1.0 OBJECTIVE
The objective of the potable water distribution system is as follows:

a. To store and supply potable water to the following buildings of the plant:
 GT building -11/12/21/22
 ST building-10/20
 Electrical building
 Air cooled condenser electrical building -10/20
 Chemical dosing building-10/20
 GIS control building
 CCR building
 Water treatment plant building
 H2 building
 Canteen building
 Administrative building
 Main gate
 Workshop building
 Warehouse building

b. To store and supply municipal water to potable water storage tank.

2.0 SYSTEM TITLE AND DESIGNATION


Potable water distribution system GKB

3.0 COMPONENTS IN THE SYSTEM


The potable water supply and distribution system consists of the following
components:

a. One (1) no. of Municipal water buffer tank (00GKB20BB001)


b. One (1) no. of Potable water storage tank (00GKB10BB001)
c. One (1) no. of Hydro pneumatic tank (Potable water tank) (00GKB30BB001)
d. 2x100% Municipal water supply pumps (00GKB13/14AP001)
e. 2x100% Potable water supply pumps (00GKB11/12AP001)

4.0 SYSTEM DESCRIPTION

4.1 Municipal water supply system


Municipal water supply system is designed to supply potable water from municipal
aqueduct to the potable water storage tank (00GKB10BB001) via municipal water
buffer tank (00GKB20BB001). One flow totalizer (00GKB45CF101) is provided on
the pipe line between aqueduct and municipal water buffer tank.

4.1.1 Municipal water buffer tank


One (1x100%) municipal water buffer tank (00GKB20BB001) of 10 m3 capacity is
provided to store the municipal water from municipal aqueduct.

One (1) no. of level transmitter (00GKB20CL101) is provided for the tank to control
municipal water supply pumps and to interface with the pneumatic on/off valve
(00GKB45AA061) located in the municipal water supply line. One local level gauge
(00GKB20CL501) is provided for the local level measurement.

4.1.2 Municipal water supply pumps


The function of municipal water supply pumps (00GKB13/14AP001) is to pump
municipal water from municipal water buffer tank (00GKB20BB001) to potable water
storage tank (00GKB10BB001).

Manual isolation valves are provided at the suction side (00GKB12/13AA001) and
discharge side (00GKB14/15AA002) of the pumps to isolate each pump from the
running plant for maintenance or repair. At the discharge side, a non return valve
(00GKB14/15AA001) is provided for each pump to avoid reverse flow of water.

One (1) no. of pressure transmitter (00GKB19CP101) is provided at common


discharge header of municipal water supply pumps for starting the standby pump if
pump discharge header pressure is low. And for giving alarm if the pump discharge
pressure is high and for tripping the pump if the pump discharge pressure is high
high.

Pressure indicators are provided at suction (00GKB12/13CP501) and discharge


(00GKB14/15CP501) nozzles of each municipal water supply pump for local
pressure measurement.

Individual minimum recirculation line is provided with a NRV (00GKB16/17AA001),


restriction orifice (00GKB16/17BP001) and one globe valve (00GKB16/17AA002)
from each pump discharge to municipal water buffer tanks.

4.2 Potable water distribution system


Potable water distribution system is designed to meet the requirements of potable
water consumption of the plant.

The potable water distribution system will supply potable water from potable water
storage tank to the above listed consumers of the plant through 1 no. of hydro
pneumatic tank.

4.2.1 Potable water storage tank


One (1) no. of potable water storage tank (00GKB10BB001) of 57 m3 capacity is
provided to store potable water from activated carbon filter and municipal water
buffer tank.

One (1) no. of level transmitter (00GKB10CL101) is provided on the potable water
tank for permissive, interlock and protection of the potable water supply pumps,
municipal water supply pumps and potable water feed pumps. One (1) No. of level
transmitter (00GKB10CL102) is also provided on the potable water tank for
monitoring the level.

4.2.2 Potable water supply pumps


The function of the potable water supply pumps (00GKB11/12AP001) is to pump
potable water from potable water storage tank (00GKB10BB001) to potable water
hydro pneumatic tank (00GKB30BB001) and to all potable water consumers in the
plant.

Manual isolation valves are provided at the suction side (00GKB02/03AA001) and
discharge side (00GKB04/05AA002) of the pumps to isolate each pump from the

from each pump discharge to potable water storage tanks.

4.2.3 Potable water hydro pneumatic tank


One (1) no. of potable water hydro pneumatic tank (00GKB30BB001) of 10 m3
capacity is provided to store and distribute potable water throughout the plant for all
the consumers of the plant listed above.

One connection from service air system is provided to pre-charge the potable water
hydro pneumatic tank initially.

Inlet water line is provided to the tank with a Pneumatic on/off valve
(00GKB09AA061) and a NRV (00GKB09AA001). One (1) no. of pressure control
valve (00GKB20AA071) and one (1) no. of pressure transmitter (00GKB20CP101)
are provided at the downstream of the hydro pneumatic tank to maintain the
constant pressure at the consumer ends.

One (1) no. of pressure transmitter (00GKB30CP101) is provided on the tank for the
pressure monitoring of the tank and to operate the pneumatic on/off valve
(00GKB09AA061) based on the pressure in the tank and also for starting the potable
water supply pumps. One pressure safety valve (00GKB30AA101) is provided on
the tank to avoid over pressurization. One vent line with valve (00GKB30AA501) and
drain line with valve (00GKB30AA401) is provided on the tank.

5.0 OPERATION PHILOSOPHY

5.1 Municipal water supply system

5.1.1 Initial filling of the municipal water supply system


Municipal water buffer tank (00GKB20BB001) must be filled above ‘low-low’ level to
protect municipal water supply pumps against dry run.

Outlet valve (00GKB11AA001) must be in open condition to ensure municipal water


supply to the municipal water supply pumps.

Prior to starting of the pump, the system must be filled through gravity by opening
municipal water supply pump’s suction valves (00GKB12/13AA001) and discharge
isolation valves (00GKB14/15AA002) to allow priming of the municipal water supply
pump and partial filling of the municipal water distribution pipe line prior to start up.

5.1.2 Startup and shutdown of the municipal water supply system


After gravity filling, isolation valves (00GKB14/15AA002) at the pump’s discharge
must be closed and pump shall be started. After the attainment of minimum flow and
pressure, discharge valves must be opened manually to ensure the filling of
municipal water system network.

Normal shutdown is accomplished by stopping the pumps and closing discharge


valves of pumps.

5.1.3 Normal operation


The level in the municipal water buffer tank is monitored by level transmitter
(00GKB20CL101) which provides signal to DCS.

During normal operation, the municipal water pump will supply the municipal water
from the municipal water buffer tank to potable storage tank based on the level

(00GKB20CL101) in the municipal water buffer tank.

One municipal water supply pump will be in stand by condition and will start, in case
of the running pump electrical common fault or if the discharge header pressure falls
low(0.8 bar(g)) for certain time when the other pump is running. The discharge
header pressure is monitored by pressure transmitter (00GKB19CP101), which
provides signal to DCS.

5.1.4 Abnormal operation


Tripping of pumps (normal/standby) will occur during any of the below conditions

a. Low low level in municipal water buffer tank.


b. Pump discharge header pressure high high.
c. Potable water storage tank level high high.

5.2 Potable water distribution system

5.2.1. Initial filling of the potable water distribution system


Potable water storage tank (00GKB10BB001) must be filled above ‘low-low’ level to
protect potable water supply pumps against dry run.

Outlet valve (00GKB01AA001) must be in open condition to ensure potable water


supply to the potable water supply pumps.

Prior to starting of the pump, the system must be filled through gravity by opening
potable water supply pump’s suction valves (00GKB02/03AA001) and discharge
isolation valves (00GKB04/05AA002) to allow priming of the potable water supply
pump and partial filling of the potable water distribution pipe line prior to start up.

5.2.2. Startup and shutdown of the potable water distribution system

water system network.

5.2.3. Normal operation


The level in the potable water storage tank is monitored by level transmitter
(00GKB10CL102) which provides signal to DCS. The high high, high, low and low
low level signals are derived from the level transmitter (00GKB10CL101) provide
signals to the DCS for the alarm, interlock permissive and protection functions and
from DCS to WTP PLC.

Potable water supply pumps will take suction from potable water storage tank and
pump will fill up the potable water hydro pneumatic tank.

One potable water supply pump will be in stand by condition and will start, in case of
the running pump electrical common fault or if the discharge header pressure falls
low(5.5 bar(g) for certain time when the other pump is running. The discharge
pressure is monitored by pressure transmitter (00GKB09CP101), which provides
signal to DCS.

Operation philosophy of Potable water hydro pneumatic tank:


Potable water hydro pneumatic tank will be provided with a bladder inside the tank
which holds water and the water connection is given to the bladder with a pneumatic
on/off valve (00GKB09AA061) and a NRV (00GKB09AA001).

Compressed air connection is provided to the tank at a pressure of 5.5 bar (g),
which will be the minimum pressure available throughout.

During commissioning, isolation valve (00GKB09AA061) at water inlet will be kept


open and outlet valve (00GKB20AA001) closed. Water will be filled till the pressure
transmitter connected to air side of the tank (outside the bladder) reads 5.5 bar (g).
Once the air pressure reaches 5.5 bar (g), pump must be put to automatic mode and
tank outlet valve must be opened.

Based on consumption in potable water distribution network, the water volume in the
tank decreases along with the pressure in the tank. At a pressure of 5.5 bar (g),
pump will automatically start and the pneumatic on-off valve at the inlet of hydro
pneumatic tank would open. Hence, potable water starts entering the pneumatic
tank and once the tank pressure reaches 7.0 bar (g) the pump is switched off and
the pneumatic on-off valve at the inlet of hydro pneumatic tank would close. Potable
water supply pump operates always between the set pressures of 5.5 bar (g) and
7.0 bar (g.

In case of any sudden failure of both the pumps, the flow of remaining water in the
tank to the consumers is ensured by the compressed air connection at 5.5 bar (g).
(Values will be confirmed later). Pressure safety valve is provided on the tank to take
care of any pressure increase beyond 7.0 bar (g).

Operation philosophy of distribution header pressure control valve


(00GKB20AA071):
During normal operation the header pressure is monitored by pressure transmitter
(00GKB20CP101) and controls the pressure control valve (00GKB20AA071) in
order to maintain the potable water distribution header pressure (5.6 bar(g) )–

5.2.4. Abnormal operation


Tripping of pumps (normal/standby) will occur during any of the below conditions

a. Low low level in potable water storage tank.

6.0 INTERLOCKS AND CONTROL

6.1 Municipal water Supply system

a) Municipal water supply pumps (00GKB13/14AP001)


These pumps can be operated manually from the DCS or in the auto mode based
on the following conditions:

6.1.1 Start permissive


The pump shall be permitted to start from DCS only if the following condition is
satisfied:

i. Municipal water buffer tank level not low (00GKB20CL101) (more than 200 mm)
ii. Potable water storage tank level not high (less than 3400 mm)

6.1.2 Stop Permissive


Nil

6.1.3 Auto Start

i. When the potable water storage tank level (00GKB10CL101) becomes low, the
municipal water supply pump would be started.

Further, if the pump is in auto standby condition (00GKB13/14AP001), it shall be


started under one of the following conditions:

ii. Working municipal water supply pump (00GKB13/14AP001) was running and
has tripped on electrical common fault.
iii. Municipal water supply pump running and discharge header pressure
(00GKB19CP101) falls low (less than 0.8 bar (g)) for certain time.

6.1.4 Auto Stop


When a pump is started on auto standby as described above under ‘auto start’, the
pump that was running previously would be stopped.
i. Potable water storage tank level (00GKB10CL101) is high (more than 3400 mm).

6.1.5 Override Trip


The pump shall be tripped from DCS when any of the following condition occurs.

i. Municipal water supply pump discharge header pressure high high


(00GHB19CP101) (more than 1.1 bar(g))
ii. Municipal water buffer tank level low low (00GKB20CL101) (less than 150 mm)
iii. Potable water storage tank level is high high (00GKB10CL101) (more than 3600
mm)

b) Municipal water buffer tank level control valve (00GKB45AA061)

This valve can be operated manually from the DCS or in the auto mode based on the
following conditions.

6.1.6 Open Permissive


Nil

6.1.7 Close Permissive


Nil

6.1.8 Auto open


The valve shall be opened, if municipal water buffer tank level (00GKB20CL101) is
low (200 mm)

6.1.9 Auto close


The valve shall be closed, if municipal water buffer tank level (00GKB20CL101) is
high (1900 mm)

6.2 Potable water distribution system

a) Potable water supply pumps (00GKB11/12AP001)


These pumps can be operated manually from the DCS or in the auto mode based
on the following conditions:

6.2.1 Start permissive


The pump shall be permitted to start from DCS only if the following condition is
satisfied:

i. Potable water storage tank level not low (00GKB10CL101) (more than 900 mm)
ii. Potable water hydro pneumatic tank pressure low (00GKB30CP101) (less than
5.5 bar(g)
iii. Potable water hydro pneumatic tank on/off valve (00GKB09AA061) open
feedback

6.2.2 Stop Permissive


Nil

6.2.3 Auto Start


i. When the potable water hydro-pneumatic tank pressure is low for certain time,
the potable water supply pump would be started.

Further, if the pump is in auto standby condition (00GKB11/12AP001), it shall be


started under one of the following conditions:

ii. Working potable water supply pump (00GKB11/12AP001) was running and has
tripped on electrical common fault.
iii. Potable water supply pump is running and discharge header pressure
(00GKB09CP101) falls low (less than 5.5bar (g)) for certain time.

6.2.4 Auto Stop


i. When the potable water supply pump discharge header pressure is high
(00GKB09CP101) (more than 7.0 bar (g)) for certain time, the pump would be
stopped.
ii. When a pump is started on auto standby as described above under ‘auto start’,
the pump that was running previously would be stopped.

6.2.5 Override Trip


The pump shall be tripped from DCS when the following condition occurs.

i. Potable water storage tank level(00GKB10CL101) low low (less than 900 mm)
ii. When the potable water supply pump discharge header pressure is very
high(00GKB09CP101)(more than (7.1 bar(g)) for certain time.

b) Potable water pneumatic tank inlet isolation valve (00GKB09AA061)


This valve can be operated manually from the DCS or in the auto mode based on the
following conditions.

6.2.6 Open permissive

6.2.7 Close permissive

The valve shall be opened, if potable water hydro pneumatic tank pressure
(00GKB30CP101) is low (5.5 bar (g)).

6.2.9 Auto Close


The valve shall be closed, if potable water hydro tank pressure (00GKB30CP101)
is high (7.0 bar (g)).
