournisseur s'engage à mettre à leur disposition toute
l'assistance utile pour accomplir leurs tâches dans les meilleures conditions
possibles.
[4.1.2c] Le Fournisseur doit informer Safran, avant contractualisation et en
cours d‟exécution du contrat, de toute restriction ou modification d‟accès à des
locaux et/ou à des informations considérées confidentielles

Pour ce faire, il :
[4.1.3a] Est responsable de la gestion et de la maîtrise de l‟ensemble des
coûts de tous les produits et prestations fournis à Safran, à chaque étape de
réalisation (développement, fabrication, après-vente…).
[4.1.3b] Doit :
garantir à Safran qu‟il maîtrise l‟origine, la structure et le suivi des coûts,
mettre en œuvre une démarche permanente de réduction des coûts,
proposer des évolutions de spécifications techniques ou de définition du
produit
identifier et couvrir les risques sur les coûts liés à l‟exposition des
variations de taux de change ou à tout autre facteur économique
En cas de dérive des coûts, Safran se réserve le droit d‟imposer une méthode
de traitement des écarts et les conditions d‟information vers Safran.
4.1.4.Robustesse logistique
[4.1.4a] En vue de démontrer sa capacité à adapter avec réactivité sa
production aux évolutions de la demande de Safran, le Fournisseur doit décrire et
tenir à jour son schéma industriel et identifier l‟ensemble des cycles, contraintes
et risques associés
[4.1.4b] Des règles de flexibilité dans l‟expression de besoin sont établies à
l'initiative de Safran. Ces règles s'articulent autour de périodes fermes, flexibles
et prévisionnelles. Dans le cas d'évolution brusque et/ou significative de la
demande, le Fournisseur doit établir des simulations et présenter à Safran les
conséquences qui en résultent.
[4.1.4c] Le Fournisseur doit s‟adapter à la survenance d‟un risque identifié .
Il doit pouvoir à tout moment anticiper et s‟accommoder des aléas ou des
perturbations sur le flux des composants et assemblages dans les processus de
production et de livraison.
4.2. Exigences [4.2a] Le Fournisseur doit respecter les exigences spécifiques de Safran
relatives à la relatives à la documentation GRP-0159 « Management de la Gestion
documentation documentaire et de l‟archivage ».
[4.2b] Lorsque Safran modifie un document appelé au contrat, le
Fournisseur doit prendre en compte cette modification conformément aux
dispositions contractuelles et informer Safran de son application

5. Responsabilité de la Direction
5.2. Écoute client [5.2a] La direction du fournisseur doit désigner un membre de son
encadrement qui est l‟interlocuteur privilégié de Safran : il s‟assure que les
performances en terme de conformité produit et respect des délais de livraison
sont mesurées et que des actions appropriées sont mises en oeuvre si les
résultats attendus ne sont pas, ou ne seront pas atteints.
[5.2b] Le membre de l‟encadrement du fournisseur, interlocuteur privilégié
de Safran, doit organiser le retour d‟information concernant Safran lors de la
revue de direction du fournisseur

6.2. Ressources [6.2a] Le Fournisseur doit s'assurer et pouvoir démontrer par les
humaines qualifications ou l‟acquis d‟expérience que les compétences de ses
personnels, en particulier ceux chargés d‟assurer les fonctions de conception,
de développement, de gestion des programmes, de la Qualité, et de la supply
chain, sont maintenues à un niveau en adéquation avec les besoins de
Safran.
[6.2b] Dans sa gestion et sa planification de ses ressources humaines,
le Fournisseur doit être proactif, en s'assurant que les besoins du client sont
clairement identifiés et pris en compte.
6.3. Infrastructure [6.3a] En cas d‟évolution de son outil industriel, le Fournisseur doit
piloter l‟opération en mode projet et préalablement à sa mise en œuvre,
communiquer à Safran les dispositions mises en place et le planning détaillé.
[6.3b] Le Fournisseur doit prendre les dispositions pour garantir la
confidentialité et la sûreté de ses installations, lieux de stockage et moyens
logistiques afin de maîtriser tout risque d'utilisation inappropriée de produits
et/ou moyens objets du contrat.

7. Réalisation du produit
7.1. Planification de [7.1a] Le Fournisseur doit avoir une politique et des processus permettant
la réalisation du de maîtriser les cycles de réalisation du produit en mettant notamment en
produit œuvre les principes qui suivent :

7.2. Processus [7.2a] Le Fournisseur revendeur, ou distributeur doit diffuser à Safran les
relatifs au client données des fabricants, relatives aux produits objets du contrat, ainsi que leurs
évolutions.
[7.2b] Le Fournisseur est tenu d‟obtenir toutes les licences d‟exportation
requises pour autoriser l‟exportation et le re-transfert des données et matériels à
l‟utilisateur final et/ou aux tiers identifiés.
[7.2c] Le Fournisseur est tenu d‟informer Safran de toute
réglementation/restriction relative aux exportations concernant les données et le
matériel qu‟il fournit ou fournira à Safran.
[7.2d] En outre, le Fournisseur doit s‟assurer que ses sous contractants
tiennent les mêmes engagements vis-à-vis des exigences applicables aux
licences d‟exportation.
7.3. Conception et [7.3a] Le Fournisseur doit démontrer dès le démarrage des travaux que
développement l‟enchaînement des activités liées à la conception, au développement, à
l‟industrialisation, à la mise en place du support en service permettront de
répondre aux attentes de Safran avec des risques évalués et contenus. Il
démontrera notamment
La cohérence des différents plans associés, y compris celle des
éventuels fournisseurs de rang 2
La bonne prise en compte des exigences Safran par ces fournisseurs
de rang 2
Pour les travaux ci-dessus le Fournisseur prend en compte les exigences :
de planification de la procédure GRP-0205
de validation industrielle des procédures GRP-0165 et GRP-0167
[7.3b] Le Fournisseur doit mettre en œuvre des outils compatibles avec les
standards et spécifications de Safran; Il s‟agit par exemple d‟outils de
modélisation et de simulation.

7.4. Achats Toutes les conditions listées au § 7.4 de la norme EN/AS/JISQ 9100 sont
applicables.
[7.4a] Les exigences du présent document s'appliquent également aux
sous-contractants du Fournisseur et doivent leur être déclinées par ce dernier
[7.4b] Si le Fournisseur est un revendeur, stockiste ou distributeur, en cas
de résiliation du contrat de distribution entre lui et un de ses fabricants, le
Fournisseur doit en informer Safran sans délai.
[7.4c] Le Fournisseur doit prendre les mesures appropriées pour prévenir
l'achat de produits contrefaits ou non approuvés.
[7.4d] Le Fournisseur est responsable de la qualification des procédés
spéciaux de ses sous-contractants conformément aux exigences de la procédure
GRP-0125.
[7.4e] L‟objet de la surveillance de ses sous-contractants doit porter sur :
le respect des exigences portées au contrat/ commande, pouvant
couvrir les exigences commerciales, logistiques, qualité,
réglementaires, légales, client…
le système de management
la maîtrise des risques
le processus industriel
le produit
Un plan de surveillance doit être établi en fonction de critères prédéfinis
basés sur la performance, les risques pour Safran. Ce plan de surveillance doit
être initialisé puis revu et mis à jour de manière périodique en fonction des
évènements.
Ce plan de surveillance doit être tenu à la disposition de Safran.

7.5. Production et Toutes les conditions listées au § 7.5 de la norme EN/AS/JISQ 9100 sont

[7.5d] Le Fournisseur doit planifier ses activités logistiques et les
positionner aux étapes appropriées du cycle de production du produit.
[7.5e] Le Fournisseur doit mettre en place les solutions logistiques
pertinentes (kitting, kanban…) avec ses Sous-contractants, afin de réduire les
risques et les coûts sur l‟ensemble de la Supply Chain.
[7.5f] Le Fournisseur doit garantir à tout moment la disponibilité du produit
et des moyens de manutention associés, lorsque Safran a la responsabilité du
transport.
[7.5g] Les procédés spéciaux (y compris les laboratoires d‟essais) mis en
œuvre doivent être qualifiés suivant les exigences de la GRP-0125
[7.5h] Les procédés mis en œuvre par le Fournisseur doivent respecter les
restrictions d‟emploi des substances chimiques, telles que spécifiées par Safran
dans le document GRP-0182
7.6. Maîtrise des [7.6a] Le Fournisseur doit mettre en œuvre des méthodes d'évaluation de la
équipements de reproductibilité et répétabilité des dispositifs utilisés.

8.1. Généralités [8.1a] Afin de prévenir et corriger les dérives de ses produits et processus
et d‟améliorer ses performances Qualité, Coûts et Délais, le Fournisseur doit
mettre en œuvre les outils standards (5P, Ishikawa, 8D, 5S, AMDEC) ou
démontrer qu‟il utilise des outils équivalents.
Note : En cas de maîtrise insuffisante de sa performance par le
Fournisseur la procédure GRP-0149 s‟applique.
[8.1b] Le Fournisseur doit garantir la maîtrise des compétences
nécessaires à la mise en œuvre de ces outils
8.2.2.Audits internes
[8.2.2a] Les audits qualité internes du Fournisseur doivent porter sur les
procédés mis en œuvre, sur les produits fabriqués et acceptés en contrôle final,
sur le pilotage des projets de développement et sur le respect des exigences
Safran.

[8.2.4b] Dans tous les cas, les documents d'accompagnement doivent être
explicitement associés aux produits et accessibles sans rompre le
conditionnement.

1. Preamble
1.1. Safran The implementation of the Safran group quality policy, in particular the
expectations achievement of customer satisfaction and continuous improvement of
processes, involves all players, and especially our suppliers.
Safran expectations from its suppliers are as follows :
To receive compliant products (zero defects), within the agreed
schedules (OTD=100%) at optimum cost.
To lead a continuous improvement scheme based on the 3 QCD
chapters :
o Quality (Q) : to contain and correct non-quality through the
application of recognised methods
o Costs (C) : to improve the efficiency of processes, thus
contributing to enhance the competitiveness of Safran and its
customers
o Delivery (D): to rely on a robust supply chain.
To comply with applicable regulations and Safran requirements in the
fields linking the suppliers to Safran.
To take part in sustainable development initiatives
Supplier performance is measured by each invidual company or
customer service centres within the Safran group and the results are shared
among them. A rating (Good Performance, Standard, Inadequate,
Unacceptable) results from such measurement.
Additionally Safran reserves the right to :
Take any necessary and adequate curative and corrective actions to
contain non-performance at the Supplier‟s expenses.
Establish a list of suppliers (“red list”) that do not meet the performance
requirements specified by Safran and including among other things,
market competitiveness, quality, logistics (this “red list” is shared
between the companies within the Safran group)
No longer tender the suppliers whose names appear on this red list.
The submission of documents by Safran to the Supplier, as
recommendations or assistance, is intended to help the Supplier to
manufacture the product by passing on Safran's previous experience. Under
no circumstances, shall such data decrease the Supplier's responsibility, in
particular regarding the final quality of the product.
1.2. Implementation of Safran may precise, in his tender, any part of requirements which are
requirements not applicable
Acceptance by the Supplier of a Contract stipulating application of the
present document (total or partially) implies acceptance of its content.
These requirements are applicable also to the Supplier's sub-contractors
and shall be communicated by the Supplier : the Supplier shall be able to
provide evidence of that sub tier communication..
To facilitate its understanding, the requirements in the present document
have been organised under the chapters of standard EN/AS/JISQ 9100.
The Supplier shall commit on the respect of the requirements via GRF-
0033 compliance matrix.
Any deviation in its application shall be formalized through an actions
plan proposed by the Supplier and shall be officialised through the contract
and/or the System Quality Assurance Plan (PAQS).

To do so, the Supplier :
[4.1.3a] Is responsible for the management and control of all the costs of all
the products and services provided to Safran, at each stage of the process
(development, manufacture, after-sales etc.).
[4.1.3b] Shall
assure Safran that it controls the origin, the structure and the monitoring
of costs,
implement a constant cost reduction policy,
propose modifications to the definition of the product,
identify and cover the risks on costs associated with exposure to
exchange rate fluctuations or any other economic factors.
In the event of a cost escalation, Safran reserves the right to impose a method
for processing such deviations and the conditions for informing Safran.
4.2. [4.2a] The Supplier shall comply with Safran's specific requirements
Requirements for concerning documentation GRP 0159 "Management of documentary control and
documentation archives".
[4.2b] If Safran modifies a document referenced up in the contract; the
Supplier shall take the modification into account in accordance with the
contractual provisions and inform Safran of its application.

5.2. Customer [5.2a] The Supplier's management board shall appoint a member of its
relationship management as the main point of contact for Safran: He/She shall ensure that
the performance in terms of product compliance and scheduled deliveries is
measured and that appropriate actions are taken if the expected results are not,
or will not be achieved.
[5.2b] The member of the Supplier's management, as the main point of
contact for Safran, shall organise the feedback of information concerning Safran
during the Supplier's management reviews.

6. Management of resources
6.1. Availability of [6.1a] The Supplier shall implement a policy and procedures enabling it to
resources manage its capacities and which include the following stages :
Control of all the schedules of its critical resources (material
procurement, training of operators, etc.) and systematic analysis of its
future needs in those domains,
Assessment of the overall workload/capacity balance over the time-
scale visible by Safran,
Detailed analysis and workload/capacity balance of "bottleneck"
resources over at least two complete cycles of the product,
Detailed planning of capacity requirements..
6.2. Human [6.2a] The Supplier shall ensure and be able to demonstrate by the
resources qualifications or acquired experience that the skills of its personnel, in particular
those responsible for the design, development, programme management,
Quality, and supply chain functions, are maintained at a level compatible with
Safran's needs.
[6.2b] In its management and planning of human resources, the Supplier
shall be proactive, by ensuring that the customer's needs are clearly identified
and fully addressed.
6.3. Infrastructure [6.3a] In the event of modification of its industrial facilities, the Supplier
shall control the operation in project mode and prior to its implementation, inform
Safran of the provisions made and the detailed schedule.
[6.3b] The Supplier shall take all necessary measures in order to ensure
the confidentiality and security of its installations, storage areas and logistic
means in order to avoid any misuse of the products and/or means covered by the
contract.

7.1. Planning and [7.1a] The Supplier shall implement a policy and processes in order o
manufacture of the achieve control of the manufacturing cycles of the product, in particular by
product implementing the following principles :
Sales and operations planning (S&OP)
Master Production Schedule (MPS)
Material requirements planning (MRP)
Provisioning schedule and programme
[7.1b] The Supplier shall constantly ensure that its work in progress covers
all needs including incidents associated with production.
[7.1c] If so required, the Supplier shall establish and update a Product
Quality Assurance Plan in accordance with Safran's requirements.
[7.1d] The Supplier shall implement a policy and processes which ensure
proper management of its stocks, in particular for the following aspects :
Rules for determining minimum safety stocks including for production
consumables,
Methods employed to ensure the accuracy of stocks,
Key indicators for stock monitoring,
Management of obsolescence and storage conditions.
[7.1e] The Supplier shall make available to Safran a road-map of the
production process industrial flows (internal and external) through to delivery of
the product to the customer. This road-map should include :
The main production and inspection stages
The Supply of components
Identification of external activities and the associated responsibilities
"Door to door" information (from receipt to delivery) :
Delivery performance (rates of service) and rejection rates
Customer needs (quantity per day, week or month)
The demonstrated capacity
For each major stage
For each bottleneck
A representation of the flows superimposed on a layout scheme, from
reception through to the point of delivery.
7.1.1.Project management
[7.1.1a] The Supplier shall designate a Project Leader having authority for
the supply of all elements of the project: design, development, quality,
performance improvement, Supply Chain management, risk analysis, etc.
[7.1.1b] The supplier has to initiate an approach of project monitoring
(organization, schedules, tools, project reviews, critical resources management)
formalized in a management plan provided to Safran. In the case of a
development, the management plan is provided before the launch of the
development and contains in particular a planning in coherence with Safran toll
gates
[7.1.1c] The Supplier shall ensure that its sub-contractors adopt a project
management approach under the same criteria whenever necessary, and shall
be able to justify the capability of its suppliers to satisfy such requirements.

7.1.2.Risk management
In order to guarantee to its customers the compliance of its commitments in
terms of the quality, costs and delivery schedules of its services, Safran has
adopted a risk management policy and asks its suppliers to adopt a similar
approach.
[7.1.2a] The Supplier shall implement appropriate risk management tools in
order to meet Safran's expectations :
A process repeated throughout the entire duration of the activity with
Safran.
A risk management process incorporated within the Supplier's
management procedures.
A single point of contact at the Supplier for risks.
Risk evaluation scales defined by the Supplier, enabling the
establishment of a road-map of the main risks.
Risk reviews held at regular intervals by the Supplier.

(Document GRM-005). Its purpose is to provide a framework for consistent and
controlled risk management. The guide proposes measures for :

7.1.3.Configuration control
[7.1.3a] The Supplier shall ensure configuration control of its supplies
throughout the various production phases which it undertakes (development,
manufacture, maintenance etc.).
[7.1.3b] If the Supplier proposes to use different configuration control
standards then those specified by Safran, the Supplier shall demonstrate their
equivalence and submit their application to products for approval by Safran who
reserves the right to terminate the contract.
7.2. Customer [7.2a] The Supplier, dealer, or distributor shall provide Safran with the
procedures manufacturer's data, concerning the products covered by the contract, as well as
their changes.
[7.2b] The Supplier undertakes to obtain all export licences required to
authorise the export and re-transfer of data and equipment to the end user and/or
identified third parties.
[7.2c] The Supplier undertakes to inform Safran of any
regulations/restrictions concerning export of the data and equipment which it
supplies or will supply to Safran.
[7.2d] Additionally, the Supplier shall ensure that its sub-contractors
undertake the same commitments regarding the requirements applicable to
export licences.
7.3. Design and [7.3a] The Supplier has to demonstrate from the starting up of the works
development that the sequence of design, development, industrialization and support in service
activities will allow to meet Safran expectations with estimated and contained
risks. It will demonstrate in particular :
The coherence of the various associated plans, including that of the
rank 2 suppliers.
The good consideration of Safran requirements by these rank 2
suppliers
For the works above the Supplier takes into account the requirements :
of planning activities described in procedure GRP-0205
of industrial validation activities described in procedures GRP-0165
and GRP-0167
[7.3b] The Supplier shall implement tools which are compatible with the
Safran standards and specifications; this concerns, for example, modelling and
simulation tools.

[7.3c] The design and development procedures shall incorporate means for
benefiting from experience in the permanent search for actions aimed at reducing
cycles, improving quality and reducing development costs.
[7.3d] Whenever it is necessary to introduce innovations ( technical, design
means, manufacturing processes) in order to satisfy Safran's needs, the Supplier
shall control associated risks. For that the Supplier shall :
identify and assess maturity of technology, design models and
manufacturing processes
Demonstrate maturity level in accordance with the product
development phase.
Implement risks analysis allowing simultaneous back up solutions
definition if necessary
7.4. Buying The requirements specified in the standard EN/AS/JISQ 9100 are
applicable in all cases.
[7.4a] The requirements in the present document are applicable also to the
Supplier's sub-contractors and shall be cascaded by the Supplier.
[7.4b] If the Supplier is a dealer, stockist or distributor, in the event of
termination of the distribution contract between it and any of its manufacturers,
the Supplier shall inform Safran without delay.
[7.4c] The Supplier shall take all necessary measures in order to avoid
buying counterfeit or non approved products.
[7.4d] The Supplier is responsible for qualification of special processes
used by its sub-contractors, in accordance with the requirements of procedure
GRP-0125.
[7.4e] The monitoring of its sub-contractors shall cover :
Compliance with the requirements specified in the contract / order,
which may include commercial, logistical, quality, regulatory, legal,
customer requirements etc.

criteria based on performance, the risks for Safran. This monitoring plan shall
be launched then reviewed and updated periodically in accordance with

7.5. Production and The requirements specified in the standard EN/AS/JISQ 9100 are
service preparation applicable in all cases.
[7.5a] The Supplier shall deliver articles which had undergone Industrial
Validation in accordance with rules defined in GRP-0165 and GRP-0167.
[7.5b] In accordance with the requirements of GRP-0165, the Supplier shall
inform Safran of any modification to the manufacturing conditions and submit a
supplementary Industrial Validation in order to validate the changes adopted.
[7.5c] The Supplier shall manage the serial numbers or batch numbers of
the products if such numbers are provided by Safran.
[7.5d] The Supplier shall plan its logistic activities and position them at
appropriate stages of the production cycle of the product.
[7.5e] The Supplier shall establish suitable logistic solutions (kitting,
kanbans, etc.) with its sub-contractors, in order to reduce the risks and costs of
the overall Supply Chain.
[7.5f] The Supplier shall at all times guarantee the availability of the product
and the associated handling facilities, if Safran is responsible for transport.
[7.5g] The special processes (including test laboratories) employed shall be
qualified against the requirements of GRP-0125.
[7.5h] The processes employed by the Supplier shall comply with the
restrictions on the use of chemicals, as specified by Safran in document GRP-
0182.
7.6. Management of [7.6a] The Supplier shall implement evaluation methods for the
monitoring and reproducibility and repeatability of the devices used.
measurement [7.6b] The Supplier shall ensure that any calibration laboratory used is
equipment recognised in the field of its operation by a nationally or internationally approved
organisation (e.g.: approved by COFRAC, UKAS, BNM, NIST, CNRC, ISO
17025, etc.).
[7.6c] Any declassified device shall be suitably identified and its conditions
of use strictly controlled.

[8.2.1d] The Supplier shall provide its personnel with the information on
Safran's satisfaction.
