1. SCOPE This specification, together with associated documents, establishes the technical requirements for the manufacture, inspection, testing and supply of Nuclear Class 1 austenitic stainless steel seamless tubes and cold drawn tubes for instrumentation and general application in the Embalse CANDU nuclear power plant retubing project. This specification covers tubing manufactured in accordance with the requirements of ASME Boiler and Pressure Vessel Code, Section III, Subsection NB and Subsection NCA. . Throughout this document, the terms Supplier and Purchaser shall be used to describe the Manufacturer/Contractor and the Client/Owner, respectively. It is the Suppliers responsibility to produce, carry out the required inspections and tests, package the material specified herein and furnish all specified documents. This Technical Specification only contains relevant sections listed in Candus Formal Design Documents Manual CE-03000-MAN-001 Revision 1, Appendix DD. The following sections or information listed in CE-03000-MAN-001 Revision 1, Appendix DD are not applicable to this specification: System Description Terminal Points and Interface Appendices
2. APPLICABLE DOCUMENTS 2.1 General All documents (including addenda) listed under Sections 2.2 and 2.3 below, shall apply. If there is a conflict in the requirements between the ruling documents, the Purchaser shall be notified and will resolve the issue. 2.2 Standards and Codes The Supplier shall conform to, and have available for reference, copies of the Codes and Standards as listed in the Technical Requirements Package (TRP), which includes those listed in this specification. The Supplier shall obtain the Purchasers acceptance for use of codes and standards other than those listed herein or in the TRP.

These documents and the revision issues thereof shall be as identified in the TRP. Revision issues subsequent to issue of the tendering document shall be negotiated with the Purchaser prior to their issue for manufacture.

3. REQUIREMENTS 3.1 General The tubing shall meet the requirements described in this specification as well as those in the individual Component Specification Sheets (CSS), if provided by the Purchaser. The tubing shall be manufactured, inspected and certified in accordance with the requirements of ASME Section III, Subsection NB (Nuclear Class 1) and Subsection NCA. All tubing shall be new. 3.2 Workmanship Workmanship shall be such as to ensure that all items are of a uniform quality and meet all of the requirements of this specification and related contract documents. 3.3 Reliability The service life of the austenitic stainless steel tubing shall be at least the remaining service life of the reactor (30 calendar years or 210,000 hours at Effective Full Power). 3.4 Material The tubing shall be Grade TP 304L and shall satisfy all the requirements of ASME SA-213 and SA-450 unless specified otherwise herein or in the individual specification sheets. The sulphur content of the material shall be limited to be in the range of 0.010% to 0.020% by weight. Maximum cobalt content shall be 0.050% by weight. The silicon content shall not exceed 0.40% by weight. In addition to the above, the following impurities shall also be specified in the Certified Material Test Reports required as per Section 9.7 for information purposes: Oxygen (O) Selenium (Se) Tellurium (Te) Calcium (Ca) Aluminum (Al) Cerium (Ce) Lanthanum (La) Titanium (Ti) Boron (B) 3.5 Dimensions and Tolerances The dimensions and tolerances will be specified by the Purchaser in the individual CSSs or in other tendering documents, and will include the following information. a) Outside diameter of tube and tolerance, b) Wall thickness and tolerance, c) Length (specific or random). The nominal dimensions and tolerances for the most commonly purchased sizes of tubing are listed in Table 7-1 (Section 7) of this specification. If the Purchaser does not specify tubing dimensions and tolerances in CSSs or other tendering documents, they shall be as per Table 7-1. 3.6 Hardness All tubing shall be supplied in the solution-annealed condition and the hardness shall not exceed Rockwell B.80. 3.7 Surface Condition and Cleanliness Extensive mandrel or draw marks regardless of depth are unacceptable. Tubing shall be uniform, smooth and there shall be no evidence of oxidation, scale or other discolouration. Tubing shall have a high standard of cleanliness externally and internally as verified by the examinations specified in Section 9.6 of this specification. This shall be achieved using a controlled atmosphere furnace for the annealing heat treatment. Details of the proposed method shall be submitted to the Purchaser for acceptance. Storage after manufacture shall be under dry conditions. All lubricants, grease, oil, scale, grit, oxide, Non-Destructive Examination (NDE) compounds, moisture and other foreign materials shall be completely removed from the inside and outside surfaces of all parts. Adequate precautions shall be taken to ensure that cleanliness is maintained through to completion of work. Throughout manufacture, the processing and handling of parts and materials shall be such as to avoid contamination by iron, grit, lead, mercury, halogens or sulphur. All surfaces must be thoroughly cleaned prior to any heating operation. Cleaning procedures, including pickling and passivation procedures, shall be submitted to the Purchaser for review and acceptance prior to the start of production. 3.7.1 Cleaning Materials Halogenated cleaning materials are not permitted. Other organic cleaning solvents used for all cleaning operations shall conform to the requirements of Paragraph T-641 of Article 6 of Section V of the ASME BPVC for Liquid Penetrant Examination materials, for both halogens and sulphur content. Aqueous cleaning materials shall be such that, when analysed by techniques acceptable to the purchaser, they shall contain less than 100 micrograms (g) of halogens per gram of made-up solution and less than 330 micrograms (g) of sulphur per gram of made-up solution (or less than 1000 g/g when measured as sulphates). Certification of the halogen and sulphur content in accordance with the above requirements shall be provided and shall report each batch number of each material as well as the actual test results obtained when applicable. 3.8 Manufacture Material shall be cold drawn. No weld repair of material is permitted. 3.9 Acid Pickling Acid pickling during intermediate stages of production, or after reduction to final tube size, is not recommended. If unavoidable, the supplier shall be required to demonstrate to the purchaser that the pickling process has no detrimental effect on the finished product. Acid pickling shall not be used in the final stage of manufacturing, specifically prior to final bright-annealing operations. 3.10 Quality Assurance The Supplier shall comply with the applicable quality assurance requirements of Section 10 of CSA Standard N285.0 / ASME BPVC, Section III, Subsection NCA-3800. All activities associated with the production and supply of items required by this Technical Specification shall be subject to quality assurance. The Supplier's Quality Assurance program shall meet the requirements of ISO 9001. Any exclusions permitted under clause 1.2 of the ISO 9001 standard, shall be limited to those specifically noted in the tender documents. Any other exclusion shall be identified and justified by the supplier and accepted by the Purchaser. The supplier shall also comply with the supplementary clauses listed below. 3.10.1 Supplementary Clauses 3.10.1.1 C.3 Inspection and Test Plan (Quality Plan) a) The supplier/subcontractor shall prepare an Inspection and Test Plan, which describes the inspections, tests and verifications for the product or service specified in the contract. Regardless of who prepares the plan, it shall be approved by the organization primarily responsible for Quality Assurance. b) Unless otherwise specified in the contract: 1) Submit the Plan to the customer for acceptance following the award of the contract and before the applicable phase starts; 2) Update the Plan during the life of the contract to reflect revisions and resubmit for acceptance. c) Submit referenced inspection and test procedures with the Plan or on request when this is specified in the contract. d) Specify in the Inspection and Test Plan: 1) What products or services are to be subcontracted and specify the Quality Assurance program to be applied; 2) How the supplier will verify the sub-suppliers conformance to specified requirements by one or more of the following methods: i) Inspection and Tests by the sub-supplier as defined in the sub-suppliers Inspection and Test Plan; PROTECTED - SENSITIVE 18RF-60610-TS-001 Page 7 Rev. 2
ii) Inspection and Test by the supplier at the sub-suppliers facility; iii) Surveillance by the supplier; iv) Incoming inspection. 3) Where each inspection and test point is located in the production cycle; 4) What characteristics are to be inspected at each point and specify acceptance criteria and any sampling plan to be used; 5) Where the customer has established witness/hold or verification points. 3.10.1.2 C.4 Inspection and Test Procedures Specify or reference Inspection and Test Procedures in the Inspection and Test Plan for the characteristics to be inspected. Review sub-suppliers inspection and test plans and procedures to assure that specified requirements are met.
4. MARKING & IDENTIFICATION The following details shall be marked continuously on each tube, repeating along the full length of the tube: 1. The grade of the material, 2. ASME material specification number, 3. Candu Energy Inc. technical specification (this document) number 4. Nominal OD and wall thickness, 5. Heat number, 6. Lot number, 7. Name and brand of the Manufacturer, 8. Purchasers Material Code Number. The marking shall be applied by stenciling with nuclear grade ink as the preferred method; the halogen content in the ink shall be less than 100 ppm, and the sulphur content less than 330 ppm (or less than 1000 ppm when measured as sulphates). Any other permanent method of identification may be proposed by the Supplier for acceptance. Metal stamps shall not be used.
5. PACKING & SHIPPING 5.1 Preparation for Shipment The material shall be adequately packaged for shipment to and storage at the site, in such a manner as to prevent physical damage, corrosion, action of marine and climatic conditions, and entrance of foreign matter. Tubes shall be individually sleeved and capped at both ends. Additional requirements may be specified in the contract document. 5.2 Storage The storage facilities of the Purchaser will be a dry standard warehouse. 5.3 Packaging The tubing shall be adequately packaged for shipment and protected at all stages of handling and shipment to ensure that it will not suffer damage of any sort. Each package or box shall be clearly marked in a permanent manner with the following information: Specific address, Purchasers order number, Purchasers material code, Summary of contents. Any additional information included in the contract document.
8. JURISDICTIONAL AUTHORITY REQUIREMENTS Under CSA Standard N285.0, instrument tubing is considered material and there are no jurisdictional authority requirements for registration or inspection.
9. INSPECTION, EXAMINATION AND TESTS 9.1 General a) The Supplier shall be responsible for, provide for, and perform the examinations and testing specified herein and as provided for elsewhere in the pertinent tendering and purchasing documents. Examination and testing shall be conducted as per the requirements specified in this technical specification, and shall be subject to acceptance by the Purchaser. The Purchaser or its authorized representative shall have access to the Suppliers premises at all reasonable times to the extent necessary to assess compliance with the provisions of this specification. The Purchaser shall also have the right to conduct at its own expense any additional examination or testing deemed necessary by the Purchaser to assess compliance with the requirements of this specification. b) The Supplier is responsible for performance of the following: - Inspections and tests detailed in this specification and related contract documents. - Inspections and tests required by referenced Codes and Standards. - Any other inspections and tests necessary to ensure conformance to this specification and the tendering documents. - Supply of samples as required by this specification. 9.2 Non-destructive Examination Personnel All personnel performing non-destructive examination to meet the requirements of this specification shall be qualified as follows. 9.2.1 In Canada Personnel shall be qualified to CGSB 48.9712. Only Level 2 or 3 personnel shall interpret results. Only Level 3 personnel shall establish techniques. 9.2.2 In U.S.A. Personnel shall be qualified to ASNT-TC-1A. Only Level II or III personnel shall interpret results. Only Level III personnel shall establish techniques. 9.2.3 In Other Countries Documented qualification of personnel to standard of a recognized regulatory body is required for review and acceptance by the Purchaser. 9.3 Non-destructive Examinations 9.3.1 Ultrasonic Examination The 1-inch size Non-Destructive Examination exemption given in NB-2510(a) does not apply. a) Circumferential Scans: All finished tubing shall be completely examined by the shear wave ultrasonic process in two opposite circumferential directions in accordance with NB-2552 of ASME Code Section III except as modified by the following: A detailed description of the method and equipment to be used shall be submitted to the Purchaser for acceptance prior to production testing. The calibration standard shall be made from a piece of tubing that conforms to the same specification as the tube to be tested. The standard defects shall be transverse and longitudinal 60 V or square-sided U notches on the outside and inside surfaces of the reference tube and shall have lengths not greater than 1/4 inch, widths not greater than l/l6 inch, and depths not greater than the larger of 0.004 inch or 5% of the wall thickness. An ID calibrating notch is not required for 3/16" OD tubing. The ID scanner on the test equipment should be calibrated to the OD notch in this case. The calibration standard shall be used to calibrate the ultrasonic equipment. The monitor alarm level shall be so gated that no defective tubes pass ultrasonic examination. Defective tubes are tubes that have one or more defects with a depth greater than the larger of 0.004 inch or 5% of wall thickness. All defective tubes shall be rejected. Tubing may be salvaged by grinding or grit blasting to remove the defects, provided the wall thickness and outside diameter dimensions remain within tolerance. b) Axial Scans: In addition to the above, all finished tubing shall be examined by two axial scans in two opposite axial directions using the above acceptance standards. As an alternative to the axial scan requirement, the tubing may be examined by the eddy current method (see Section 9.3.2 below). 9.3.2 Eddy Current Examination Where this method of testing is chosen, a detailed description of the method and equipment to be used shall be submitted to the Purchaser for acceptance prior to testing. This proposal shall meet the requirements of ASME Code Section III, Paragraph NB-2554 and ASME Code Section V, Article 8, except as detailed below. The same calibration standard as specified in Section 9.3.1 a) above shall be used to calibrate the eddy current device. 9.3.3 Liquid Penetrant Examination Liquid penetrant examination will be performed by the Purchaser as part of the pre-production qualification per Section 9.5. Liquid penetrant examination can also be used by the Supplier for repair of defects in production tubing per Section 9.9. Liquid penetrant examination shall be done in accordance with ASME Section III, NB-2556 and Section V, Article 6 and the following requirements: PROTECTED - SENSITIVE 18RF-60610-TS-001 Page 15 Rev. 2
a) Pre-examination processes, such as defect elimination, shall not cause defects to be masked by smearing or peening of the surface. b) Scale, grease, and oil shall be removed from the surface to be examined. c) Bulk material shall be used for penetrant, which shall be applied by brushing, swabbing, or spraying. Aerosol containers are not permitted. d) Penetrant shall be removed by wiping after the dwell time. Clean and dry lint-free cloths shall be used. Final wiping may be done with cloths moistened with cleaner/remover. Flushing with cleaner/remover is prohibited. e) Developer shall be applied by spraying. The propellant used shall be clean compressed air or other innocuous gas. Chlorinated hydrocarbons are not permitted as a propellant. f) The penetrant and developer shall meet the requirements for both sulphur and halogen specified in ASME Code Section V, T-641. g) Certification of halogen and sulphur content shall be provided and shall report each batch number of each material as well as the actual test results obtained. All traces of penetrant and developer shall be promptly removed from the tube surface at the finish of examination. 9.4 Hydrostatic Test Each tube shall be subjected to, and shall withstand without leaking, a hydrostatic test pressure of 4000 +250 -0 psig (27.6 +1.72 -0 MPa(g)) unless specifically indicated otherwise on the individual specification sheet. The test pressure shall be held a minimum of 10 seconds. De-ionized water to ASTM D1193-06 Type II Grade C shall be used. Conductivity of the hydrostatic test water shall be monitored as the hydrostatic test campaign continues. 9.5 Pre-production Qualification The material supplier shall be required to produce a Pre-Production Qualification (PPQ) lot of tubing for examination by the Purchaser, which will confirm compliance with the material standard and this Technical Specification. The PPQ lot shall qualify the Suppliers manufacturing process, inspection equipment, procedures, and material. Re-qualification due to manufacturing process and/or equipment changes shall be at the discretion of the Purchaser. The pre-production lot shall consist of a minimum of 20 pieces, 2 feet in length, which are manufactured and inspected in accordance with procedures, that have been reviewed and accepted by the Purchaser. Of the pre-production lot, 10 pieces are for quality evaluation as defined in Section 9.5.1 and 10 pieces are for the weldability testing as defined in Section 9.5.2. The tubing lot presented by the tube supplier to the Purchaser for evaluation shall be material which has passed all required inspections using procedures accepted by the Purchaser. The pre-production lot samples shall be representative of all tube sizes being produced. The cost of one pre-production qualification run shall be included in the contract price. If the initial lot is rejected, all further pre-production qualification runs shall be at the expense of the tube manufacturer. 9.5.1 Tubing Evaluation The purpose of this evaluation is to confirm the tubes are within specified quality requirements. The evaluation shall be as follows: Full length Liquid Penetrant Examination (see Section 9.3.3) and stereomicroscopic examination of the outside and inside surface, after splitting the tubes. a) Surface conditions such as pitting, dirt, laps and seams, ditching and other deleterious features are unacceptable. b) Imperfections shall be measured for depth by one of the following methods: 1) Grinding or filing shall be used to locally eliminate the imperfection. Depth of the repair cavity shall be measured. 2) Material containing the imperfection shall be removed and a metallographic section prepared. Maximum depth shall be determined, by progressively polishing through the imperfection and measuring at intervals, the depth on a metallograph at suitable magnification. The Purchaser will reject the pre-production qualification lot for any of the following reasons: a) The pre-production lot was not produced in accordance with intended production and inspection methods and procedures. b) Any one tube has not been properly cleaned or has harmful contamination on the surface. c) The evaluation reveals the presence other deficiencies indicating overall poor workmanship. 9.5.2 Weldability Testing Weldability testing is to be performed by the Purchaser using standard, qualified (per ASME Section IX) and established automatic autogenous gas tungsten arc welding tube procedures. The results of weldability testing shall be acceptable to the Purchaser. Weldability testing shall be performed for the following tubing: a) Pre-Production Qualification (PPQ) Material Weldability Testing: Weldability testing shall be done for the PPQ samples (as required per Section 9.5). b) Production Material Weldability Testing: If the chemistries of the production material differ from that of the PPQ lot, weldability testing of the production material shall be done. The vendor shall supply to the Purchaser the following production samples: a minimum of 10 pieces, 2 feet in length. The samples shall be representative of all tube sizes and chemistries being produced. 9.6 Cleanliness Examination The final examination of the tube before packaging shall be to check cleanliness. 9.6.1 Outside Surface Visual inspection of the complete outside surface of each tube shall be carried out to confirm cleanliness. The lighting level at the surface shall be at least 100 foot candles and preferably PROTECTED - SENSITIVE 18RF-60610-TS-001 Page 17 Rev. 2
about 250 foot candles. Light must be positioned to prevent glare on the surface. The surface shall be visibly clean. A wipe test shall also be done using white lint-free cloths. The cloth shall be moistened in a Purchaser approved solvent (see Section 3.7.1) and the tube surface shall be wiped. The cloth shall be evaluated under suitable lighting. The presence of a smudge or discolouration shall be regarded as contamination and the tube shall be re-cleaned. Any discoloration shall be evaluated on a case-by-case basis. As a general rule, the presence of smudge or discoloration that cannot be cleaned is not acceptable. 9.6.2 Inside Surface A wipe test shall be done on the inside surface by driving felt plugs through each tube. At least two plugs of slightly larger diameter than the tube bore shall be used. The plugs shall be soaked in a Purchaser approved solvent (see Section 3.7.1) and then driven through the length of the tube by compressed air. The compressed air shall be clean, dry, and filtered. Care shall be taken to ensure that nothing is left behind in the tubing. The plugs shall be evaluated under suitable lighting. The presence of a smudge or discolouration shall be regarded as contamination, and the tube shall be re-cleaned. Any discoloration shall be evaluated on a case-by-case basis. As a general rule, the presence of smudge or discoloration that cannot be cleaned is not acceptable. After meeting this standard, each length of tubing shall have plastic caps or plugs fitted to both ends to ensure no ingress of dirt or moisture before packaging. 9.7 Chemical Analysis Certified Material Test Reports are required in all cases; in addition, check chemical analysis shall be carried out as required by ASME SA-213 and SA-450. The check analyses shall be carried out on finished tubing. 9.8 Reports A test report signed by an authorized representative of the Supplier shall be furnished to indicate the specification and grade, the results of the chemical analysis, hardness, grain size, tensile properties, and for any examination or test called up herein. 9.9 Sampling The Purchaser, or its authorized agent, shall have the right to examine at its own cost, sample tubes taken at random from finished production tubing, by methods which may be different from those used by the Supplier for final acceptance. If this option is exercised by the Purchaser, the following shall apply: The Supplier shall provide facilities and labour for examination of the sample tubes. The samples will be taken on a statistical basis, as per ISO 2859.1, to represent production batches or lots of tubing. As a general rule these lots should not contain more than one, or at the most two, heat numbers. PROTECTED - SENSITIVE 18RF-60610-TS-001 Page 18 Rev. 2
The Acceptable Quality Level (AQL) for the lot will be 2.5%. A rejectable tube is one containing one or more unacceptable defects. The rejected lot may be reworked and/or re-inspected and resubmitted by the Supplier for acceptance at the discretion of the Purchaser. The statistical sampling by the Purchaser of resubmitted lots may or may not entail tightened inspection as per ISO 2859.1 and as applicable additional sampling procedures from the ISO 2859 series of standards at the discretion of the Purchaser. Proof that a defect exceeds the allowable depth shall be either a) micrometer measurement of the tube before defect removal and again after the defect has been filed to a depth at which it is not visible and shows no indication with a Liquid Penetrant Examination per Section 9.3.3, or alternatively b) by the measurement of a metallographic section through the tube wall at the point of maximum depth of defect. The choice between these methods will be at the discretion of the Purchaser or its representative.
10. DOCUMENTATION 10.1 General The following documents are required by the Purchaser at the times stated for acceptance, information or record purposes, as indicated. The documents listed are the minimum requirements; additional documents may be required in the contract documents and be referenced jurisdictional requirements. 10.2 Required at Time of Tender The following shall be submitted with the tender. The information submitted need not necessarily be complete in detail but shall be sufficiently descriptive to give the Purchaser a clear indication of what is being offered. a) Method of marking (refer to Section 4 above), b) Ultrasonic, and if required, Eddy Current and/or Liquid Penetrant examination procedures, c) Manufacturing and inspection plan, d) Packaging and shipping method (Refer to Section 5 above), e) Tubing Lengths (Refer to Section 3.5 above). For identification purposes, all specifications, procedures, etc. shall bear the following: Project name, Title of project, Purchasers Purchase Order number. 10.3 History Docket The Supplier shall provide a folder of documentation, hereafter called the History Docket, for each shipment. The History Docket shall comprise the following documents bound in an 8 x 11 inch folder (see CE specification 00-00660-TS-001): a) Copy of packing slip, b) Copy of bill of lading, c) Reports (refer to Section 9.8 above), d) Certified Material Test Reports (refer to Section 9.7 above), e) Summary sheet showing breakdown of items by number of pieces, total quantities, heat number, case numbers, etc. f) A copy of all applicable concession forms as accepted by the Purchaser. 10.4 Language Requirements Unless otherwise specified, all labels for the material shall be in the English language.
