Description du projet :
Le client demande la réalisation d’un portail de soumission en ligne pour les appels àà concurrence
publics suite au retrait des cahiers de charges y afférent déjà publiéser sur la même plateforme, le
projet est organisé en construit de ttrois phasesparties (versions) principalesfondamentales (la
deuxième phasees deux premières parties est sont en cours de la réalisation)., lLa prochaine étape
seraest d’intégrer une solution ECM à la plateforme déjà réalisée afin de répondre aux scénarios
principaux (de la future version) ci-dessous.
Description du portail :
Le but de ce portail est de faire la liaison entre quatre acteurs principaux et par la suite le suivi de
l’enchaîinement des processus de traitement des soumissions des offres.aux cahiers de charges.
- Le grand public : (anyone) ceuxTous les internautes qui ont la possibilité de consulter les
informations publiques sur la plateforme. (Nombre inconnu et non lillimité)
- Les utilisateurs internes : Les utilisateurs du Ministère des financese la société (notre client)
qui héberge et offre des services via la plateforme. (Nombre connu et limité)
- Les organismes publics : (le service contractant) les institutions celui qui utilisent la
plateforme pour publier des avis prévisionnels, des demandes de consultations, des appels
d’offres, et les cahiers dess charge correspondants,cahiers de charges… etc. (Nombre limité
mais qui peut évoluer avec le temps, selon la généralisation du portailNombre inconnu)
- Les opérateurs économiques : (les soumissionnaires) celui qui donnent des offres et des
réponses aux cahiers de charges et à des consultations. (Nombre inconnu)Nombre

Project description :
The customer requests the implementation of an online e-Procurement bidding portal for public
tenders, the project is organized in three main phases (portal versions) |second phase is currently in
progress]. The next (3rd) step will be the integration of an ECM solution into the platform that is
already under construction, in order to fulfil the following main scenarios :
- General public: (anyone) All Internet users will have the possibility to consult public
information on the platform. (Not limited unknown number)
- Internal users: Users of the Ministry of Finance (our client) which hosts and offers services
via the platform. (Known and limited number)
- Public entities: (public sector contracting parties) the institutions that use the platform to
publish provisional notices, RFIs, RFPs, calls for tenders, etc. (Limited number but may
change over time, depending on the generalization of the portal)
- Economic operators: (bidders) companies who prepare and submit offers (bidders) to
answers public tenders. (unknown number)
Scenarios :
This section describes the target scenarios for the third phase (version 3) of the platform (regarding
the ECM component):
Portal description:
The purpose of this portal is to link four main actors, and also to monitor the chain of processes for
processing tenders for the specifications.
- The general public: (anyone) those who have the opportunity to view public information on the
platform. (Number of users: unknown unlimited)
- Internal users: The users of the company (our client) that hosts and offers services via the platform.
(Known number of users)
- Public institutions: (the contracting service) who use the platform to publish forecast notices,
requests for consultations, contractual specifications, etc. (Unknown number of users)
- Economic operators: (bidders) who provide offers and responses to contractual specifications and
consultations. (Number unknown of users)
Scenario Descriptions:
This part describes the forecast scenarios on the third part of the platform (ECM part):
The solution offers the possibility for tenderers and contracting services to do the authentication via
electronic signature, allow them to access to their personal profiles where they can upload:
administrative file, offers for tenders and consultations, contractual specifications, notices, … etc.
The solution offers the possibility to verify documents already signed electronically (verification of
validity and authenticity of the documents).
The solution offers the possibility to electronically sign the documents during upload. Exp: when
bidders (external user) uploads documents via the portal, the solution electronically signs these
documents and stores them in their personal space.
- Scenario 4: Digital safe-deposit
The solution provides the ability to store submission documents in a locked and encrypted digital
safe. This safe will only open on specific dates.
The solution provides the ability to communicate and integrate with other systems to verify the
authenticity of information and documents entered into the platform. Exp: the processing agent goes
to an area where he can put the commercial registry number to check its validity from the National
Center of the Trade Register platform.
