Abstract
Hayek's Theory of the Trade Cycle, and the Centrally Planned Economies.
Hayek's theory of the trade cycle, with its emphasis on over-investment, and also on the rôle of
consumption and real wages, is particularly well adapted to analysis of the investment cycle in planned
economies. The impulse which sets the process of expansion in motion arises from great pressure for
investment, exerted on the planners by all the economic agents, combined with a relaxing of
supervision from the Centre. The allocation of resources to investment and consumption is not
regulated by movement of the rate of interest ; it is subject to direct decision by the planners. It is they
who are responsible — like the banks in market economies — for the growth in investment expenditure
and changes in the structure of production. Towards the close of the expansion phase, consumers'
intentions to purchase are frustrated, and there arises considerable pressure on the consumers' goods
market. The Centre, aware of the growing discontent of the public, is forced to lower the rate of growth
in investment. The halt to expansion in turn causes a slowing-down in the completion of new projects,
an increase in the volume of uncompleted investments, and under-utilisation of fixed capital.

3. Par « taux naturel », Hayek entend, suivant Wicksell, 1898, le taux d'intérêt, qui
correspond à l'équilibre entre la demande de capital et l'offre d'épargne.
4. Cependant, Hicks souligne, à juste titre, que la rigidité des salaires nominaux est
un concept peu Hayekien (proche plutôt de la théorie de Keynes).
