L'an deux mille-vingt-deux et le trente-un janvier s'est tenue, dans la salle de réunions du
bâtiment A de l'École Nationale Supérieure des Travaux Publics (ENSTP), à partir de onze heures
précises, la 25ème session ordinaire du Conseil de Direction de l’ENSTP, sous la conduite de sa
Présidente, Madame LEKEUFACK née METANGMO Virginie.
Le Pr. NKENG George ELAMBO, Directeur de l’ENSTP rapportait les travaux. Il était
assisté du Dr. BWEMBA Charles, Directeur Adjoint chargé des études.

1. Vérification du quorum
Après vérification, douze membres (12) membres sont présents et le treizième est
représenté, le quorum exigible des deux tiers (2/3) au moins des membres étant atteint, le Conseil
de Direction pouvait régulièrement siéger.
Dans son propos liminaire, Madame la Présidente a souhaité les meilleurs vœux pour
l’année 2022 aux membres et aux invités. Par la suite, elle les a invités à observer une minute de
silence à la mémoire des étudiants et des personnels décédés au cours de l’année 2021. Elle a
conclu son propos liminaire, en émettant le souhait que les travaux de cette 25 ème session ordinaire
se déroulent, comme à l’accoutumé, dans un climat empreint de courtoisie et d’échanges
constructifs, seuls à même de permettre à l’ENSTP d’atteindre ses objectifs.
2. Examen et adoption de l’ordre du jour
Le projet d’ordre du jour de la 25 ème session ordinaire du Conseil de Direction de l’ENSTP
présenté par le Pr. NKENG George ELAMBO a, sous réserve de quelques amendements tenant
au fond et à la forme, été adopté à l’unanimité des membres du Conseil de Direction.
Pour répondre aux différentes préoccupations ainsi soulevées, le Rapporteur a donné les
éclaircissements suivants :
i) Les différentes structures de l’ENSTP font face à une importante carence de
personnel (enseignants et non enseignants) qui impacte véritablement sur l’atteinte
de leurs objectifs ;
ii) Le plan de recrutement soumis à l’approbation des membres du Conseil de
Direction tient compte du respect du ratio qui interdit que les dépenses de
personnels absorbent plus de 35% des dépenses de fonctionnement. En effet la
masse salariale de l’ENSTP, même en y intégrant les rémunérations issues du plan
de recrutement projeté, ne représente que 8% du budget de fonctionnement de
l’ENSTP. Ce qui est largement inférieur au ratio plafond de 35% recommandé par
la réglementation en vigueur.
iii) Le plan de recrutement est projeté pour s’étaler sur trois (03) ans afin de permettre
une meilleure maitrise des fluctuations budgétaires qu’il pourrait entrainer.

A la suite des éclaircissements apportés par le Rapporteur et son équipe, les membres du

On 29th June 2022 from 10 am to 2 pm in the "Block A" boardroom of the National
Advanced School of Public Works (NASPW), the 26th Ordinary Session of the Board of Directors
was held under the chairmanship of its President, Mrs LEKEUFACK née METANGMO
Virginie.
Pr. NKENG George ELAMBO, the Director of NASPW who reported the proceedings
was assisted by Dr. BWEMBA Charles, Deputy Director in charge of Studies.

3. Review and adoption of the Official Reports of the 2 nd extraordinary session and
the 24th ordinary session of the Board of Directors
The working methodology consisted in adopting the document page by page.
Subject to the integration of the amendments approved by members, the Board of Directors
adopted the Official Reports of its 2nd extraordinary and 24th ordinary sessions.
4. Review of the state of implementation of the resolutions of previous sessions of the
Board of Directors
The President called on the Rapporteur to present the state of implementation of the
resolutions of previous sessions of the Board of Directors. At the end of his presentation, she gave
the floor to members for reactions.
Mr. MEGOUO TOUOYEM Ulrich, Representative of the students of NASPW, requested
more information on the implementation of the resolution relating to the opening of some
specialised Masters courses for the 2020-2021 academic year.
Mr. ONDOA Antoine, Representative of the Presidency of the Republic, suggested that
the date on which certain deeds relating to the state of implementation of the resolutions was
signed should be specified
Mrs FORCHAP ESANDEM Prudence NKONG, Representative of the Ministry in
charge of Vocational Training, wondered about the 0% rate of implementation of resolution
4/CD/23/2021 instructing the Director of the PWTC of Akonolinga to have the contracts of this
structure go through the Internal Tender Board of NASPW.
In response, Mr. ZANGA NKODO Didier, Director of the PWTC of Akonolinga,
revealed that this issue had been cleared during the 24 th session of the Board of Directors. He also
recalled that the different files of the contracts concerned had been regularly committed and
introduced in the payment circuits of NASPW.
In reaction, Mr. TANGA ESSENGUE Jean Faustin, Accounting Officer at NASPW,
raised the difficulties in management the said files at the level of the accounting mechanism
because their processing straddled several budgetary years.
Mr. NGOA Kizito, Representative of the National Order of Civil Engineers, requested
additional information on a certain number of issues, in particular in connection with:
- the programming of specialised Masters for the 2021/2022 academic year;
- the competences attributed to the Deputy Director of the NASPW in the new organisation
chart adopted by the Board of Directors;
- the positioning of the Departments and that of Continuing Education on the organizational
chart.
The Rapporteur gave the following clarifications in relation to the various concerns.
i. The opening of the specialised Masters programmes during the 2020-2021 academic year
could not be effective because it had not been integrated into the annual calendar of
competitive examinations drawn up by MINESUP for the said year. The Management of
NASPW has taken the necessary measures to ensure that they are scheduled in the official
calendar of examinations for the academic year 2021-2022;
ii. The attributions of the Deputy Director in charge of studies and the positioning of the
academic departments in the organisation chart of NASPW are in line with those of the
other four higher education institutions with special status.
At the end of these interventions, the President asked the Management of NASPW to
prepare a compendium of the basic texts of the organic framework of the school and to give a
copy to each member of the Board of Directors.
While encouraging the Management to continue implementing the resolutions adopted
during the various sessions, the President instructed that the comments and amendments made by
the members be taken into account.
5. Review and adoption of the NASPW activity report for the year 2021
The presentation of the activity report of NASPW for the year 2021 was done in a collegial
manner with notably the interventions of the Director of NASPW assisted by the Deputy Director
in charge of studies, the Director of NASPW Annex of Buea, the Directors of PWTCs of
Akonolinga and Garoua.
At the end of this presentation, the President of the Board of Directors congratulated the
Management of NASPW for the notable improvement observed in the quality of the documents
produced.
Mr. ONDOA Antoine congratulated Management for the quality of the documents and
requested how far the file relating to the recruitment of teachers at NASPW have been processed.
Mr. TCHOTELE Thomas, Representative of the Ministry in charge of Finance, also
congratulated the Management of NASPW for the quality of the documents and expressed the
wish that these innovations be perpetuated. However, he deplored the low success rate of level III
students of MEng in Environmental Engineering.
Mrs. FORCHAP ESANDEM Prudence NKONG proposed that emphasis be placed on
assessing the level of implementation of activities under the NASPW Annex Buea sectoral action
plan.
In response to these concerns, the Rapporteur provided the following explanations:
i. The process of reconstituting the careers of the Assistants Lecturers recruited by NASPW
was completed with the signing of their various contracts. The rest of the procedure must
be managed individually by those concerned.
ii. The relatively low success rate of MEng III students in Environmental Engineering is
linked to cyclical factors which are currently being corrected.
At the end of these discussions and subject to the comments and amendments made by the
members, the activity report for the year 2021 was adopted.
6. Review of the cost analysis file for training at NASPW
Following the presentation of the file prepared by the Management of NASPW, the
President observed that in its present state, the review of the cost analysis file for training at the
NASPW was not primarily intended to adopt a resolution on school fees within the institution.
This file should in fact serve as an important lobbying tool for the relevant administrations in
order to trigger urgent accompanying measures (preferential allocation of services in its field of
expertise, revaluation of budgetary support, etc.). This should enable to avoid a sudden increase in
school fees.
In line with the proposal made by the President, Mr. MEGOUO TOUOYEM Ulrich
recommended the full involvement of the technical and financial supervisory ministries of
NASPW, especially with regards to the revaluation of the budgetary support.
Mr. NGOA Kizito, on the contrary, questioned the accuracy of the evaluation of training
costs presented by NASPW. He indeed indicated that the document thus presented did not take
into account certain fixed charges such as salaries, depreciation of materials and equipment and
debts. Neither did it sufficiently highlight the gap between the real training needs and the available
resources. All of which, according to him, could inevitably lead to the suspension of payments.
For this reason, he felt that raising school fees should not be a taboo subject.
Mr. ONDOA Antoine suggested that the file should be beefed up by integrating factual
data on the stock of NASPW's debt in order to enable potential stakeholders (management bodies,
technical supervisory ministries, partners and possibly students) to have solid arguments while
advocating for the revaluation of financial support.
Following the discussions, Board members validated the file produced by the
Management, subject to the integration of updated data on the stock of NASPW’s debt.
7. Review and adoption of the overall recruitment plan for NASPW
The Rapporteur clarified that the planned recruitment concerns only the non-teaching staff
of the four structures the form NASPW. It was scheduled to be spread over three years starting
from the 2022 budget year.
Mr TCHOTELE Thomas considered that the relevance of a plan recruitment for a
structure such as the NASPW, whose needs in quality human resources have been expressed on
many occasions, could not, however, hide the numerous inadequacies that seem to conceal the
draft submitted by the Management of the NASPW. In particular, he noted that it lacked
justification for financial sustainability and compliance with the payroll coverage ratio.
Mr. TAMI MEKOUM Pierre José maintained that in view of its status and the current
needs of its services, the recruitment of non-teaching staff is a necessity for the proper functioning
of the NASPW. However, he regretted that the project presented by the Management does not give
enough information on the current staff per site and per workstation to enable Board members
better apprehend the problem.
He suggested to the NASPW Management to clarify the status of the current State personnel in
this institution, before recruiting fresh personnel.
Mr. NGOA Kizito considered the need for recruitment of the NASPW as obvious and judicious,
in view of the numerous grievances contained in the various activity reports produced over the
years.
Mr VOUNDI Jacquinot, Representative of the Ministry in charge of State Property,
indicated that a certain number of relevant elements that could justify the need to recruit were not
presented by the Management, notably the ratio between planned recruitments and departures, the
increasing weight of students and the proof of the availability of resources to pay the recruited
staff.
Mr. TANGA ESSENGUE Jean Faustin, requested the Board to pay close attention to the
problem of seasonal staff present in NASPW Annex in Buea.
With regard to the problem of the status of State personnel in service at NASPW raised by
Mr. TAMI MEKOUM Pierre José, Mr. TCHOTELE Thomas explained that the rules and
regulations in force are clear. However, in view of the enormous difficulties posed by their
implementation for certain public entities such as hospitals and university institutions, the public
authorities have recommended postponing their application while waiting for the conclusions of
ongoing reflections on the issue.
In response to the concerns raised, the Rapporteur provided the following clarifications:
i. The different structures of NASPW are facing a significant shortage of staff (teaching and
non-teaching) and this has a real impact on the achievement of their objectives;
ii. The recruitment plan submitted for the Board’s approval takes into account the respect of
the ratio which prohibits that the personnel expenses absorb more than 35% of the
operating expenses. In fact, the NASPW's wage bill, even including the remuneration
resulting from the projected recruitment plan, represents only 8% of the NASPW's
operating budget. This is far below the 35% ceiling recommended by the regulations in
force.
iii. The recruitment plan is intended to be spread over three (3) years in order to enable a
better control of the resulting budgetary fluctuations.

Following the clarifications provided by the Rapporteur and his team, Board approved the
overall recruitment plan for non-teaching staff proposed by the Management of NASPW.
8. Review and adoption of the draft resolution on the setting of the rates of sitting
allowances of the various academic and disciplinary councils
After the presentation of the draft, Mr TCHOTELE Thomas considered that the proposed rates
were within the ranges recommended by the instruments in force.
Mr. ONDOA Antoine proposed to the Management to put at the disposal of the
Board members, all the legal instruments governing the organisation and functioning of the
NASPW.
Subject to the integration of the remarks and amendments made by the Board, the rates
of sitting allowances for the various academic and disciplinary councils were adopted.

12. Review and adoption of the NASPW budget for the year 2022
The Rapporteur went through all the budget programming documents for the period 2022-
2024 and the budget for the year 2022 of NASPW.
At the end of this presentation, the President congratulated the NASPW management for
upholding quality in the production of documents.
In spite of the encouragements to the NASPW management for the quality of the budget
documents produced, Mr TCHOTELE Thomas endeavoured to point out shortcomings relating to:
i. the relevance of the performance indicators of certain budgeted actions;
ii. the lack of coherence between certain values referenced in the summary tables;
iii. the situation of carry-over of credits to the benefit of the PWTC of Akonolinga which
could be on the fringe of the regulations in force in Cameroonian public finances.
Mr. NGOA Kizito questioned the relevance of the inclusion in the budget of the
contribution of the University of Rome within the framework of the implementation of the
"ASANet" project due to the modest amount of this contribution.
Mr. MBOLE MBOLE Benoit parfait, Representative of the Ministry in charge of Public
Works, suggested that the various elements related to the carry-over of credits should be better
explained, in particular through explanatory notes in the annex or at the bottom of the page.
Following the authorisation of the Board President after the request by the Rapporteur, Mr.
POUTOUONCHI ABDOU, Head of the Administrative and Financial Service of NASPW was
able to provide the following explanations:
i. Concerning the relevance of some performance indicators, he indicated their volatile
nature due to the implementation of the mechanism of planning by programmes;
ii. Concerning the carry-over of budgetary credits from previous years, he mentioned the
difficulties linked to the procedure for making investment credits available in advance by
the technical supervisory authority before any commitment of related expenditure.
Concerning Mr. NGOA Kizito’s worries about the relevance of the inclusion of the rather
modest contribution of the University of Rome in the budget, the Rapporteur indicated that it was
in fact the first instalment of the financing of a project intended to support the supervision of
students' research by local teachers.
Subject to the integration of various amendments and remarks made by the Board, the
NASPW budget for the year 2022, balanced in revenue and expenditure at the sum of CFAF
3,310,280,000 was adopted.
13. Miscellaneous
Under this heading, Mr. TAMI MEKOUM Pierre José requested that the Members'
Charter and the Rules of Procedure of the Board of Directors be formally adopted.
At the end of the 25 th ordinary session of the Board of Directors, the President commended
the Director of NASPW and all his team for the quality of the organisation. She prescribed more
rigour in the programming of academic activities, particularly the academic calendar.
After exhausting all items on the agenda, the President expressed her gratitude to members
of the Board for their sincere and frank discussions.

Dans son propos liminaire, Madame la Présidente a émis le souhait que les travaux de
cette 26ème session ordinaire se déroulent, comme à l’accoutumé, dans un climat empreint
de courtoisie et d’échanges constructifs, gage d’un accompagnement efficient de l’ENSTP
dans l’atteinte des objectifs qui lui sont fixés par la Très Haute Hiérarchie. Elle a par la
suite félicité le Directeur de l’ENSTP et son équipe pour avoir implémenter, pour la
première lors d’une session du Conseil et avec succès, la technologie de la Visio-
conférence.
1. Examen du projet de convention de coopération entre l’ENSTP et la China
Jiangsu Vocational Institute of Architectural Technology (JSVIAT).
Dans sa présentation, le Rapporteur a rappelé que ce projet avait fait l’objet d’un
renvoi pour besoin de complément d’informations lors de la 25 ème session du Conseil de
Direction. L’Ambassade du Cameroun en Chine ayant été saisie à cet effet, il s’est avéré
après vérification par ses services compétents que la China Jiangsu Vocational Institute of
Architectural Technology (JSVIAT) justifiait véritablement de la renommée dont elle se
prévalait.
Son Excellence Monsieur l’Ambassadeur a par ailleurs vivement encouragé l’ENSTP
à conclure ce partenariat au regard des multiples avantages qu’il pouvait offrir aux jeunes
compatriotes.
Sous réserve de la prise en compte des observations et des amendements formulés par
les membres, le projet d’approbation de la coopération entre l’ENSTP et JSVIAT a été
adopté
2. Examen du projet de convention de partenariat entre l’ENSTP et le Port
Autonome de Kribi (PAK).
Aux termes de son examen et, sous réserve de la levée de quelques préoccupations
ayant notamment trait à la détermination d’un taux minimum annuel d’étudiants éligibles
au bénéfice d’un stage académique au sein du Port Autonome, les membres du Conseil de
Directeur ont approuvé la Convention de partenariat entre l’ENSTP et le PAK et ont donné
mandat au Directeur de l’ENSTP pour procéder à sa signature.
3. Examen et adoption des comptes clos de l’exercice 2021 de l’ENSTP.
Il est ressorti des présentations faites par les différents acteurs de la chaîne
budgétaire que l’exécution du budget de l’ENSTP a été arrêté en recettes à un montant de
FCFA 1 670 369 101 FCFA et en dépenses à un montant de FCFA 1 837 255 743, soit un
déficit se chiffrant à un montant de FCFA 166 886 642 en légère baisse par rapport à son
montant de 2020 où il était de 189 571 665 FCFA.
Dans leur appréciation, les membres du Conseil de Direction ont recommandé une
meilleure cohérence des différentes composantes des comptes, notamment entre les
données du Compte Administratif et celles du Compte de Gestion. Ils ont, au regard des
justifications fournies par les acteurs concernés, préconisé la saisine du Ministère des
Travaux Publics, tutelle technique de l’ENSTP, afin que des mesures propices à un retour à
l’orthodoxie dans la gestion budgétaire des différentes structures annexes de l’ENSTP
soient envisagées.
Au terme de des échanges et après intégration des observations et des amendements
formulés par ses membres, le Conseil de Direction a adopté les comptes clos de l’ENSTP
au titre de l’exercice budgétaire 2021.
Au total, cinq (05) résolutions ont été adoptées au cours des travaux dudit conseil à
savoir :
