Description du projet :
Le client demande la réalisation d’un portail de soumission en ligne pour les appels àà concurrence
publics suite au retrait des cahiers de charges y afférent déjà publiéser sur la même plateforme, le
projet est organisé en construit de ttrois phasesparties (versions) principalesfondamentales (la
deuxième phasees deux premières parties est sont en cours de la réalisation)., lLa prochaine étape
seraest d’intégrer une solution ECM à la plateforme déjà réalisée afin de répondre aux scénarios
principaux (de la future version) ci-dessous.

Description du portail :
Le but de ce portail est de faire la liaison entre quatre acteurs principaux et par la suite le suivi de
l’enchaîinement des processus de traitement des soumissions des offres.aux cahiers de charges.

- Le grand public : (anyone) ceuxTous les internautes qui ont la possibilité de consulter les
informations publiques sur la plateforme. (Nombre inconnu et non lillimité)
- Les utilisateurs internes : Les utilisateurs du Ministère des financese la société (notre client)
qui héberge et offre des services via la plateforme. (Nombre connu et limité)
- Les organismes publics : (le service contractant) les institutions celui qui utilisent la
plateforme pour publier des avis prévisionnels, des demandes de consultations, des appels
d’offres, et les cahiers dess charge correspondants,cahiers de charges… etc. (Nombre limité
mais qui peut évoluer avec le temps, selon la généralisation du portailNombre inconnu)
- Les opérateurs économiques : (les soumissionnaires) celui qui donnent des offres et des
réponses aux cahiers de charges et à des consultations. (Nombre inconnu)Nombre

Description des scénarios :

Cette partie décrit ve les scénarios prévisionnels de sur la troisième phase (verqionversion 3)partie de
la plateforme (pour le voletpartie ECM) :

- Scénario 1 : Authentification via la un certificatsignature électronique :

La solution offre la possibilité aux soumissionnaires et aux services contractants de faire
sl’authentifiercation via un certificat électronique d’identité la signature électronique, afin de
pouvoirpour accéder à leurs espaces personnels où ils peuvent faire ensuite, pour les
opérateurs économiques : le télé-versement des : dossiers administratifs, des les offres (à
des soumissions et à des appels d’offres ou consultations), etc., et pour les administrations
(services contractants) dlese cahiers des charges,, ldes avis, … etc.
- Scénario 2 : Vérification des documents signés électroniquement :
La solution offre la possibilité de vérifier lleses documents déjà signés électroniquement
(vérification de la validité et l’authenticité des documents).
- Scénario 3 : Signer électroniquement les documents lors de l’upload via le portail
La solution offre la possibilité lors dule télé-versement de signer électroniquement les
documents. Exemple : aule moment où le soumissionnaire (utilisateur externe) télé-verse les
documents via le portail, la solution signe ces documents électroniquement par le biais de
son certificat électronique, et elle stocke ces documents dans son espace personnel.
- Scénario 4 : coffre-fort numérique
La solution offre la possibilité de stocker les documents de soumission dans un coffre-fort
numérique qui est verrouillé et crypté. Ce coffre-fort s’ouvert seulement dans desà une dates
précises (date et heure de l’ouverture des plis) et est accessible seulement à des personnes
précises (membres de la commission d’ouverture des plis).
- Scénario 5 : Intégration avec des solutions tierces
La solution offre la possibilité de communiquer et de faire ls’intégreration avec d’autres
systèmes (typiquement les systèmes d’information des organismes qui sont partie prenante
dans le processus de soumission : notamment ceux qui délivre des documents officiels aux
soumissionnaires) afin de vérifier l’authenticité des informations et des documents introduits
dans la plateforme. Exp : l’agent de traitement (utilisateur interne) entre dans un espace où il
peut saisir le numéro du registre du commerce pour vérifier sa validité auprèschez du Centre
National du Registre du Commerce, ou cette même vérification qui se fait automatiquement
sur les données saisies dans le profil de l’opérateur économique (ces documents et/ou
informations sont sujet à des mises à jour et des vérifications périodiques).
 Brief description of the e-Procurement project

Project description :
The customer requests the implementation of an online e-Procurement bidding portal for public
tenders, the project is organized in three main phases (portal versions) |second phase is currently in
progress]. The next (3rd) step will be the integration of an ECM solution into the platform that is
already under construction, in order to fulfil the following main scenarios :

Description of the portal :

The purpose of this portal is to link between four (04) main actors that are the main stakeholders of
bidding processes for public tenders

- General public: (anyone) All Internet users will have the possibility to consult public
information on the platform. (Not limited unknown number)
- Internal users: Users of the Ministry of Finance (our client) which hosts and offers services
via the platform. (Known and limited number)
- Public entities: (public sector contracting parties) the institutions that use the platform to
publish provisional notices, RFIs, RFPs, calls for tenders, etc. (Limited number but may
change over time, depending on the generalization of the portal)
- Economic operators: (bidders) companies who prepare and submit offers (bidders) to
answers public tenders. (unknown number)

Scenarios :
This section describes the target scenarios for the third phase (version 3) of the platform (regarding
the ECM component):

- Scenario 1: Authentication via an electronic certificate:

The solution offers the possibility for tenderers and contracting services to authenticate via
their electronic identity certificate, in order to access their private space on the portal where
they can: upload administrative documents, bids/offers (respond to RFIs, RFPs, Tenders),
etc., and for the public administrations (contracting services) specifications (RFI, RFP…) ,
bidding process information, etc.
- Scenario 2: Verification of electronically signed documents:
The solution offers the possibility to verify electronically signed documents (verification of
the validity and authenticity of documents).
- Scenario 3: Electronically sign documents when uploading to the portal
The solution offers the possibility during the upload to electronically sign the documents.
Example: when the bidder (external user) uploads the documents via the portal, the solution
signs these documents electronically using his electronic certificate, and stores these
documents in his personal space.
- Scenario 4: electronic safe
The solution provides the ability to store bid documents inside a locked and encrypted
“electronic safe”. This “electronic safe” opens only on a specific date (date and time of the
opening of bids) and is accessible only to specific people (members of the bid opening
commission).
- Scenario 5: Integration with third-party solutions
 The solution offers the possibility of communicating and integrating with other systems
(typically the information systems of public organizations that are involved in the tendering
process: in particular those that deliver official documents to bidders) in order to verify the
authenticity of the information and documents entered into the platform. Exp : the
processing agent (internal user) enters a space where he can fill the “trade-register file
number” to check its validity via the information system of the “National Trade Registration
Centre”, or this same verification automatically performed by the system when the bidder
(economic operator) enters data onto his profile (these documents and/or information are
subject to periodic updates and verifications).

Brief description of the Budget Directorate project.

Project description:
Our customer's main requests were for a portal of submission to contractual specifications already
published on the same platform, the project is constructed of three main parts (the first two parts
are in progress of the realization), the next step is to integrate an ECM solution into this platform and
in order to satisfy the scenarios below.

Portal description:
The purpose of this portal is to link four main actors, and also to monitor the chain of processes for
processing tenders for the specifications.

- The general public: (anyone) those who have the opportunity to view public information on the
platform. (Number of users: unknown unlimited)

- Internal users: The users of the company (our client) that hosts and offers services via the platform.
(Known number of users)

- Public institutions: (the contracting service) who use the platform to publish forecast notices,
requests for consultations, contractual specifications, etc. (Unknown number of users)

- Economic operators: (bidders) who provide offers and responses to contractual specifications and
consultations. (Number unknown of users)

Scenario Descriptions:
This part describes the forecast scenarios on the third part of the platform (ECM part):

- Scenario 1: Authentication via electronic signature:

The solution offers the possibility for tenderers and contracting services to do the authentication via
electronic signature, allow them to access to their personal profiles where they can upload:
administrative file, offers for tenders and consultations, contractual specifications, notices, … etc.

- Scenario 2: Verification of electronically signed documents:

The solution offers the possibility to verify documents already signed electronically (verification of
validity and authenticity of the documents).

- Scenario 3: Electronically sign documents when uploading via the portal

The solution offers the possibility to electronically sign the documents during upload. Exp: when
bidders (external user) uploads documents via the portal, the solution electronically signs these
documents and stores them in their personal space.
 - Scenario 4: Digital safe-deposit

The solution provides the ability to store submission documents in a locked and encrypted digital
safe. This safe will only open on specific dates.

- Scenario 5: Integration with Third Party Solutions

The solution provides the ability to communicate and integrate with other systems to verify the
authenticity of information and documents entered into the platform. Exp: the processing agent goes
to an area where he can put the commercial registry number to check its validity from the National
Center of the Trade Register platform.
