(2) A State organ may also recruit a
public servant governed by an
employment contract for one of the
following reasons:
(a) in case of replacement of a
public servant who is absent at
work for a period equal to or
above three months, due to
reasons provided by laws;
(b) in case of recruitment of a
public servant on a job position
that requires rare or exceptional
skills;

République du Rwanda. Toutefois, les
dispositions des articles de ses chapitres II
et III prennent leurs effets à partir du
01/01/2023.
